VILLAGE OF WYOCENA PUBLIC HEARING AND VILLAGE BOARD MINUTES MONDAY, DECEMBER 2, 2024 – 5:00 P.M. Call to order: Village President Kim Bauer called the meeting to order at 5.00 p.m. Pledge of Allegiance Roll Call: President Kim Bauer, Trustees: Paul Crary, Owen Landsverk, Jeremy Crary, Doug Rose, Rebecca Sersch, and Rusty Schiradelly. Also present: Administrator/Clerk-Treasurer Lori Kratky. Proof of Posting: Village Clerk posted the agenda for the December 2, 2024 Public Hearing and Village Board meeting on the bulletin board at the Wyocena Community Center, Wyocena Post Office, entrance to the Wyocena Library, and the Village website on Tuesday, November 26, 2024. Recognition of Visitors: Nothing to report. Minutes: Motion by Landsverk, second by Sersch, to approve the November 11, 2024 Village Board minutes. M.C. with Rose abstained. Public Hearing: Bauer asked if anyone had comments or questions regarding the proposed 2025 general, debt, capital, water, or sewer budgets. No comments or questions were heard. Motion by P. Crary, second by Rose, to close the public hearing and proceed with the Village Board meeting at 5:02 p.m. M.C. Reports: Library Report: Nothing to report. Public Works Foreman’s Report: A written report was provided. No questions were asked. Police Chief’s Report: Nothing to report. Administrator Report: Kratky informed the board of the following items: 1) The Village of Wyocena election equipment audit is complete and the accuracy of the election equipment has been verified. 2) 2025 Dog and Cat License tags are available. Treasurer Report: Kratky presented the following vouchers for approval. Pest Permit Applications: Motion to approve a 2025-2026 Pest Permit Application for Dan Berg, Paul Cary, Doug Rose, and Mitchell Walsh. M.C. with P. Crary and Rose approving all applications with the exclusion of abstaining from their own. M.C. Library Request To Decorate Community Center Entrance Trees: Kratky explained she was asked if the library could decorate the two trees, one located on each side of the Community Center S. Washington Street entrance. Motion by Sersch, second by P. Crary, to approve the library request to place LED lights on the two trees, one located on each side of the Community Center Washington Street entrance. The tree lights will be on dusk to dawn, from the time of the tree lighting until January 2, 2025. The library will be responsible for placing and removing lights and decorations.M.C. Obligate State and Local Fiscal Recovery Funds (SLFRF): Project options to best utilize SLFRF money were discussed. Motion by Rose, second by Landsverk, to obligate the $75,884.70 SLFRF money received for the purpose of replacing water meters in the village in 2026. Roll Call: P. Crary – yes, J. Crary – yes, Landsverk – yes, Bauer – yes, Rose – yes, Schiradelly – yes, Sersch – yes. M.C. 2025 Budgets: Motion by P. Crary, second by J. Crary, to approve the 2025 general, capital, debt, water, and sewer budgets as discussed and presented. Roll Call: J. Crary – yes, Landsverk – yes, Bauer – yes, Rose – yes, Schiradelly – yes, Sersch – yes, P. Crary – yes. M.C. Resolution 2024-03 Adopting the 2025 General, Capital, Debt, Water, and Sewer Budgets and Tax Levy: Resolution 2024-03 was read. Motion by Sersch, second by Rose, to approve Resolution 2024-03 Adopting the 2025 General, Capital, Debt, Water, and Sewer Budgets and Tax Levy amount. Roll Call: Landsverk – yes, Bauer – yes, Rose – yes, Schiradelly – yes, Sersch – yes, P. Crary – yes, J. Crary – yes. M.C. Board Comments: Caucus will be January 13, 2025 at 5:30 p.m. with the Village Board meeting at 5:45 p.m., or immediately following Caucus.
