L:IFurms:\Parks Reservation Fonn Updated 2024.12.16 VILLAGE OF RICHFIELD PARK COMMISSION COMMUNICATION FORM MEETING DA TE: May 13, 2026 SUBJECT: Fireman's Park Master Plan - Draft Review DATE SUBMITTED: May 8, 2026 SUBMITTED BY: Brad Calder, Administrative Services Coordinator POLICY QUESTION: NIA ISSUE SUivfi\-IARY: The Village has been actively engaged in the development of the Draft Fireman ·s Park Master Plan, a long-range planning document intended to guide future investment, maintenance, and improvements within one of the Village's most recognizable community parks, for over the last year. After an extended planning and public engagement process, with more yet to come, Village Staff and planning partners are prepared to present a draft concept plan to the Park Commission for discussion and feedback at the upcoming meeting on Wednesday . The proposed concept plan reflects extensive public input, existing site conditions, long-term recreational trends, and the Village's broader goal of enhancing cmmnurrity gathering spaces while preserving the park's unique identity and character. The structure of the Draft Master Plan was intentionally designed to move from broad community context toward specific implementation strategies. The document begins with an overview of the purpose of park master planning, demographic and recreation trends within the Village, and the relationship of this plan to the Village's Comprehensive Plan and Comprehensive Outdoor Recreation Plan . The plan then transitions into detailed site analysis, inventory and condition assessments of existing park amenities , and a comprehensive public engagement section documenting survey responses and community workshop feedback . Later sections focus on needs assessment, park goals, conceptual improvements , budgeting considerations , capital planning, and implementation strategies . This layered approach allows decision makers and residents alike to understand not only what improvements are being proposed, but also why those recommendations emerged throughout the planning process. Public participation is one of the most important components of the planning effort . Between April 1 and May I, 2024, the Village conducted an online survey that generated 228 responses from community members. The survey results revealed several clear and consistent themes . Residents overwhelmingly view Fireman's Park as an underutilized asset with strong potential due to its location, open space, mature trees, and connection to the downtown area. At the same time, respondents identified aging playground equipment, limited activities, restroom accessibility concerns, and a lack of walking trails as some of the Park's primary deficiencies. Several trends emerged repeatedly throughout both the survey results and public workshops. Residents expressed a strong desire for Fireman's Park to become more of a year-round destination rather than a park primarily associated with Richfield Days or baseball activities . Survey responses showed growing interest in community-oriented gathering spaces, including live music, outdoor entertainment, event areas, food truck nights, and beer garden-style activities. There was also significant support for expanded recreation opportunities, particularly updated playground equipment (while keeping our "old" equipment), additional pickleball and tennis amenities, walking trails, and potentially a splash pad or water feature. Importantly, many respondents emphasized the importance of maintaining the park's natural character, mature trees, and open green space while making targeted improvements that increase activity and visibility. The survey data also demonstrates an evolving recreation trend occurring throughout many communities in Wisconsin. Traditional passive park spaces are increasingly expected to serve multiple purposes, balancing family recreation, social gathering opportunities, wellness activities, and community events. The demand for improved pickleball facilities, walkability, seating areas, natural landscaping, and flexible event spaces aligns closely with the types of broader regional and recreation trends we are seeing in communities like Germantown, Jackson, West Bend, and Hartford. VILLAGE OF RICHFIELD PARK COMMISSION COMMUNICATION FORM MEETING DATE: May 13, 2026 SUBJECT: Fireman ' s Park Master Plan - Draft Review DATE SUBMITTED: May 8, 2026 SUBMITTED BY: Brad Calder, Administrative Services Coordinator Another important trend identified throughout the planning process is the importance of connectivity and visibility . Multiple comments noted that Fireman's Park can be difficult to locate and that many residents are unaware of the amenities already available within the park. As a result, the concept planning effort considers not only physical improvements within the park itself: but also opportunities to better connect the park to the downtown corridor, improve signage, enhance walkability, and create a stronger sense of ''destination" within the community. Overall, the Draft Fireman's Park Master Plan reflects a balanced approach that recognizes both the strengths and opportunities associated with the park. The concept plan seeks to preserve existing community traditions and successful amenities while thoughtfully introducing improvements that respond directly to resident feedback and long-tenn recreation needs. The upcoming Park Commission presentation represents an important milestone in the planning process and an opportunity to further refine the vision for one of the Village's signature community spaces . From 2000 to 2010 , the Village population grew about 9%, while from 2010 to 2020 the population growth was about 4%. Consistently, the primary age group in Richfield is the 45-59 group; in 2010 and 2020, their share of the population has been 31% and 26%, respectively. The next largest age group is the "Baby Boomer" generation (ages 60-7 4), which in 2010 and 2020 was 15% and 22% of the population, respectively. The Village has continued to see a decline in the percentage of children in the Village (ages 0-17); in 2010 and 2020 their share of the population was 19% and 17%, respectively. Predictably, these statistics are reflected in the Village's median age. In 2010, the median age was 45; in 2020 the median age was 48.7. For comparison, the median age in Wisconsin for those years was 38.5 and 40.1, respectively. Providing amenities to all demographics and users is something the village must remain vigilant in doing during park planning endeavors. The Village's Park Commission, Village Board, and Park Staff have a common and unified goal, to ensure that our parks serve a full spectrum of our community's recreational needs. By continuing to monitor population trends and by maintaining close partnerships with our youth sports organizations, the Village will be able to respond better to community needs, resolve conflicts among groups of different park users before they occur, and manage park assets more efficiently and effectively. RECREATION TRENDS Fireman's Park is one of three Village-owned Community Parks. The two others include: Park Name Acres Park/Site Type Ownership Features/Facilities Nature Park 40.65 Community Village of Picnic tables, shelter, walking trails Richfield Heritage Park 66.5 Community Village of Baseball fields, picnic tables, shelter areas, playground Richfield equipment, socce r fields, walki ng tra ils, concession stands The National Parks and Recreation Association (NRPA) has certain recommendations for the amount of park acreage per a municipality's population. The Village of Richfield has a surplus in the acreage it has allocated for the three Community parks, which means the provided amenities are more than suitable for our current residents pursuant to NPRA standards. It is important the Village identifies its other Community parks and the amenities provided there so we may better understand which amenities are already being provided for at other areas throughout the Village and what we might be deficient in. Park Type Existing Acre- Acres/1000 Per- Acres NRPA Recom- Surplus Acreage age sons mends Community 120.85 5 to 10 58.5 to 117.4 3.45 to 62.35 Note: 2020 Population = 11,739 7 Fireman's Park Master Plan Relationshlp to Other Plans The Fireman's Park Master Plan is designed to help implement capital improvements and projects over the next five (5) years. The Village's 2014 Comprehensive Plan and its 2013 Comprehensive Park, Outdoor Recreation, and Open Space Plan are intended to guide the composition and content of the individual park master plans. Any changes proposed in one of the plans should align with the other plans, or each should be amended to all are in cohesion with one another. It is important that changes within related plans are updated into the individual park master plans to ensure we are offering the community a comprehensive recreation system. Individual park master plans are intended to more specifically address the goals and objectives identified in the Comprehensive Park Plan, using a tailored approach that takes into account each park's unique aspects. The future projects and goals outlined in the individual park plans guide Park Commission members, Village Staff, and the public as they make decisions about the Village's park system. At the July, 2014 Park Commission meeting the Park Commission voted to approve the Comprehensive Park Master Plan with the following motion: Motion by Commissioner Heidi Woelfel to approve R2014-07-01, a Resolution Addendum to the 2013-18 Comprehensive Park Plan to include park improvements as an 'Action Plan' pursuant to the requirements of the Wisconsin DNR and to forward the 2013-2018 Comprehensive Park Plan onto the Village Board for formal adoption: Seconded by Commissioner Don Filipiak: Motion passed without objection. It is anticipated that the Village of Richfield will begin the process of updating the Comprehensive Park, Outdoor Recreation, and Open Space Plan in 2027. While the Comprehensive Plan gives a broad outline of substantial future projects to pursue, the Park Commission approved this plan under the assumption that more specific plans would be brought forth to give a more encompassing outline and picture as to the development of each individual park. The implementation of these individual Master Park Plans, and the future projects and items outlined in the plans, will give more clarification to Commission Members, Staff and the public as to the needs of the Village's park system. The Comprehensive Master Park Plan outlines general necessities for the Village Park system. Staff will utilize this plan as a starting point in order to expound upon those ideas and create master plans that will be utilized in future Capital Improvement Planning and Budgeting criteria. These Park plans are necessary to ensure that the Park Commission and Staff have direction in where to focus energy and resources in our Village Park system. Staff will continue to track general maintenance and park planning projects throughout the life of the Master Plan in order to ensure, at the time of Master Park Planning updates, we have the necessary information to make immediate and decisive decisions regarding the Comprehensive Park Master Plan and Individual Park Plans. One Park within the Village that Staff is not responsible for the Master Planning of is the Village of Richfield Historical Park. The Village of Richfield's Historical Park is managed by the Richfield Historical Society via a management agreement held with the Village. Because of this, Master Planning is completed by a number of individuals within the Historical Society and a file of the Master Plan is held at Village Hall. In the same way our Master Plans help us to focus our energy and resources on part icular projects in one park at a time, the Richfield Historical Park Master Plan is utilized in the same capacity and gives their Board direction on where to focus energies in the Historical Park. 8 Fireman's Park Master Plan Park Master Planning Schedule The goal for the Master Plans for Village-owned parks is for them to steadily be updated, not only to keep pace with population growth but also to remain responsive to potentially changing community needs. It is anticipated that Village Staff will update one Park Planning Process per year. Generally, the updates to Master Park Plans and the Comprehensive Park, Outdoor Recreation, and Open Space Plan will follow the below schedule: 2026 2027 2028 2029 2030 2031 2032 2033 2034 2035 2036 Fireman's Park Master Plan Comprehensive Park, Outdoor Recreation, and Open Space Plan Bark Lake Park Master Plan Heritage Park Master Plan Nature Park Master Plan Fireman's Park Master Plan Comprehensive Park, Outdoor Recreation, and Open Space Plan Bark Lake Park Master Plan Heritage Park Master Plan Nature Park Master Plan Fireman's Park Master Plan As the Village grows, so will the anticipated need for a larger Village Staff and resources. During this period of growth, the planning schedule may alter due to a shift in demands. The Village's Park Commission, Village Board, and Park Staff have a common and unified goal, to ensure that our parks serve a full spectrum of our community's recreational needs. By continu ing to monitor population trends, area classroom sizes and by maintaining the close partnerships with our youth sports organizations, the Village will be able to respond better to community needs, resolve conflicts among groups of different park users before they occur and manage park assets more efficiently and effect ively. 9 Fireman's Park Master Plan Community Input & the Planning Process Community engagement was an important part of the planning process to produce this park master plan. Input was solicited from a wide range of stakeholders, and park users. Two community input meet ings were held and an online survey was made available to all residents. Village Staff sought to gain feedback from the various community stakeholders and relay that information to the Park Commission throughout the Park Planning Process. ADD MORE TEXT THROUGHOUT THE PROCESS. The Village Park Commission meets regularly on a Bi-Monthly basis which gave Staff ample time to schedule meetings and gain community feedback between Park Meetings. The concept was originally suggested by Mike T. of the Village's Public Works Department, who encouraged Staff to explore opportunities utilized by neighboring communities to help generate additional revenue for park and recreation improvements. The Village already has an Ordinance regulating "Temporary Support Banners" within the park system, including standards related to banner colors, size, construction, and text. As part of the research process, Staff reviewed a similar sponsorship program utilized by the Village of Slinger. Under Slinger's model, advertising rates are $300 for a one-year sponsorship or $800 for a three-year sponsorship, with banner specifications requiring 5'x8' dimensions, 18oz vinyl material, and brass grommets. Sponsors are responsible for providing their own banners, subject to Staff approval. From March through May, interest in the program has steadily grown. To date, three (3) small businesses have already expressed interest in advertising on the Fireman's Park fields, and the Village has collected approximately $1, l 00 in sponsorship revenue. Staff remains optimistic that the program will continue to grow and help support future park improvements and Parks Department capital purchases. Richfield Soccer Club - 2026 KMSL Open On June 6-7th, the Richfield Soccer Club will be hosting the KMSL Open at Heritage Park.
