Because the village’s Comprehensive Plan shows future development of water and sewer mains to Conroy’s property, and because the village does not allow private wells if water and sewer service is available, Conroy is asking the board for permission to replace her private well. Motion by P. Crary, second by Landsverk, to allow 582 East Monroe Street, to install a replacement private well. M.C. Village Committee List For May 2022-2023: Morrison questioned why the committee list is being revisited after approving it at the last village board meeting in April. Bauer responded that as Village President, and as it is stated in the Wisconsin League of Municipalities, he wanted the opportunity to present names and an opportunity for the newly elected board trustees to vote on the list. Bauer pointed out that Kratky had proposed the list that was presented and approved in April. Kratky agreed it is the Village President’s responsibility to present the Committee List for board approval. However, because neither the current Village President nor the immediate past Village President (except for the past president’s first year) has completed a list for presentation to the board, she has been completing the list for submission to the board each year. Motion by Morrison, second by Sersch, to keep the 2022-2023 Committee List as approved April 11, 2022. A roll call vote was called for. Roll Call: P. Crary – no, Morrison – yes, Landsverk – no, Bauer – no, Rose – no, Schiradelly – no, Sersch – yes. Motion failed. Morrison further questioned why she had been removed from all committees and Sersch had been removed from all but one committee on the May 9th proposed committee list. Bauer explained he chose people for the committees based on their experience; he would like to see people on the ordinance committee that had experience working on ordinances in the past. Much discussion followed. Kratky read a portion of the village ordinances that pertained to the composition of committees and pointed out that once appointed; a citizen member on the Board of Appeals may not be removed before the expiration of their term without just cause, a written notice, and a public hearing. Because the stated criteria has not been met, the citizen members appointed April 11, 2022 could not be replaced on the Board of Appeals as presented on the proposed committee list. Bauer argued that he, as Village President, had not proposed the committee list which the board approved in April so it should not count. Kratky cautioned about not following ordinances. Bauer conceded and changes were made to the proposed committee list. Motion by Rose, second by Schiradelly, to approve the revised May 2022-2023 Village Committee List. M.C. County Highway Road Aid Program: Motion by Schiradelly, second by P. Crary, to not participate in the Columbia County Highway Road Aid Program in 2022. M.C. Fire Department Expansion Option: Bauer explained he was approached by the Pardeeville Fire Chief about possibly building a new fire station together. Brief discussion followed. Motion by Schiradelly, second by Rose, to remain an independent fire department and to not combine with Pardeeville to build a new fire station. M.C. 1999 Pierce Fire Truck Repair: Fire Chief J. Crary reported lead time for the parts to repair the truck is approximately 8-12 weeks. Repairs total $57,276.30 with $41,112 paid by insurance. Motion by Schiradelly, second by P. Crary, to approve the 1999 Pierce Fire Truck repairs and to pay for the repairs using $41,112 insurance money, $13,442 from the sale of the old fire engine and ladders, and the balance from the existing fire department budget. Roll Call: Morrison – yes, Landsverk – yes, Bauer – yes, Rose – yes, Schiradelly – yes, Sersch – yes, P. Crary – yes. M.C. CLOSED SESSION: The Board invited Lori Kratky to attend closed session. Motion by Bauer, second by P. Crary, to enter into closed session at 6:54 p.m. under state statute 19.85(e) for competitive or bargaining reasons to deliberate or negotiate the purchasing of public properties, the investing of public funds, or conducting other specified public business. Roll Call: Landsverk – yes, Bauer – yes, Rose – yes, Schiradelly – yes, Sersch – yes, P. Crary – yes, Morrison – yes.. M.C.
