Change Order For Schneider St. Project The following information regarding the Herwig Drive and Schneider Street reconstruction project, specifically related to the special assessment process and the storm lateral installation affecting one property owner. As part of the project, the Village is assessing homeowners for 50% of the sidewalk costs. One property (521 Chestnut) additionally requires installation of a storm lateral. The Village and the homeowner have agreed to the following terms for that work: • Total project cost: $3,835.00 • Interest: 1% above the Village ’s borrowing rate (5% total) • Total with interest: $4,026.75 • Payment term: 5 years • First payment due: November 1, 2027 (remaining balance placed on tax roll thereafter) • Monthly payments: $68.00 for 60 months • If paid in full by November 1, 2027, no interest will be charged This information was provided to Attorney Johnson, with a request to prepare a contract. However, Attorney Johnson offered additional guidance for the Board to consider. He recommends including the storm lateral cost directly within the special assessment rather than creating a separate agreement. His reasoning includes: 1. All assessment-related information stays in one place, making future reference easier. 2. The property owner can pay the storm lateral cost under the same terms and schedule as the standard assessment. 3. If the owner defaults, the amount automatically transfers to the tax bill, eliminating the need for the Village to pursue separate enforcement. Attorney Johnson noted that this could be incorporated into the final assessment report without issue, depending on where we currently are in the assessment timeline. If the Village chooses not to include it within the assessment, he is able to draft a separate agreement. 521 CHESTNUT ST..PDF Authorization For Village Credit Card Issuance And Designation Of Bank First Agent Consideration Of Approving Designated Village Staff Access To The Village ’s Bank First Financial Accounts, Including Checking, Savings, And Loan Information.
