Submittals/Attachments 1. Conditional Use Permit Application, received May 13, 2026. GEC reviewed the attachments and the information submitted by the applicant/agent and has the following comments outlined below: Comprehensive Plan I’ll always defer to the Village for the proposal meeting the Village’s Comprehensive Plan. The planned land use for this parcel is industrial according to the Village’s future land use map. General Engineering Company Page 2 Village Zoning Ordinance 1. Conditional Use Permit Per 58-76(b) conditional uses in sections 58-123, 58-126, 58-127 and 58-128 can be considered by the Village Plan Commission. Under 58-128(b) commercial recreation facilities are conditional uses in the M-1 Industrial Zoning District. 2. Site Plan Applicant submitted a proposed map of how the property will be used for the proposed dog park. A driveway/ parking lot area will be accessed via the Village road and be located in the northern portion of the property. There is a proposed/ potential shed that is being considered by the applicant. There will be two commercial dog park areas. They are split into a public and private area. The two areas will be fenced in and have gated access to the areas. 3. Conditions and Guarantees Wisconsin’s Act 67 mandates that a municipality must issue a CUP if the applicant meets or agrees to meet the standards specified in the Village’s zoning ordinance. The following conditions shall apply to conditional uses (not all may be applicable): Section 58-117(1): Prior to the granting of any conditional use, the plan commission may stipulate such conditions and restrictions upon the establishment, location, construction, maintenance and operation of the conditional use as deemed necessary to promote the public health, safety and general welfare of the community, and to secure compliance with the standards and requirements specified in this section. In all cases in which conditional uses are granted, the commission shall require such evidence and guarantees as it may deem necessary as proof that the conditions stipulated in connection therewith are being and will be complied with. Such conditions may include specifications for, without limitation, because of specific enumeration: a. Landscaping; b. Type of construction; c. Construction commencement and completion dates; d. Sureties; e. Lighting; f. Fencing; g. Operational control; h. Hours of operation; i. Traffic circulation; j. Deed restrictions; k. Access restrictions; l. Setbacks and yards; m. Type of shore cover; n. Specified sewage disposal and water supply systems; o. Planting screens; p. Piers and docks; q. Increased parking; or r. Any other requirements necessary to fulfill purpose and intent of this article. Recommendation GEC recommends that the Plan Commission conditionally approve a Conditional Use Permit for Tax Parcel 11171-297.07 to convert the vacant parcel into a dog park, contingent on the following: 1.
