She Page 2 of 10 mentioned that when people walk on Herwig Dr. they’re choosing to walk on road without sidewalks. And that there is no need for sidewalks. She shared she just replaced her sidewalk 4 years ago, and there’s no need to do it now. Carla Gerhardt – 505 Herwig Dr. – Questioned the reasoning for doing sidewalk. Joe shared that due to the reconstruction it was the standard established by the community. President Engelmann shared about there being uniformity in the community. Carla shared that 56% of the Village does not have sidewalks. Additionally 24% of that only had sidewalks on one side of the road. Along with corner lots the policy is that the homeowner covers the larger side, and the Village pays the other side. Also, the Village can adjust the payment timeframe. Carol Shogren - 410 Herwig Dr. – Spoke on having 3 trees be tied. One tree is a linden tree that is a pollinator, and bees need these trees. Why prioritize sidewalks over trees? Stating that the trees can’t be replaced in her lifetime. House was built in 1976, and the road came in 2001. She spoke on the sidewalk right up to her house. Is there enough traffic to warrant the sidewalk? Do we care if the sidewalks and streets are uniform in the Village? Dave Shogren - 410 Herwig Dr. – Understands that the street is bad, but is against the sidewalk. Asks to just take the sidewalks out of it. Nicole Bronson - 515 Herwig Dr. – Family disagrees with the sidewalks, and it will eliminate the space for them to play. Nobody is ok with this. States the Village is going to destroy the land. In preparation for upcoming filings, I have been working closely with Johnson Block to gather and organize the necessary information for the DOR reports that will be due in the coming months. Projects & Intergovernmental Coordination I am currently working with WisDOT regarding the proposed WIS 44 (Lake Street) project. We are in the process of scheduling a meeting to review the State ’s plans and determine what, if anything, will be required from the Village. Licensing Local establishments have submitted their liquor license renewal applications. Reba and I are in the process of reviewing and preparing these applications for consideration at the June meeting. Elections The April 7th election has been reviewed and officially closed out in coordination with the Columbia County Clerk ’s Office. I would like to extend my sincere thanks to our poll workers for their outstanding work. Their support, knowledge, and professionalism were greatly appreciated and contributed to a smooth and successful election process. Board of Review I will be reaching out to the Board of Review members to coordinate completion of the required annual training. The in-person Open Book is scheduled for July 9th, and the Board of Review hearing will take place on July 29th. Meetings & Governance A Zoning Board of Appeals meeting is scheduled for May 18th. Additionally, the Finance and Administration Committee has reviewed and approved the updated fee schedule, which is included in the board packet. This update reflects a needed revision, as the previous schedule was last completed in 2022. Financial Considerations I would ask the Board to consider the future distribution of refuse and recycling costs to residents. Currently, the Village covers the full expense, which is approximately $12,000 per month. Operations & Technology We are now utilizing GEC ’s new online portal for building permits. This system improves our ability to track submitted permits and provides greater transparency regarding associated costs for residents. Communications I would like to recognize Reba for her excellent work in creating the recent Village newsletter that was distributed with the utility bills. May 6th, 2026 Treasurers Report 1. The following text details on -going support and maintenance for your GIS. Provide on-call GIS Technical Support Services for tasks authorized by the client. Support can include ArcGIS Online modification, configuration, training, or map updates. Other services could include data creation, PDF map creation and printing, or field work. This contract will serve multiple departments and requested services will be detailed separately on a single invoice. Client may request or determine tasks at contract term initiation or at any point within the term duration. MSA will provide detailed scope and cost estimates prior to commencement of tasks upon request. Occasionally, MSA staff must perform known, routine tasks, such as preparing data for maintenance and inspection tracking. Also, MSA staff may identify that maintenance is required to keep the GIS functional. In those occasions MSA will perform said maintenance as soon as possible. On the following page, costs are categorized and further broken out by sub-task that matches how they will be invoiced in the future. The following chart shows the GIS support & maintenance the village used over the last 2 7 months (Actual charges 1/22/2024 through 4/18/2026). Staff transition over that period has led the GIS to stagnate. The goal here is to revitalize GIS use at the village and ensure it meets staff needs.
