3.1. 6:00 pm – Schneider St. & Herwig Dr. Reconstruction Project, Village of Pardeeville
Joe DeYoung shared a presentation on the reconstruction of Schneider St. & Herwig Dr. along with the addition of
sidewalks. Along with information on information on special assessments and bids. Joe spoke on how hard of a
decision it was for the board to agree to put sidewalks in, and went over the current schedule.
Jenelle Pennigton 510 Herwig Dr. - shared that she bought her house 30 years ago due to not having sidewalks. She
Page 2 of 10
mentioned that when people walk on Herwig Dr. they’re choosing to walk on road without sidewalks. And that there is
no need for sidewalks. She shared she just replaced her sidewalk 4 years ago, and there’s no need to do it now.
Carla Gerhardt – 505 Herwig Dr. – Questioned the reasoning for doing sidewalk. Joe shared that due to the
reconstruction it was the standard established by the community. President Engelmann shared about there being
uniformity in the community. Carla shared that 56% of the Village does not have sidewalks. Additionally 24% of that
only had sidewalks on one side of the road.
Bill Powell – 415 Herwig Dr.- Submitted paperwork for public record stating 90% of the neighborhood don’t want
sidewalks. Bill asked the audience for a hand vote of who doesn’t want a sidewalk. Spoke on the cost of living going
up. Along with the cost of taxes going up. President Engelmann spoke that the Village taxes went down this year, it
was the schools taxes that raised taxes.
Angie Berry - 101 & 106 Schneider St. – Bought house over 30 years ago without sidewalks. Discussed neighbors
needing to live on a fixed income. Questioned about a tree on the property being removed, and if she would be
charged for that removal. Joe explained that tree removal is not being assessed.
Nathan Wendel - 508 Herwig Dr. – Spoke on the financial impact to himself. Shared that he is not for the sidewalk.
Spoke on making a bike lane instead of putting in a sidewalk similar to La Follette. Requested that he be able to hire
his own contractor to install the sidewalk.
Kimberly Foye - 105 Schneider St. – Shared they bought their home because there was no sidewalk. That moving
north was the point of getting away from sidewalks.
Samantha Zimmer - 118 Herwig– Shared she lives on a corner lot and would rather have people walk on her yard.
Spoke on planting a tree last year and her garden would need to be relocated. She shared she lives on a fixed
income and not being able to afford the assessment.
Joe DeYoung shared that the Village can work in a 66 ft area. The Village will not replace landscaping. Along with
corner lots the policy is that the homeowner covers the larger side, and the Village pays the other side. Also, the
Village can adjust the payment timeframe.
Carol Shogren - 410 Herwig Dr. – Spoke on having 3 trees be tied. One tree is a linden tree that is a pollinator, and
bees need these trees. Why prioritize sidewalks over trees? Stating that the trees can’t be replaced in her lifetime.
House was built in 1976, and the road came in 2001. She spoke on the sidewalk right up to her house. Is there
enough traffic to warrant the sidewalk? Do we care if the sidewalks and streets are uniform in the Village?
Dave Shogren - 410 Herwig Dr. – Understands that the street is bad, but is against the sidewalk. Asks to just take
the sidewalks out of it.
Nicole Bronson - 515 Herwig Dr. – Family disagrees with the sidewalks, and it will eliminate the space for them to
play. Nobody is ok with this. States the Village is going to destroy the land. That the family is the lands care taker,
and the village doesn’t get to decide to destroy it. Questioned if the board would like to see the funds in her back
account? Limited funds to use in day to day life. Spoke on having ancestors on this, and there’s karma with tearing
up the land.
Linda - 514 Herwig Dr – Purchased home 49 years ago and loves the way it is, and asks for no sidewalks.
Dan Haberkorn - 406 W. La Follette – questioned how he got roped into it. Joe responded due to connectivity.
Jen Deford - 507 Herwig – Spoke on walking everyday in road and it is fine. Spoke on not being able to afford it.
They were ok not having sidewalks when they bought the home.
Joe spoke on safety.
Robert - 512 Herwig Dr. -Spoke on what the people of Pardeeville wants. That it is the board’s job to listen to the
community, and what the people want vs. what the policy is.
Trustee Nakielski moved to approve to close the public hearing at 7:06 Second, by Trustee Kopfhamer.

Meeting Administration & Professional Development
I attended a UW Extension course focused on Department of Revenue (DOR) reporting
requirements. In preparation for upcoming filings, I have been working closely with Johnson
Block to gather and organize the necessary information for the DOR reports that will be due in
the coming months.
Projects & Intergovernmental Coordination
I am currently working with WisDOT regarding the proposed WIS 44 (Lake Street) project. We
are in the process of scheduling a meeting to review the State ’s plans and determine what, if
anything, will be required from the Village.
Licensing
Local establishments have submitted their liquor license renewal applications. Reba and I are
in the process of reviewing and preparing these applications for consideration at the June
meeting.
Elections
The April 7th election has been reviewed and officially closed out in coordination with the
Columbia County Clerk ’s Office. I would like to extend my sincere thanks to our poll workers for
their outstanding work. Their support, knowledge, and professionalism were greatly
appreciated and contributed to a smooth and successful election process.
Board of Review
I will be reaching out to the Board of Review members to coordinate completion of the required
annual training. The in-person Open Book is scheduled for July 9th, and the Board of Review
hearing will take place on July 29th.
Meetings & Governance
A Zoning Board of Appeals meeting is scheduled for May 18th. Additionally, the Finance and
Administration Committee has reviewed and approved the updated fee schedule, which is
included in the board packet. This update reflects a needed revision, as the previous schedule
was last completed in 2022.
Financial Considerations
I would ask the Board to consider the future distribution of refuse and recycling costs to
residents. Currently, the Village covers the full expense, which is approximately $12,000 per
month.
Operations & Technology
We are now utilizing GEC ’s new online portal for building permits. This system improves our
ability to track submitted permits and provides greater transparency regarding associated costs
for residents.
Communications
I would like to recognize Reba for her excellent work in creating the recent Village newsletter
that was distributed with the utility bills.

Village of Pardeeville GIS 2026 / 2027 Scope of Services
Phases 200 & 300: Requested & Routine GIS Services (Support and Maintenance)
As with previous years, this time is only charged when work is requested by staff or if maintenance is
absolutely necessary to maintain your GIS usability. The following text details on -going support and
maintenance for your GIS.
Provide on-call GIS Technical Support Services for tasks authorized by the client. Support can include ArcGIS
Online modification, configuration, training, or map updates. Other services could include data creation, PDF map
creation and printing, or field work. This contract will serve multiple departments and requested services will be
detailed separately on a single invoice. Client may request or determine tasks at contract term initiation or at any
point within the term duration. MSA will provide detailed scope and cost estimates prior to commencement of tasks
upon request. Occasionally, MSA staff must perform known, routine tasks, such as preparing data for maintenance
and inspection tracking. Also, MSA staff may identify that maintenance is required to keep the GIS functional. In
those occasions MSA will perform said maintenance as soon as possible.
On the following page, costs are categorized and further broken out by sub-task that matches how they
will be invoiced in the future.
The following chart shows the GIS support & maintenance the village used over the last 2 7 months
(Actual charges 1/22/2024 through 4/18/2026). Staff transition over that period has led the GIS to
stagnate. The goal here is to revitalize GIS use at the village and ensure it meets staff needs.

Phase 100: Planned GIS Projects
The following tasks are larger GIS projects that were discussed with city staff. These tasks add specific
tools to the city’s GIS to increase functionality and extend how staff use the technology. They are in
addition to annual requested and routine GIS services (Support and Maintenance).
PHASE 100 / TASK 101
Task 101: Training
• Continue to train utility staff in 1–2-hour sessions upon request.
