ard of Directors approval of expenditures and receipts from August 2026.
Motioned by Beck to approve expenditures and receipts from August 2026. Second by Kolden.

- Chief Finke said LWMMI is League of Wisconsin Municipalities Mutual Insurance, and Lily Ackley is one of our
e
mployees and we reimbursed her for a book.
Motion carried 4:0.
D. P
resentation
Preliminary 2027 Operations Budget
- Chief Finke said a copy of that is in your packet. If you want to go line by line or if anyone has any questions.
EMS supplies went up by $6,000.00, call volume is up a little bit and the cost of EMS supplies has increased.
Accounting software increased by 20%. Outside contracted services we are decreasing a little bit. Sanford
Health will be billing us $3,000.00 a year for medical direction. Workers Comp Insurance is going up, our mod
factor increased by 16 points. Health Insurance is unknown, the number in there is a bit of a wild card. Then
we get into wages, the increase for management is 3%, everybody else is a 4% wage for union employees and
2
part-time employees. We have an additional six people that we anticipate will pass (paramedic) and get a
10% wage increase.
- Kolden said is there any chance to look at the wages side and break it out?
- Deputy Chief Lang showed a per person wage spreadsheet.
- Kolden said since we’re looking at three new hires in 2027, does that reduce any of the hours available for
the part-time?
- Chief Finke said we have one 24-hour part-time shift available every day and/or they fill in for full-time staff if
they’re off.
- Kolden said so what are the three people going to actually accomplish for us?
- Chief Finke said the three people like I mentioned at the last board meeting don’t accomplish a ton; the six
people would staff us a third ambulance and they staff that tender that we need. If we’re fully staffed,
everybody is on, nobody is hurt, nobody is on vacation, then we could staff the third ambulance. Ambulance
revenue I left the same, we’re going to be fairly close to the $1,500,000.00. I did add $35,000.00 this year for
special events and it is extremely likely we will be back at the music festivals. The percentage for next year
Weston is at 68.32% and Rib Mountain is at 31.69%. That will put Weston at $1,990,522.00 and Rib Mountain
at $923,432.00.
- Kolden said anywhere else you can cut further?
- Chief Finke said no, the only cuts would be in staffing.
Preliminary 2027 Capital Budget
- Chief Finke said Capital for 2027 isn’t anything major, it’s a replacement of Battalion 1 that is housed at the
station in Weston, fire equipment is the replacement of our air packs, and $22,000.00 for turnout gear that’s
our revolving replacement that we do every year.
- Kolden said how often does the ladder truck get utilized?
- Chief Finke said extremely rarely, because we don’t have any staff to put in it.
- Kolden said do we have a compelling reason to hang on to it, or could we explore selling it?
- Deputy Chief Lang said we gave the option to not purchase it, and the board was adamant to purchase it.
With anticipation with increased staffing, we will be able to staff it. The truck does roll on calls; we have
extrication equipment on there. It doesn’t roll out for truck purposes.
E. Business Items
17:55 Motion by Opall to adjourn into closed session pursuant to Wis. Stat. § 19.85(1)(e), for the purpose of
deliberating or negotiating the purchasing of public property, the investing of public funds, or conducting other
specified public business, whenever competitive or bargaining reasons require a closed session, to wit: union
bargaining. Second by Kolden.
Roll-call vote:
NAME: Aye Nay
Beck X
Kolden X
Maloney X
Opall X
Motion carried 4:0.
18:15 Motion by Kolden to reconvene to open session. Second by Beck. Motion carried 4:0.
Discussion and possible action on closed session item.
Action: Motioned by Opall to accept the contract as presented. Second by Beck. Motion carried 4:0.
End of Month Budget review.
3
- Chief Finke said that is in your packet, is there any questions? We are trending over, and I’m anticipating a
shortfall of $161,000.00 in wages, the good news is I’m anticipating some revenue surplus in other lines, at
the end of the year we’re going to come in close to a wash.
Attorney Referral.
- None
F. Staff Reports
Report from Fire Chief
- Chief Finke said
Report from Deputy Fire Chief
- Deputy Fire Chief Lang said the report is in your packet and I’ll give you the highlights.
- Personnel report: Nothing to report, though we have four new employees going through the academy.
- EMS & Fire Incidents: EMS and fire responses are there.
- Beck said what is other in reference to?
- Deputy Fire Chief Lang said if we get a telephone pole on fire that would be other, arcing would be other.
- Training: Training hours are listed with topics.
- Apparatus: Apparatuses are getting DOT checks.
- Fire Prevention/Public Education: Activities are listed.
- Grants/Projects: 5-year Strategic plan for 2027 – 2032 is ongoing.
G. Remarks from the Board of Directors to set the next meeting date, as well as discuss items for the next
meeting agenda.
- Next meeting scheduled for Tuesday, October 13, 2026, at the Village of Weston Municipal Center.
- Beck has nothing.
- Kolden has nothing.
- Opall has nothing.

RE: Computer Purchase
In early 2026, we budgeted and purchased three new Toughbook-style computers for ambulance
use. Since that purchase, we learned the computers were not touchscreen models, making it
harder for staff to capture patient signatures for patient care reporting. We also found that we
need a 4th computer for special events (Cadott music events specifically) so that we have a
computer for each of the first-out ambulances, the interfacility transfer ambulance, and one
additional computer for those special events. Additionally, when purchased, the computers were
purchased with budgeted funds through Dirk’s group at a discounted rate.
The enclosed quote is for individual computers with different options, all touchscreen, to help
facilitate capturing patient care reporting. The third quote is for a computer with cellular
capability, enabling staff to use it at the bedside for reporting as well. To keep costs down, we
recommend purchasing two lower-priced touchscreen computers for our Interfacility transfer
service and event services, and two computers with cellular capability for our primary
ambulances.
We recommend purchasing 2 x Dell Pro Rugged Notebooks at $3,743.65 each, 2 x Panasonic
Toughbook G2 at $ 6,051.21 each, and 2 x Panasonic Keyboards at $733.18 each, for a total
purchase price of $21,026.08.
Additionally, recommend purchasing the computers using FAP grant funding. Because the
original purchase was from budgeted funds, this will credit revenue back to our fund balance.
We anticipate the 3 three computers we purchased will sell for $1,500 - $2,000 per computer.
Purchase Price: $21,026.08 FAP funding
Sale Price: $4,500 - $6,000
Net: + $4,500 - $6,000 back to fund balance
