EDUCATIONAL PRESENTATIONS & REPORTS.
7.) Update on the Kennedy Park Renovation – Everest Youth Hockey
Director Osterbrink stated that an update is included in the packet and
representatives, Brad Hanson, Jake Belcha, and Josh Swenson from Everest Youth
Hockey (EYH) are here to present their ideas to the committee.
Brad Hanson, 3003 Antelope Drive presented the idea of “An all-year park for all of
Weston.” Listed below is the link to the presentation and some main points that
were stated:
• Presentation link – EYH_Kennedy_Park_Proposal
• Build a flexible indoor space that serves Weston families, community
organizations, athletes, visitors, local businesses throughout the year.
o 30,000 square feet of indoor community space.
o 12 months of use - Hockey will use it during the winter months,
December – March, and other users will utilize the building the off-
season months.
o One adaptable indoor space - provides an indoor gathering space that
could support recreation markets, youth programs, events,
tournaments, everyday park visitors, etc.
o Currently eight communities or user groups have already been
identified.
• The building would be on the NW corner of Kennedy Park
o The building may also include a well house area and shop for
equipment storage.
The concept that was presented is not a final building design and no bids have
been sent out to contractors. The group is asking the committee for:
• Endorsement of the concept.
• Support for developing a feasibility study and operating plan that can be
presented to the Village Committees and Board.
Hanson stated that youth hockey, boys and girls, is expanding and the local
programs need dependable ice and additional capacity. The presented building
would create new possibilities for practices, events, and tournaments. Which, the
Village would receive monies raised from the events.
Lopes Serrao asked how this facility would complement GTCC and what is the
need that drives this additional facility. Nick Melsha, 1046 Gardener Park Road
Kronenwetter, EYH president responded they have met with Aaron Mull, GTCC
facility director, as well as others from GTCC to discuss the synergies between the
two organizations on a bi-weekly basis. Hockey uses an ADM model, which is a
national guidance that sets standards for how much practice and ice time a group
of young athletes should have. Due to the growth of the organization over the last
five years EYH is roughly 33 percent below what the ADM model would be able to
offer. All hockey area teams need more ice time. GTCC offers a lot to the
community, but additional resources are needed to subsidize GTCC. Some
examples are: GTCC’s turf fields are fully booked out and Adventure Care has
Village of Weston Parks and Recreation Committee Meeting August 24, 2026
about 50 young students on a waiting list. The idea of building a community facility
at Kennedy Park would complement and build upon the existing resources that
GTCC already provides but cannot fully meet the demands.
Tatro asked what the group would do for fundraising or how they are going to
contribute to the cost of the building. Melsha responded they would like the
building to be a caretaker of the community and be self-sufficient. In the
presentation Hanson stated there are various community stakeholders that are
interested in investing in this building. Melsha added that ice time is sought after
and can guarantee that all scheduled ice time would be bought during the winter
months. During the off seasons the building could house the farmer’s market and
Adventure Care. These are examples of possibilities for the building. EYH does
not have all the answers yet because they need direction from the Committee and
Board if this is worth pursuing.
Ermeling stated she has the same concerns as Tatro but also that the Village
currently has no funds to put towards this project.
Lopes Serrao summed up the discussion by stating that the group is looking for
permission from the Committee and Board to develop the plan further to see what
the building could be like because right now it’s kind of a vague idea. Giving
permission to move forward then more definitive information could be provided as
to what the actual cost would be, space needs, and what the impacts to the park
are. Then discussions about who is responsible for what can take place along with
the needs for parking and other concerns that have been brought forward.
Melsha stated that EYH is not asking for any money and they are wanting to take
charge financially in pursuing this project and doing the deep research. The
partnership with the Village comes into play with the architecture behind it in the
sense of the overall strategy for the park:
• How does this complement the park
• Will it be a viable option for the Farmer’s Market
• Weston Utilities – well house
EYH sees that the discovery, investigation, and viability of the building fall on them
to get started.
Lopes Serrao asked Director Wodalski about the existing structures in the NW
corner of the park and what would be the impact of building a new facility there.
Director Wodalski responded that currently there are four buildings in that corner
and when the Kennedy Master Plan was developed the plan showed removing the
existing buildings and erect one that would include areas for: the well house, park
shop for seasonal equipment and a gathering/warming house with restrooms. If the
decision is for EYH to move forward, the building plans would have to include the
amenities the Village needs beside the proposed ideas.
Ermeling asked Hodell if the proposed concept would work for the Farmer’s Market.
Hodell responded that an enclosed building would not work. Administrator Gebert
added that garage doors could be added to the design so vendors could back into
and set up inside. Melsha agreed that could be included.
Village of Weston Parks and Recreation Committee Meeting August 24, 2026
Tatro stated that the group should include options from everything that they want in
the design to what they would settle for. Melsha stated that they have 3 options
they are considering but there may be more options out there that they haven’t
considered or have been consulted on. EYH is working with Ross and Associated
out of Minnesota who was recommended by GTCC.
Jimmy Olafson, 5503 Winding Creek Drive Weston, from Everest Youth Baseball
(EYB) supports EYH. The two organizations can come together to work on priorities
with the Village and look at different ways that they can share space and alter plans if
necessary. Olafson added that they have one year on the new fields and through
their experience they have some priorities to consider for moving forward with the
next step.
Lopes Serrao thanked Olafson for the great job their organization has done with
EYB’s social media posts. In their posts they have included other activities that have
been going on in the park and have included some great visuals. Olafson stated that
they too want to spread the message as to how everybody can utilize the park, not
just baseball and softball. Baseball and softball are willing and wanting to work with
other organizations to make the park enjoyable for all users.
NEW BUSINESS
8.) Discussion and possible action Machmueller Park Master Plan.
Director Osterbrink stated this is the Committee’s first look at the master plan. The
initial input was given to the consultant from staff, then the consultant came to
Machmueller Park to assess the site before providing a draft of the plan. No cost
estimates were provided because this is a draft and more input will be provided
from the Committee and from the public input meeting which is tentatively
scheduled for September 3
rd at Machmueller Park from 5-7p.m.
Director Osterbrink explained what features are presented in the concept plan:
• Existing features that would stay - drainage area in the northeast corner, 3 t-
ball fields, the larger baseball field, playground, shelter and restrooms, and
large parking lot.
• Suggested additions to the park – a second playground, expanding the
walking trails, pickleball courts with a shade area and its own parking lot,
outdoor fitness area, a second shelter and restrooms on the north end of
the park, along with a food truck area and bandshell for when the Village
hosts the concert series.
Staff added the following comments:
• Machmueller Park is the highest revenue park for park rentals.
• 2028 Ross Ave reconstruction – extending water and sewer for future
development of the property east of the park. This means the Village will
then be able to add a second restroom on the north end of the park.
• Current users of the park are baseball groups, concert series participants,
people who rent the shelter, and everyday park users.
Village of Weston Parks and Recreation Committee Meeting August 24, 2026
• Maintain the rural nature of the park – the bandshell would be acoustic in
style and not like the 400 block in Wausau, and concert off the square
would not be held at this park.
Committee made the following comments:
• Trustee Ermeling asked about the size of the pickleball courts. Director
Osterbrink stated that the four presented pickleball courts would
approximately be the size of three tennis courts.
• Trustee Lopes Serrao asked if the existing parking lot footprint is large
enough to handle the additions that are being proposed to the park. Director
Osterbrink responded that the current parking lot has 120 stalls, which
should be sufficient and that 30 additional stalls will be added by the
pickleball courts. It is suggested to stripe the parking lot and add directional
arrows to direct traffic.
• Trustee Lopes Serrao asked is a draft concept drawing of the bandshell
could be presented at the public meeting for the public to have a visual
representation of what it would look like. Staff responded that Rettler can
supply a concept at the public meeting.
• Trustee Ermeling asked when a cost estimate will be provided. Director
Osterbrink stated that once the Committee and Board approve the final
concept of the plan.
• Tatro commented that once the master plan is completed and approved the
Village does not have to develop the park all at once or at all. The master
plan is a concept which guides staff if the Committees and Board decide to
move forward. The only money that is being spent is for completion of the
design. Director Wodalski added that Parkland Dedication Funds are being
collected from the subdivisions that are being built in that area. Those funds
can be used to develop/upgrade the park.
• Trustee Ermeling asked if in the future can the proposed pickleball court area
be expanded. Staff replied that courts could be added to the area north of
the proposed pickleball area.
• Trustee Lopes Serrao asked if proposed pedestrian crossing is planned for
when future development occurs to the east of the park. Staff responded
that a proposed multiuse path is proposed along the west side of Ross Ave
when it is reconstructed in 2028. A pedestrian crossing could be proposed
at Quentin St and at Pauls Ave.
FUTURE ITEMS
9.) Possible next meeting date: September 3rd, 2026 – time to be determined
and September 28, 2026
10.) Topics for future meetings
a. Update from September 3
rd Public Meeting
11.) Remarks from Staff
Village of Weston Parks and Recreation Committee Meeting August 24, 2026
Director Osterbrink included his monthly report in the packet. The pool closed on
August 16th for the season. The pool contractor will be in this fall for the leak
detection and to replace the pumps and valves.
Staff completed a final inspection on all seven of the new playgrounds. Staff
found some loose and missing bolts, a cracked panel at Yellowbanks challenge
course, and cracked brackets on a three net structure at Sandhill Park that the
representative is going to contact the company to warranty the parts.
The company repaired or took care of the initial scratches and concerns back in
May. The Village received and replaced additional warrantied parts that came in
two weeks ago.
Director Wodalski stated that PGA is coming back to Kennedy to take care of the
concrete spalling on the concrete walls on the new fields that chipped. Staff are
also scheduling a final walk through with PGA.
12.) Remarks from Committee Members
Trustee Lopes Serrao asked on behalf of Trustee Zeyghami if the Mountain Bay
Trail is going to be expanded and what if any role does the Village play in this.
Administrator Gebert responded that Marathon County and the City of Wausau
Parks Department take care of the existing trail in an agreement with the State.
The Village has reached out to the contact person at the State, and a discussion
would need to be had on how to expand the trail. Would the use be expanded
beyond pedestrian and bicycle use and who would be responsible for
maintaining it. The area from Mesker St. to Camp Phillips Rd. could be
expanded. The trail cannot be expanded to the west side of Camp Phillips
Rd.since the rail is still active.
Trustee Ermeling asked if a No Seeds and No Cleats signs have been put up on
the new fields. Director Osterbrink stated that we will have to decide what is all
not allowed on the fields and make signs. Trustee Ermeling would like the signs
to be installed before next season. There are currently No Seeds Allowed on
Turf signs posted on the new fields.

Season survey
From: Jami Gebert, Administrator
Renee Hodell, AP, Payroll, HR Specialist/Farmers Market
Question: Would the committee like to recommend to the Board the completion of an
end of season Farmers Market survey?
Background
At the August 17, 2026, Board of Trustees meeting, the Board affirmed the Parks and Recreation Committee’s
recommendation to continue the Farmers Market at Kennedy Park. During that discussion, the Board noted
that an updated survey could be conducted towards the end of the market season.
The original Farmers Market survey, attached for reference, was conducted from June 2nd through June 30th,
2026. Conducting a follow-up survey at this time would provide an opportunity to gather additional feedback
from residents and market participants after experiencing the Farmers Market at Kennedy Park for nearly an
entire season. Once the survey was activated, it would remain open for 30 days.
The purpose of this agenda item is to discuss whether the Parks and Recreation Committee would like to
conduct an updated Farmers Market survey. Possible draft survey questions are attached for the committee’s
consideration and discussion. On the possible draft questions: Q1-Q3 rate specific likes & dislikes and provide
an overall experience rating, Q4 -5 gather feedback on how people are getting to and parking at the market,
Q6-7 ask about frequency of attendance, and Q8-9 are about why people attend the market and what should
be maintained and/or improved at the market.
We look forward to discussing it further on Monday.

Shawn Osterbrink, Director of Parks, Recreation &
Forestry
Question:
Should the Park and Recreation Committee
recommend collecting feedback regarding Ice Skating
Rinks at Kennedy Park?
Background
The purpose of this agenda item is to discuss whether the Parks and Recreation
Committee would like to conduct a survey regarding the Ice Rinks at Kennedy Park.
In March and April of this year the Park and Recreation Committee discussed the cost
versus the benefit of the ice-skating rinks at Kennedy Park. During the April meeting the
committee discussed the possibility of having a survey available for residents to complete
during the November election. Then in August we had a presentation by Everest Youth
Hockey where they proposed placing an indoor rink at Kennedy Park due to the need for
additional ice time for all users of Greenheck. Due to the feedback, we received from a
user group of ice rinks, is there still a need to complete a survey or should the survey look
a little different and focus on the need for indoor and/or outdoor rinks?

Description:
Discussion and/or action on completing an updated
Aquatic Center Evaluation.
From:
Shawn Osterbrink, Director of Parks, Recreation &
Forestry
Question:
Should the Park and Recreation Committee
recommend completing a new aquatic center
evaluation?
Background
We received a request from a board member to place this item on the agenda due to the
age of our current eval uation and the amount of money that has been spent on aquatic
center repairs. Our previous evaluation was completed in 2016 so it ’s 10 years old and
many of the items listed in the evaluation have been completed. Due to the timing of this
request and the date of the meeting we don’t have an accurate cost estimate. The previous
evaluation in 2016 was just under $7,000 so we anticipate it being around $10,000 but
until we can connect with a firm to complete the evaluation we won’t know the actual cost.
Attached Docs: Recommendation page from the previous evaluation.
