She stated the Village Board and public works feel the Van Der Geest farm land on the west side of N. 44th Avenue is the best location for the new building, however Van Der Geest's are not able to sell their AG land because of DNR requirement on the number of acres of farmable land that is needed to support their cow numbers. Mr. Beh rens said, "yes we are a non-profit organization, therefore it is difficult for the club to purchase land and relocate the shelter." Attorney Frokjer explained that the Lions signed the agreement in 2004 and have not paid rent or incurred any cost during their tenure on Maine's land. The Lions have benefited. President Hoenisch explained to the Board and Lions members that what we are currently dealing with is poor planning that took place twenty-five years ago. She then gave the history she learned from reading the minute books and talking with former Board members. In approximately 1998 , the then Town Board approved Maine Lion's plan to build a shelter. No building and zoning permits were applied for and/or issued. Due to lack of permits and inspections by the Town building inspector, the zoning district setbacks were not followed. A few years later the Wausau School District proposed to build an addition to Maine School and their engineering firm designed the addition with the same setbacks that had been allowed for the Lion's shelter. The Town of Maine Plan Commission and Village Board were forced to amend it Public Utility District setbacks to make the shelter and the Maine School addition compliant. At that time the fire department and public works building w ere having issues with space. Plus, the State of the Wisconsin had already mandated municipalities to f ollow state requirements to make their town hall building ADA compliant. The Town had organized a committee to research the cost of a new town hall or an addition to the existing town hall. So many decisions were made that this Board was not part of and now we have to deal with those decisions. The Lions plan to talk to Peggy Griffin about the shelter being moved to Willow Spring. They also said they will meet with Willow Springs neighbors about the ir plan. The decision on the relocation of Maine Lion's shelter was tabled until the Lions report back to the Board.
