August 3 2026 President’s Report – Judith Hase
• Update on yard waste site
o The DNR Waste Management Specialist confirmed the Maine yard waste site is
exempt under s.NR 502.03(3)j, Wis. Adm. Code since we are not actively composting
onsite. Additionally, brush is an exempt material overall and can be stored, ground,
and used by residents.
o The current TerX lease is in the process of being amended to allow for the yard waste
site.
• Data Center Moratorium
o Maine’s Zoning Administrator, Darin Pagel, and I have been working with Austin
Mogard with VanderWaal Law on a Data Center Ordinance that would be a
development moratorium for one year to disallow any data centers in the Village of
Maine due to potential overburdening of public facilities.
o A Class I notice has been requested 30 days prior to a public hearing and that has
been set for an August 31st special Board meeting
• Public Service Commission (PSC)
o I have been having extensive discussions with the PSC regarding the causes and
effects leading up to the 2025 mandated PSC rate case that resulted in the Village of
Maine now having the highest water bills in the state.
o I am working on an informational letter to be sent to the utility customers outlining
the causes and possible solutions.
o I have instituted changes that will reduce utility expenses, met with REI on the
possibility of continuing Phase 3 & 4 development on the River Ridge plan that was
designed in 2002, and pursuing plans for the 30 lots in Brokaw that the Village bought
in 2019.
• Brokaw TID Update
o Met Maine’s accounting firm, CLA, at Brokaw Hall to start phase 2 of the TID
document review to establish what funds the Village may be able to recoup.
• Wausau Zoning Metro Planning Commission
o Joined the teleconference to discuss the 2027-2030 Transportation Improvement
Plan (TIP) call for projects

NTC Crop & Field Operations has requested partnering with the Village of Maine
Property Field Map Proposal and Fall 2026 Plan
• Field boundaries will likely adjust as the area is mowed and worked with equipment, and as
NTC works with the Farm Service Agency on the old field maps
Cropping Plan and Proposal - $100 per acre per year
• The NTC Agriculture Center of Excellence is home to a variety of programs, including Dairy
Science Management, Agri-Business Science & Technology, Garden to Market Specialist,
and Agronomy. Students from these programs would actively work with program faculty
and farm staff to help maintain the field site (assist with routine soil sampling, planting, and
harvest) when available.
• Our current cropping rotation (to feed our dairy herd) is a field corn (which we harvest to
make into corn silage or harvest for grain), followed by a forage crop for 3-4 years (usually
consists of alfalfa, a grass such as oats or ryegrass, clover, and peas and triticale to make
into haylage).
• Routine soil sampling would occur each spring, and samples collected and sent into the lab
for analysis on pH, nutrient concentrations, etc. We would base our fertilizer applications
on these samples
• We would also look to plant a fall cover crop on the field in the years when it's corn.
Example would be planting cereal rye into standing corn to help keep the ground covered
after harvest (and keep the soil, water and nutrient resources in place).
• In the years when it's corn, and especially during this first year of cropping, we would look
to do some light spring tillage to prepare the field for planting, level out some low spots,
etc. We often try to practice conservation tillage as best we can on all our fields.
