Quentin Johnson, Chairperson
Dear Mr. Johnson and TOSL Board of Supervisors:
We want to thank the Board of Supervisors for their interest in exploring the impact of
“enhanced wake” and its damaging effects on our lakes. We appreciate the care you
have given our community by establishing a Boating Ordinance Ad Hoc Committee
(BOAHC) to review our current ordinances, study the impact of “enhanced wake”, and
make recommendations.
We want to stress that the BOAHC stated in its presentation that “enhanced wake” poses
the single greatest threat to the health of our lakes.” We want to restate why.
• Enhanced wakes carry 4-9 times the power of a normal wake into our shorelines,
destroying shoreline plants, loon nests, and spawning beds.
• Prop wash scours the lake bottom releasing sediment/phosphorus causing algae blooms
and creating underwater deserts where aquatic plants previously provided fish habitat.
• Their massive waves drive kayaks, fishing boats, paddleboards, and sail boats off the
lake. These waves are a public safety hazard that have caused numerous injuries.
• Ballast water from wake boats can transfer Aquatic Invasive Species (AIS) from lake to
lake, potentially infesting our lakes with Eurasian Water Milfoil and Zebra Mussels.
Each of us has a responsibility to protect our natural resources. The TOSL is fortunate to
have 2 of only 97 lakes, named by the State of Wisconsin, as an Outstanding Resource
Water.
There is a great amount of preparation and work for the TOSL to establish an ordinance
on “enhanced wake,” including studying the BOAHC data and recommendations,
holding
informational meetings, drafting an effective ordinance, WDNR review, implementation,
and public notices. This will take many months to accomplish.
Given this, we believe it is essential to begin this process soon and be completed by the
end of 2025, well in advance of the 2026 boating season. We recommend the TOSL
develop a goal-
oriented timeline outlining the steps needed to implement an “enhanced wake”
ordinance.
A critical component for success will be to engage the services of the Last Wilderness
Alliance (LWA). This organization has successfully assisted over 40 Wisconsin Towns in
implementing an ordinance to prohibit “enhanced wake” activities. LWA has an
ordinance template that each of these Towns has successfully used.
Sincerely,
Dave Mickelson and Ray Langer
