Community participation comments:
Good evening, members of the council. My name is Joan Motsinger and I live on Big Spider Lake. I want to begin by
expressing my sincere appreciation for the dedication to our community as exemplified by the maintenance and
improvements to our roads, the efficiency of our waste management, and the commitment of our vol unteer fire
department, all vital to our quality of life. Thank you.
My husband and I, like many others, chose Spider Lake as our home because of its beauty and recreational
opportunities. We bought land in 2016, subsequently built our home, and purchased boats with the understanding of
the existing town ordinances. We have adhered to these ordinances, operating some of our boats between 11 am and
3 pm and maintaining distances well beyond the required feet from shore.
We understand the ad hoc committee, created in response to the lawsuit on expanded hours, has completed its work
and presented its recommendation to the council regarding the wake surfing boat ban while not addressing the lawsuit
on expanded hours. We strongly object to the proposed ban on the 8 wake surfing boats residing on the Spider Lake
Chain. This ban, presented without supporting data on ordinance non -compliance, raises serious concerns regarding
fairness and equitable use of public resources. As wel l, in the absence of documented ordinance violations, we are
deeply concerned that the biased committee's recommendation relies heavily on information from the Last Wilderness
Alliance, a small, privately operated user alliance with no official scientific or governmental affiliation.
We request the council consider the following 4 items:
1. Science: We urge the council to prioritize data from recognized government sources, such as the Wisconsin DNR,
and to explore lake-specific regulations that accommodate all users, rather than implementing a blanket ban based on
the opinions of a non-governmental group that disproportionately impacts a specific group.
2. Legal: We request the council address the pending lawsuit complaint directly, rather than circumventing,
subordinating, and/or ignoring it while now adding a preemptive ban on one sector of boats.
3. Stakeholders: We again propose a collaborative approach, involving all impacted stakeholders, is essential to finding
a solution that avoids costly and unnecessary litigation by both the town and we citizens.
4. Government: We request that all council resolutions adhere to Wisconsin state and DNR requests for user inclusion
of public resources.
While compelled to pursue legal avenues to protect our rights and ensure the equitable use of Spider Lake, we remain
open to constructive dialogue, while safeguarding our legal standing.
Thank you.
Best Regards,
Joan Motsinger

To: Tim Sheldon, Chairman of the Town of Spider Lake Board of Supervisors,
From: Deborah J. Amery
Re.: Resignation
In my five years on the Board, a great deal has been accomplished. It has been a great
honor and pleasure to serve, and, along the way, I learned what it takes to contribute
effectively.
In my experience, a minimum of 24 to 30 hours a week is needed to do the job well.
Unfortunately, my personal health has become more of an issue over the last year, and
with doctor appointments and therapies, I have struggled to put in the hours required. I
do not want to disappoint my colleagues or fall short of meeting the Town’s needs.
Therefore, please accept this as a formal request to step aside from my active role on
the Board for the remainder of my term, ending in April of 2026.
I can continue in my capacity until a replacement for my position has been appointed,
or, if necessary, until my term ends in April 2026.

Subject: Request to Hold the 29th Annual Seeley Lions PreFat Mountain Bike Race
The Seeley Lion's Club is planning to hold our 28th Annual PreFat Mountain Bike Race on Saturday,
August 23, 2025 and hereby request approval from the Town of Spider Lake Board to hold the event. The
PreFat is our major annual fundraiser that allows us to complete our many community projects.
We plan to start and finish all three races (Expert 25 mile, Sport 17 mile and Citizen 10 mile at the OO
Birkie trailhead. We plan to use portions of the Birkie Trail and CAMBA single track as well as portions of
Telemark Lane, Seeley Fire Tower Rd, Boedecker Road, Janet Road, and County Hwy OO for the races. I
am also requesting permission to label the roads we’ll be using as “Closed” for the morning of the event.
We’ve done that for the past several years and experienced no problems with traffic. We again expect 200+
total participants, almost equally divided between the three races.
I will also contact both the American Birkebeiner and CAMBA with our intention to hold the event. In the
past neither organization has expressed any opposition to our proposal. I am also requesting permission
from Sawyer County, and the Town of Lenroot.
I have attached a map of the overall proposed course, including location of aid stations. I have also attached
a copy of our liability insurance certificate naming the Town of Spider Lake as an additional insured.
I request that, if possible, you consider this event request at your April, 2025 meeting. I will be out of town
for the meeting, but I can answer any questions you have regarding our proposal.
Thank you.

Summary to Towns for proposed Ordinance Amendment for "camping cabins" in licensed campgrounds
Several months ago, a request was presented to The Sawyer County Zoning Committee to look
at the aspects related to "camping cabins" within licensed campgrounds as per the Sawyer County
Zoning Ordinance. This request was brought forward by the owners of Lake Chippewa Campground, the
largest campground currently in operation within Sawyer County. The request was to accept the State
Definition of camping cabins per ATCP 79. This State Definition would increase the allowed size from 300
sq. ft to 400 sq. ft and would also remove the current prohibition of gas, water, and sewer from cabin
cabins. This amendment was proposed to The Committee as to have consistency with a State Definition
but also that the industry for camping is changing and the prohibition of water and sewer within these
camping cabins for Sawyer County was not up to date with other Counites or industry standards.
Again, Camping Cabins are only allowed in licensed campgrounds. They require a Land Use
Permit from Sawyer County Zoning Department and would account for a unit/site as part of a
Campground's original number of sites requested.
Attached with this documentation is the approved "option A" which the Sawyer County Zoning
Committee has selected to send to the Towns for approval. This "option A" would change the current
Sawyer County Code of Ordinance-Appendix D (Sawyer County Zoning Ordinance) Section 2.0(15)
Definition of CAMPING CABIN & Section 6.610 - Camping Cabins within TRAILER CAMPS AND
CAMPGROUNDS. The attached red line version shows the specifics of the proposed changes.
Town Clerks, please add this letter, the "option A" redline and Town Opinion Form onto your
April Town Board Meetings. If there is over 50% approval from the Towns as part of a proposed
ordinance amendment there would be an official "Public Hearing" as part of the Sawyer County Zoning
Committee Meeting on April, 25, 2025. Zoning Committee would then make a recommendation to
County Board of Supervisors for the ordinance amendment ratification. Please contact me if you have
additional questions or concerns.
Thank you,
Jay Kozlowski
Sawyer County Zoning & Conservation Administrator

Dear Town Board Member,
My name is Don Robinson. My family and I own Lake Chippewa Campground on the Chippewa Flowage.
We have owned the campground since 1986 when I bought it from my previous employer, Northern
States Power Company. This will be our 39th year of owning, and my 55th year working in the camping
business. In those 55 years I have watched the industry evolve from the simple fishing camps of our
childhood, to resort-like settings with many amenities that appeal to a wider customer base.
Over the years, campgrounds have experienced an increase in demand for a scaled down, less expensive
rental unit. The industry answer to this has been the camper cabin. They are small cabins built on skids
with no foundation. Camper cabins are only allowed in licensed campgrounds and require a land use
permit.
Camper cabins are a camping option for people who want to come to the north woods but do not want to
stay at a traditional resort cabin, sleep in a tent or purchase and store a recreational vehicle. It is also a
way for non-campers to join their extended camping families or an opportunity to try out the camping life.
We would like to add some camper cabins with bathrooms to expand the cabins to appeal to more
people. I know I would not like to get up, get dressed and put on my shoes multiple times in a night to
walk to the bathroom. Families with young children have the same problem but Mom or Dad need to go
along too. Add raincoats and it can be quite an undertaking! A small bathroom in a one-room cabin would
go a long way to providing some comfort.
We are requesting that Sawyer County level the playing field and treat camper cabins in the same way
that other Wisconsin counties treat theirs.
We are asking for a change in the ordinance to remove the prohibition of water, sewer and gas
installations in accordance with WI Code ATCP 79 and SPS 327.
Per enclosed document SPS 327 Camping Units FAQs: “SPS 327 is a uniform statewide code, thus a local
municipality may not adopt an ordinance on any subject falling within the scope of the code.”
Myself or one of my daughters, Jill or Kathy, would be happy to try and answer any additional questions
you might have.
I appreciate your time and consideration.
Sincerely,
Don Robinson
