Mike Gardner, Town of Spider Lake Zoning Administrator
10896W Town Hall Rd
Hayward, WI 54843
Dear Mr. Gardner,
I am writing in response to the Shoreland Preservation Agreement that has been requested from us in
relation to our building project. While we share the town’s commitment to protecting the lake and its
surrounding environment, we are unable to sign the agreement as written due to the historical and
operational nature of our camp. The wording of the agreement leaves too much ambiguity that the
decisions of the town could impact the operations of our program.
North Star Camp has been in operation on this shoreline since 1945, and prior to that, it served as a
fishing resort for more than three decades as well. For over a century, the land has been used in a way that
harmonizes with nature, fostering an appreciation for the lake and its ecosystem. Our shoreline reflects
generations of stewardship, balancing responsible access with conservation. Our mission has always been
to educate campers about the importance of preserving wildlife and natural resources while ensuring that
the shoreline remains a place for learning, recreation, and connection to the environment.
The activities along our shoreline, many of which are traditions deeply rooted in camp history, have been
designed to minimize environmental impact while teaching young people how to care for our lakes and
forests. Our approach has not only maintained the natural beauty of the shoreline but has also instilled
conservation values in thousands of campers who carry these lessons into their own communities. My
understanding is that the shoreline of camp is materially identical to its appearance when it was Brewer's
Resort, maintaining the logging trail around its border and with little development since. We just
celebrated our 80th summer in 2024, and alumni from the 1940s and 50s continued to remark how camp
looks the same. While we'll always need to update the facility to provide safe and appropriate facilities for
the children that we serve, we will seek to always maintain the Northwoods character and feel.
We welcome the opportunity to discuss alternative ways to align our longstanding conservation efforts
with the town’s goals while preserving camp’s traditions and educational experiences. I understand the
uniqueness of the camp property and operation within the Township, and believe that the Township
greatly appreciates that we preserve what is likely close to 10,000 feet of undeveloped shoreline on Little
Spider & Clear Lake. Please let us know how we might work together toward a shared vision of
environmental stewardship.
Sincerely,
Andy Shlensky

• SPS 361.31(2) - Lighting plans, including both Emergency Egress (IBC) & Energy Conservation (IECC), are no longer
required to be submitted to the department for review and approval. However, the requirements in both codes must still be
met. One (1) set of plans, calculations and/or fixture cut-sheets with all items stamped and signed by a WI registered
