Motion, to provisionally recommend, carried. 5. Zoning Administrator’s Report – ZA Gardner reported on zoning and permit activities. Gardner highlighted the ongoing correspondence between the Town and Wanegan Holdings LLC – (North Star Camp). These activities have been ongoing since November of 2023, when the Town became aware that the owner had constructed a large commercial building without a permit. The most recent activity was a meeting on January 13, 2025 between ZA Gardner and Westland A&E, representing the owner, to discuss a Shoreland preservation agreement. Gardner reminded the Commission that a Shoreland agreement should be submitted to the Town as part of the permitting process. ZA Gardner also discussed ongoing correspondence with the Wilsons, who anticipate building a large dwelling to replace and existing structure on Little Spider Lake. The P&RC should expect a rezone petition, a demolition permit and an LUP for the new structure at the March 2025 meeting. a. Permit applications i. LUP 25-03 - Brown- boathouse OM&R. Permit request to perform Ordinary Maintenance & Repair (OM&R). All required approvals and permits have been secured from the DNR. Becker moved to approve the Brown LUP application; seconded by Haueter. DISCUSSION: Chair Delaney requested that the owners send copies of the photos required by the DNR to the Town as well for the zoning files. Owners agreed. Motion carried. b. Notices and anticipated activity (information) i. Rezone Petition (Wilson, discussed above) and CUP (Principe) for March 5. MINUTES Plan and Review Commission Meeting 10896W Town Hall Road February 5, 2025 at 6:00 pm 2 6. Comprehensive Plan Update – Information and Discussion a. Public Hearing on the draft Plan is planned for February 19, 2025. Chair Delaney reported that all notices for the Public Hearing on the Comprehensive Plan update have been issued. Delaney alerted the Commission that, as sponsor for the Comprehensive Plan update, the Commission will discuss and take action on a Resolution at the March 5 meeting. The Town Board will be presented with a draft Ordinance for discussion and action at the March 12 Boardmeeting. 7. 2025 Priorities and Work Plan for P&RC - Discussion and Possible Action: a. The Commission reviewed the Implementation Plan – Discussion focused on the P&RC responsibilities for 2025 and 2026. Chair Delaney pointed out that most of the P&RC accountability falls under the umbrella of the Information Guide (“Neighbor Notebook”) and updating the Land Use Ordinance 17-88. Work is already under way and these projects are the means through which the Town can continue to educate owners and visitors. These tools should be leveraged to be easily accessible to the community. b. The Commission also discussed making Shoreland preservation and awareness a major theme for 2026 and 2027 for the PRC. Collaboration with Spider Chain of Lakes Association (SCLA) and the Quiet Lakes Improvement Association (QLIA) could be very powerful allies in this effort. Haueter reported that QLIA has seen an increase in active members and its leadership is likely to be receptive. ZA Gardner mentioned the Sawyer County Lakes Forum (an umbrella organization connecting the Sawyer County lake associations) is another resource to tap into. The Commission discussed leveraging these relationships to promote awareness, protection, and conservation of resources. c. Town Information Guide Draft – Discussed the Spider Lake Information Guide (“Neighbor Notebook”). Sheldon stated that he was willing to continue working on formatting if someone else would work on the copy. Gardner suggested using QR (Quick Response) codes to enhance the Guide to make the document more compact and portable. The Commission agreed to pursue the QR code concept. 8. No other business came before the Commission for Discussion. 9. Adjournment. Sheldon moved to adjourn; seconded by Becker. Motion carried.
