Proposed Recommendations
Information presented by the Boating Ordinance Ad-Hoc Committee is intended for the purpose of education and to stimulate discussion. The information is part of an iterative process
and should not be construed as a recommendation or position statement of the Committee.
Water Activities Hours
Tony
1. Keep Lost Land Lake and Teal Lake Quiet Lakes.
2. Make Ghost Lake a Quiet Lake
3. Keep water activities the same on Lower Clam Lake as Spider Lake chain
4. Expand water activity hours to 11AM-5PM on Spider Lake chain.
5. Recommend a new specific boat survey and allow the aforementioned expansion of
hours on Spider Lake for summer of 2025.
6. Separate the Quiet Lakes from the Spider Lake chain. There is limited data to
determine if expanding water activity hours impacts safety. So why not use the next
boating season to collect it and then make a decision. State recommends safe water
activities to be away from shore and in less congested areas. Survey to gather the
following information such as number and variety of boats. Motor size, frequency
of each boat use. Thoughts on speed limits, designate certain areas as no-ski zones
such as certain bays. How to enforce. Who pays for enforcement. These are just
examples and I am sure there are other areas that could be addressed.

FINAL RECOMMENDATIONS BOAHC
#1) Place official slow no wake buoys in key locations on Lost Land and Teal Lakes, establish a committee to
discuss potential placement areas. Consider additional buoys on the Spider Lake Chain. The TOSL would be
required to apply for these permits.
#2) If enforcement is considered, then we would need to partner with several neighboring towns to keep the
cost as low as possible. If the towns of Spider Lake, Hayward, Bass Lake, Round Lake and Hunter each budgeted
$15,000 for a total of $75,000 we believe this would cover the costs to implement our own shared enforcement
agency. Funding could be offset by the “Intent To Patrol” program offered by the WDNR.
#3) Signage could become mandatory at all rental properties, boat landing accesses both public and private,
VRBO, Airbnb, short term rentals (STR’s) and resort cabins. Signage should be provided by the TOSL to help
ensure uniformity. Signage would help educate the public on our town ordinances.
#4) Maintain separate ordinances to address the specific needs between the Spider Lake Chain and Lost Land
and Teal Lakes, Ghost Lake and Lower Clam Lake.
We have some questions about the Intent To Patrol program.
1) Can we partner with a few neighboring towns to share the cost of an enforcement officer(s) to help us enforce
town ordinances regarding our boating regulations.
2) Could you provide any references to other towns in Wisconsin that are utilizing the Intent To Patrol program? We
would like to reach out to them to find out how the program is working and what the implementation has been like for
them.
One other question you could possibly help us with is the designation of what we call the Thoroughfare which
connects Lost Land to Teal Lake. We hope to apply for some Slow No Wake Buoys to be placed in this connecting
body of water. People are driving through there at full speed and causing issues to the wildlife and shoreline weed
areas. The Thoroughfare is never more than 100 feet wide at any point and is not more than 4’ deep at any point.
We would like to place official slow no wake buoys in this channel to prevent further damage and to protect the
wildlife. Personally, I have seen loon nests washed out by boat traffic.
Below are email we have sent to Madeleine Johansson and April Dombrowski asking for clarification. April deferred our
questions to Madeleine. Response from Madeleine is that she is working on it as of 2-7-2025

• For final readout on Feb 26, use Environmental Impacts info to lay factual
foundation related to local conditions to undergird the Committee’s
recommendations, e.g.
- WDNR’s ORW designation of certain lakes
- WDNR’s Sensitive Areas study on Spider Chain
- WDNR’s assessments of Fishery health and importance
- Loon populations
- Etc.
