COMMITTEE ON COMMITTEES & RULES Friday, July 28, 2023 Third Floor County Board Room Call Meeting to Order: Chairman Jim Metz called the meeting to order at 11:00 a.m. Members Present: Jim Metz, Chuck Zenner, Scott Mildbrand, Lisa Carbaugh, Diane Albrecht and Rollie Thums. Members Absent: none. Other Attendees : Lorie Floyd, Lynn Rosemeyer, Sue Sw iantek, Bill Vach, Roger Neubach, Joe Cypher, Bud Suckow, R andy Pa wlowicz, Jean Pawlowicz, Paul Lukewich, Sandy Lukewich, Don Dombrowski, Daniel Judnic, Brian Wilson-Star News and Andria Farrand. Approve the agenda: Motion by Zenner, seconded by Mildbrand, to approve the agenda with 5 items. Motion carried. Approve the minutes of April 1 8, 202 3, meeting: Motion by Mildbrand, seconded by Albrecht, to approve the minutes. Motion carried. Discuss and act on changes to standing committee appointments: The committee made the following changes: • Law Enforcement and E mergency Services: Motion by Mildbr and, se conded by Albrecht, to appoint Lynn Rosemeyer the Chair, which also adds her to the Finance and Personnel Committee. Motion carried. • Zoning: Motion by Zenner, seconded by Albrecht, to appoint Jim Gebauer the Chair and add Rollie Thums to the committee. Motion carried. • Solid Waste: Motion by Zenner, seconded by Carbaugh, to remove Lynn Rosemeyer and add Sue Swiantek and Rollie Thums to the committee. Motion carried. • Land Information: Motion by Metz, seconded by Carbaugh, to appoint Rod Adams the Chair and add Bud Suckow t o the committee. Also, Justin Meyer will replace Bob Meyer as ex officio. Motion carried. • Price-Taylor Rail Trail Corridor Commission: Motion by Thums, seconded by Albrecht, to replace Bob Meyer with Justin Meyer. Motion carried. • Veterans Service Committee: Motion by Zenner, seconded by Thums, to remove Rollie Thums and add Bud Suckow to the committee. Motion carried. • CEP Representative and County Rep. to NWRP Commission: Floyd started she would like to be the alternate for both CEP and NWRP . Motion by Mildbrand, secon ded by Carbaugh, to appoint Floyd as the alternate for both committees. Motion carried. • Local Emergency Planning Committee: Motion by Mildbrand, seconded by Zenner, to appoint Lorie Floyd as the Chair and add Bud Suckow as the Community Representative. Motion carried. • Strategic Planning Committee: Motion by Mil dbrand, seconded by Albrecht, to appoint Ray Soper to the committee. Motion carried. • POWTS Revolv ing Loa n Committee: Motion by Thums, seconded by Carbaugh, to appoint Bud Suckow to the committee. Motion carried. • Board of Adjustments: Motion by Mildbrand , seconded by Carbaugh, to appoint Sue Swiantek to replace Mildbrand on the committee. Motion carried. Ordinance to repeal Section 2.08(20), Economic Development Committee, and repeal Section 2.08(28), Land Use Advisory Committee, Nomination of Standing Committees by the Committee on Committees and Rules, County Board, Taylor County Code : Motion by Zenner, seconded by Mildbrand, to approve the ordinance as presented. Motion carried. Adjourn: Motion by Mildbrand, seconded by Albrecht, to adjourn the meeting at 11:30 a.m. The motion carried. Members Absent: none. Other Attendees: Catherine Lemke, Lorie Floyd, Casey Belgram, Nikki Sherman, Jake Walcisak, Bill Vach, Brian Wilson-Star News and Andria Farrand. Approve the agenda: Motion by Zenner, seconded by Albrecht, to approve the agenda with 5 items. Motion carried. Approve the minutes of April 19, 2022 meeting: Motion by Carbaugh, seconded by Lewis, to approve the minutes. Motion carried. Discuss and act on changes to standing committee appointments: The committee made changes to the Veterans S ervice Committee. Catherine Lemke was appointed Chair, Rodney Adams and Bryan Carey were added to the Committee, Lester Lewis was removed.
