Mr. Reinhardt also explained that he is not comfortable enrolling participants into the CST Program until a clear directive/scope for the program has been established. He would like focus to be on quality rather than quantity. Program Performance Report: Taylor Reinhardt, CST Initiative Coordinator, reviewed highlights of the DCTS Program Performance Report for report period 01/01/2023-06/30/2023. This report is submitted bi-annually. Goal 1: Ensuring reporting to track program performance • Objective 4: Administer and gather the DHS satisfaction surveys ➢ Multiple methods of delivery are being used this year, email, mail, phone call. Goal 2: Enrollment ➢ Mr. Reinhardt explained that work will continue to establish clear directive of the CST Program. He would rather focus on quality of enrollments rather than quantity of enrollments at this time. Goal 4: Effectiveness and Impact • Objective 2: Child/youth will meet all goals and successfully complete their plan of care ➢ Mr. Reinhardt explained that one participant successfully transitioned to adult long-term care services. 2024 CST County Application: Taylor Reinhardt, CST Initiative Coordinator, reviewed the 2024 DCTS Annual Grant/Contract Application. The total budget amount requested is $60,000, with a total dollar match of $12,000. Ms. Stanfley explained that the State CST Administrator aided in the development of this document. Highlights are as stated: Goal 2: Enrollment • Objective 1: Taylor County’s CST initiative will better operationalize referral/screening procedures to determine enrollment criteria to avoid duplication of activities, services, and resources with other service coordination programs. ➢ CST requires that the child/youth with needs be involved with two types of services, that the child/youth has not made progress using other services, that the families are likely to benefit from working as a team and commit to the process voluntarily, and that the child/youth may be at risk for placement outside of the home. TCHSD would like a 5th requirement for target group. This could be an indicator on the referral to know if the child/youth would be a fit for CST. Questions were asked and discussion was had regarding screening tools that could be used. Goal 3: System Development • Objective 2: Taylor County CST will identify innovative ideas for the application of funding to enhance available resources, unique to the program initiative. ➢ Staff will continue to identify gaps in funding for other service-based programs, such as those that screen eligible for CCS; however, do not have Medical Assistance. Or those that are in a suspended status for CCS or CLTS, due to living in an ineligible setting. • Objective 3: Taylor County CST will bolster parent engagement on the coordinating committee. ➢ Mr. Reinhardt explained that there is a need for more parents on the coordinating committee to meet statutory requirements. Questions were asked and discussion was had. Youth Services Lead Position: Taylor Reinhardt, CST Initiative Coordinator, explained following a review of the job description for the CST Coordinator position, a new Youth Services Lead position was created to capture what is being done on a day-to-day basis. This position will be the first line of supervision for youth services. Youth Services Waitlist Policy: Taylor Reinhardt, CST Initiative Coordinator, updated that a waitlist policy is currently being developed for the Children’s Community Options Program, Children’s Long-Term Support Program, Coordinated Services Teams, and Comprehensive Community Services Program. This policy will operationalize waitlist procedures and identify participants which may be prioritized for enrollment based on crisis or urgent need. The policy will be shared at the next CST Coordinating Committee meeting. Mr. Reinhardt updated that there are currently 22 children on the CST/CLTS/CCS waitlist. Of those 22 children, 5 are currently engaged in other programming, but 17 are in need of services.
