TAYLOR COUNTY LIBRARY BOARD MEETING MINUTES AUGUST 15, 2023 RIB LAKE PUBLIC LIBRARY Members Present: Catherine Lemke, Dan Miller, Karen Rusch, May Lou Czerniak, Candice Grunseth & Marsha Duellman Members Absent: Joseph Greget Directors Present: Tamara Blomberg, Maxx Handel, Tammie Blomberg, Rita Ludvigsen, Melissa Highfill, Carla Huston & Eileen Grunseth-WVLS Meeting of the Taylor County Library Board was call to order by Catherine Lemke at 1:05 pm at the Rib Lake Public Library. Approval of Agenda: Motion and second by Dan/Candice to Approve the Agenda of 8 items. All Ayes. Motion carried. Approval of Minutes: Motion and second by Karen/Dan to approve the meeting minutes from May 22, 2023. All Ayes. Motion carried. Discuss Budget. The Directors indicated they would like the budget to stay the same as last year. Directors all shared their own situations; staff needed for programs, rising cost of materials, and the money available for grants. Motion and second by Dan/Candice to maintain a 0% increase to stay the same as last year’s budgeted numbers. All Ayes. Motion carried. Discuss and update Library Plan 2017 Revision: With no changes needed; Motion and second by Dan/Mary Lou to update the Plan to read “2023 Revision” with no other changes. All Ayes. Motion carried. Note: It costs each person in Taylor County $24.14 a year to support the 5 Libraries. Open Discussion of Library Related Issues: Advocate for the Libraries. Involvement of Friends of the Library/groups, doing raffles/gift cards and/or have an auction. Second by Candice. All Ayes. Motion carried. Approval of Minutes: Motion by Dan to approve the meeting minutes from October 10, 2022. Second by Mary Lou. All Ayes. Motion carried. Nominate/Appoint a Secretary for the board. Karen nominated herself, second by Greg. All Ayes. Motion carried. Discuss updated Library By-laws. With correction, Motion Greg/Karen to approve updated by- laws. (Article II, section 1. The Library Committee shall meet two (2) times annually.) All Ayes. Motion carried. Open Discussion of Library Related Issues: Discussed Project NICE, the committee has been working on for about a year, they are working on the New library software, stay with ILS or go with a different system. Phase 1 is the database. Phase 2 is merging the systems into one. Working on policy and procedure. This is a good time to talk about merging with Northern Waters / Wisconsin Valley. Proposal by 2024. Broadband and/or staying on Badger Link. Taylor County paid out $37,649.02 to adjacent counties for reimbursements. (Taylor County residents going to other Counties.) Next Meeting Ideas: Focus on Patrons. Funding. Budget for County Finance committee. Review Library Plan for Taylor County (2017 Revision) Next Meeting Date: August 15, 2023 1:00 pm @ Rib Lake Public Library Adjournment: Motion by Dan, second by Candice to adjourn. Motion carried.
