Private Onsite Waste Treatment System (POWTS) LOAN REVIEW BOARD Minutes of Meeting County Board Room May 9, 2023 Members Present: Lester Lewis, Scott Mildbrand, Chuck Zenner, and Jim Metz. Members Absent: Rollie Thums and Jim Gebauer Other Attendees: Kyle Noonan and Jessica Mudgett. Jim Metz called the meeting to order at 8:31am. Motion made by Zenner, seconded by Lewis to approve the agenda. All were in favor. Motion carried. Motion made by Mildbrand, seconded by Zenner to approve the minutes from July 20, 2022 meeting. June 9, 2022 meeting minutes were previously approved . All were in favor. Motion carried. Jessica Mudgett updated the board on the 4 active POWTS loans and balance. Mildbrand made a motion to increase the income limits for the POWTS program. There was no second. Motion failed. Income limits remain the same. Motion made by Zenner, seconded by Mildbrand to approved POWTS request for $14,908.00. Roll Call vote taken. Mildbran d was yes, Zenner was yes, Metz was yes, Lewis was no. Motion carried. Motion made by Lewis and seconded by Mildbrand that POWTS board does not need to meet with each request if it meets the policy guidelines. Discussion on the amount of usage of th e program and if we need as much in this fund as originally anticipated. Kyle will work through any needed policy changes to be considered at the next meeting.
