Private Onsite Waste Treatment System (POWTS) LOAN REVIEW BOARD Minutes of Meeting County Board Room July 20, 2022 Members Present: Lester Lewis, Jim Gebauer and Scott Mildbrand, Rollie Thums, Jim Metz. Members Absent: Chuck Zenner. Other Attendees: Kyle Noonan and Brian Wilson. Jim Metz called the meeting to order at 8:30am. Motion made by Thums, seconded by Mildbrand to approve the agenda. All were in favor. Motion carried. Motion made by Gebauer, seconded by Mildbrand to approve the minutes from June 9, 2022 meeting. All were in favor. Motion carried. Mildbrand made a motion to approve project request in Town of Hammel with POWTS replacement estimate coming in at $19,625, total project with fees to be $23,524.95. Second was made by Gebauer. Roll call vote was taken. Gebauer voted yes . Mildbrand voted yes. Thums voted yes. Metz voted yes. Lewis voted no. Motion carried. Discussion was had on income limits and more exposure to the POWTS program. Motion made by Thums, seconded by Gebauer, to adjourn the meeting at 8:51am. Motion carried. Members Absent: Lester Lewis. Other Attendees: Jessica Mudgett, Kyle Noonan, Catherine Lemke. Jim Metz called the meeting to order at 2:30pm. Motion made by Mildbrand, seconded by Gebauer to approve the agenda. All were in favor. Motion carried. Motion made by Mildbrand, seconded by Thums to approve the minutes from October 26, 2020 meeting. All were in favor. Motion carried. Mudgett updated the board on the current POWTS loans and that one has been paid off. She further updated the board on the POWTS account balance and available funds for POWTS loans. Mildbrand made a motion to change the current Policy & Procedure Manual in the Eligibility Section 3.1 under item 4 should now read the Applicant’s Household Gross Annual income must be less than or equal to $64,000 .00 in the last three -year average. Motion was seconded by Gebauer. All were in favor. Motion carried. Zenner made a motion to change the current Policy & Procedure Manual in the Revolving Loan Program Section 5.1 under item 1 should now read Loan am ounts are subject to the availability of Program Funds. Loan amounts will not exceed $20,000.00 except in extraordinary circumstances. Motion was seconded by Metz. All were in favor. Motion carried. Discussion on next meeting date and time, will try to plan the same day as next county board session if it is scheduled for this month yet.
