Call Meeting to Order: Chairman Lester Lewis called the public hearing to order at 9:00 AM.
Members Present: Lester Lewis, Jim Gebauer, Myron Brooks, Lynn Rosemeyer, Mike Bub

Public hearing is being conducted for the Meyer Dam #6 failure analysis to amend Taylor County
Code, Chapter 29, Floodplain Zoning to reduce the hazard rating from high to low. The Meyer
Dam is owned by Industrial Development of Dorchester LP and is located in the Town of Westboro
(33-2E), Section 18 and is a tributary to Silver Creek. The dam was designed and built in 1968 by
SCS. Tiery Engineering completed the dam analysis report which the DNR approved in 2016. The
dam has a water control structure with emergency spillway. It is 26 ’ high; 300’ long ; and
impoundment is approximately 30 acres in size. There are 7 affected landowners downstream. A
slight impact would be on Old Hwy 13 it could over-top by a few inches. The current Emergency
Action Plan and the Inspection, Operation and Maintenance Plan will both have to be updated
and turned into the Zoning Dept.
Required notice was published in the local Star News on September 29 and October 6. The dam
failure analysis, emergency action plan, and operation/maintenance plan were made available for
public viewing in the Westboro, Rib Lake and Medford libraries; Taylor County Zoning Dept.; and
on the county website. Our department did not receive any written comments. A phone call was
received from Mr. Voltz with a few question s about why the hearing and what hap pens if it’s
approved.
The ordinance amendment would restrict development in the dam failure area, but in this case,
the area is already restricted due to be mapped wetland. No structures are currently loca ted
within the dam failure analysis/wetland area.
With no other questions, Chairman Lewis closed the public hearing at 9:09 AM.

SUBDIVISION ORDINANCE, CHAPTER 33, TAYLOR COUNTY CODE
July 29, 2022
County Board Room
Present: James Gebauer, Myron Brooks, Lynn Rosemeyer, Mike Bub, Lee Yusten, Kyle Noonan and
Sue Noland. Lester Lewis was an excused absence.
The Public Hearing was called to order by Acting Chairman Gebauer at 9:00 AM. The public
hearing is conducted to discuss request received to reconfigure existing platted Lots 3, 4, 5, and
6 of Fitze’s Addition to the Village of Westboro located in part of the NE¼ SE¼ and part of the
NW¼ SE¼, Sec. 12, T33N, R1E, T own of Westboro into 2 separate parcels being 13,397 square
feet and 6,413 square feet. One proposed lot would create less than the minimum lot size
requirement: 10,000 square feet in a Sanitary District, as required per Chapter 33, Subdivision
Control ordinance.
Administrator reported the public hearing notice was posted in the Star News on July 14
and 21. He also talked to the Town Chairman and he had no issues. Adjacent landowners were
notified and provided a proposed CSM and aerial photo. We received only one call asking where
the property was located. The request for subdividing was denied due to not meeting 10,000
square feet. Mr. Yusten purchased the property in 2017 from the county through tax deed and
has cleaned up the property. Mr. Yusten indicated he would like to keep the Quonset building
and possibly get rid of the trailers in the future.
No interested parties were present for public hearing. Public Hearing was adjourned at
9:05 AM, by motion of Rosemeyer/Brooks. Motion carried.

Maintenance/Non-permitted: For 2021, there were approximately 766 septic maintenance
notices sent out. After 2 nd notices and citations issued, there are 11 properties non -compliant.
We also sent out 35 notices for pre-69 properties within 75’ of shoreland. All have been resolved
except for 2 which were issued citations and will be addressed again this year. For 2022, we are
anticipating sending out approximately 680 notices for permitted maintenance and 30 notices to
pre-69 parcels within 100’ of shoreland. These are unpermitted properties in navigable shoreland
areas. Administrator reported we are continually dealing with 5 individuals that are non-compliant
for a number of years. They are receiving citations every 6 months.
Access program: Our department uses Access for tracking sanitary permits. There have been
issues for approximately the last 2½ years with system locking up or crashing. IT department is
