COMMON COUNCIL PROCEEDINGS October 24th, 2023, at 5:00 p.m. Special Meeting Mayor Hauser, Presiding Present: House, Johnson, Juresh, Mathson, Morris, Sendelbach (by phone) Amanda Hegge, Library Director; Irene Hanson, Library Board President; Mark Zvitkovits of SEH, Inc.; Andrew Dannehy, Trempealeau County Times; representatives of Rocket Construction, LLC; and Karen Witte, Clerk-Treasurer A special meeting of the Whitehall City Council was held to review/approve bids for the construction of a new library building at the corner of Ellis and Hancock Streets. Council Member Morris moved to approve allowing Council President, Bob Sendelbach, to attend the meeting by phone. Council Member Mathson seconded, and the motion carried on a voice vote as follows: Ayes – House, Johnson, Juresh, Mathson, Morris Nays – 0 Council Comment Jamie Kramer, spoke on behalf of Rocket Construction, and their disagreement with the determination of SEH, Inc. that Wieser Brothers Construction, Inc. was the low bidder for the Library Building Project. Agenda Item Mark Zvitkovits of SEH, Inc., the City of Whitehall’s engineering firm, explained the process they used to review the bids and make their determination of the low bidder. Rocket Construction, Inc. and RJ Jurowski Construction, Inc. had lower base bids when the bids were opened on bid day. However, upon review of the bids submitted by Rocket Construction, Inc. and RJ Jurowski Construction, Inc. they had not included some required items. When you added those values onto their base bid (as the other bidders had), they were no longer the lower bidders. Wieser Brothers Inc. with their bid of $1,554,200 had included all required items making them the low bidder. The Whitehall Public Library Board and SEH, Inc. are recommending the contract be awarded to Wieser Brothers Construction, Inc. Council Member Morris moved to approve the contract for the Whitehall Library Building Project to Wieser Brothers Construction, Inc. in the amount of $1,554,200.
