CTW was the contractor awarded the Well #7 rehabilitation work and it is recommended that their contract be extended and modified to include installation of the liner and additional work to install a pump and other ancillary items to extend the life of the well. We reached out with two other firms to price check the cost CTW provided, below are the results: • Municipal Well and Pump 1212 Storbeck Dr. Waupun, WI $202,814.40 • Mid-City Corporation 12930 W Custer Ave, Butler, WI Non-responsive. • CTW 21500 Good Hope Rd, Lannon, WI $136,555.00 See attached for the price breakdown ____________________________________________________________________________ ATTACHMENT: ORDINANCE_____ RESOLUTION_____ OTHER _____ RECOMMENDATION: With approval from the PWHC and full board, Staff recommends acceptance of CTW’s contract change in the amount of $136,555.00A Page 7 of 98 COMMITTEE ACTION: Proper parliamentary procedure to deny a request is to have a motion made in the affirmative and by voting NAY would deny the request if a majority vote. Page 24 of 98 May 5th, 2026 Germantown, WI 53022 Dear Sir or Madam, Per the recommendation of the Public Service Commission (PSC), we can offer you the following options regarding your recent water bill: • Billing the account as currently issued • Establishing a payment plan DPA, deferred payment agreement (PSC 185.35) • Adjusting the bill to reflect only the cost of water, excluding operating and asset- related costs • Not applicable for Commercial, industrial and institutional users • (The utility reserves the right to issue any of the three options.) Under the adjustment option, your revised bill will be calculated at a one-time reduced rate of $2.73 per 1,000 gallons based on your total usage. The formula to be approved for a reduced bill is based on the average of the last 5 Quarters divided by the spike read which must be over 8x higher. Formula example:19+45+30+20+27=141/5=28.2, 233(spiked read)/28.2=8.26 Before we can issue the adjusted bill, we request that you provide a copy of the receipt for any plumbing repairs. This work was budgeted and approved, and a consultant (MSA) delivered a conceptual design report that identified two feasible options. Once a design approach is finalized to the deficient western, exterior channel beam, staff anticipates bidding out to repair work. The steel beam and concrete surface repair alternatives are summarized as Options A & B. Option A: The concrete surface repair and fiber wrap system offers improved strength with less traffic control required during construction. Option B: Supplementing the precast concrete channel beam with a new steel beam addresses the deficient strength of the structure, but would also require traffic control . Option C: Replacement with a new precast concrete channel beam is not a feasible repair option because of the post-tensioned tie rods connecting the channel beams. The Village may select a preferred option based on budget, desired durability, and long- term maintenance considerations. Alternative A: Estimated Cost amount $65,000 - $80,000 Repair the Deficient West Outer Channel Beam with Concrete Surface Repairs, Galvanic Anodes and Fiber Wrap. Estimated cost range includes Embedded Galvanic Anodes, Concrete Surface Repair, and Fiber Wrap Reinforcing Non-Structural, some minor traffic control, and the cost of Mobilization. In addition, the cost of surface repairs to the other channels is included in the estimate. Construction Engineering & Contingency is not included in these costs. Alternative B: Estimated Cost amount $85,000 - $120,000 Partial Replacement of the West Outer Channel Beam Exterior Web (Outer Leg) with a Steel Beam Estimated cost range includes jacking existing channel beam, sawcutting, removal of the deficient exterior web (outer leg) of the western channel beam, placing a new steel beam, traffic control, and the cost of Mobilization. In addition, the cost of surface repairs to the other channels is included in the estimate. Construction Engineering & Contingency is not included in these costs. The corridor is approximately 10,500 feet in length. Most of the parcels on both sides of the road are farm land, small residential lots or marshland. The lands north of the Section and Quarter Section lin es are located in the Town of Jackson and the lands to the south in the Village of Ger mantown and a small portion in the Town of Germantown. What Point Land Surveying & Mapping proposes is to prepa re a three-dimensional road topographic map based on a field survey data collected in the corridor. As no existing topographic mapping is currently available f or the project area, this proposal will include performing a field survey, withi n the project area, to locate the existing features such as pavements, driveways, culverts (inverts a nd sizes), shoulders, ditch and slope lines. Point Land Surveying and Mapping will call Diggers Hotl ine to have the underground utilities marked within the existing right of way. The u tility locates will be incorporated into the topographic base map. This includes any power po les, pedestals and ground Page 61 of 98 Point Land Surveying & Mapping “State of the Art Technology, Old Fashioned Quality” Professional Land Surveying and Mapping Services W174 N9467 Joper Road, Menomonee Falls, Wisconsin, 53051 262-250-8003 office pointlandsurveying@gmail.com email marks/ flags of underground utilities. These locates will be constrained to the existing road R/W and/or highway easement. Point Land Surveying & Mapping cannot guarantee how com plete the Diggers utility locates will be performed. All field data will be collected in a 3D format using either a GPS/GNSS receiver or robotic total station technology. The road pavement will be located at approximately 50’ intervals depending on the terrain. Once the field data has been collected and processed, a b ase map of the area will be compiled and a surface model of the area created with a 1’ foot 3D contour map. Topographic Survey Map The topographic survey map will contain the following elements: 1. Existing topographic features. 2. Legend for symbols and line types used on the survey 3. Dimensions of existing right of way and/or highway ease ment. 4. North arrow 5. Graphic scale 6. Bearing basis 7. Dimensional ties to monuments marking the corners of the Public Land Survey System. 8. Establish a basis of C/L stationing along the north line of Sections 2 and 3 as defined by the PLSS monument located every ½ mile 9. Prepare plan and profile sheets of the corridor wit h the existing road C/L profile shown to an approved mapping scale. 10. Professional Land Surveyors certificate 11. Professional Land Surveyors seal and signature I have researched the Wisconsin DNR Surface Water Data Vie wer online and it is showing some mapped wetlands and wetland indicators and soils in the roadway and these will need to be delineated and mapped for the wetland report and construction purposes. This work would be done by others under a separate contra ct with the Village. Point Land Surveying & Mapping can provide the mapping services for this work. WisDOT held a public meeting at the Library this winter about this project (2475-13-00). Two design components have been discussed in previous PWHC meetings, and include the Main Street reconfiguration and sidewalk connectivity work. The estimate and plans for that respective work is attached. It includes new sidewalk alignment along main street with a perpendicular intersection for safety improvements and turning movement design improvements. The WisDOT Consultant Design will continue during the Village Center District Planning efforts, and aspects can be incorporated into the design. The sidewalk work includes approximately 1,500 LF extension to connect the existing cross walk near Firemen’s Park to the existing sidewalk near Pilgrim Road. The STH 145 work is scheduled for construction in 2028. The sidewalk work is estimated at approximately $92,000, with 50% obligation from Germantown equaling a contribution in the amount of approximately $46,000. Items also included in the SMFA: a rapid flashing beacon at the crosswalk to Firemen’s Park and an extension of approximately 300 LF of sidewalk south to the dead end section of sidewalk along Church Street. This work is estimated at $41,900 and is 100% Village obligation, however would be constructed as part of the WisDOT project (D 2475-13-70). Additional work items that would be Village obligations may include replacement of cracked concrete light poles and potentially some storm sewer work adjacent to the right of way. ATTACHMENT: 1. 10 - SMFA with WisDOT for STH 145 - exhibits STAFF RECOMMENDATION: Staff requests the Public Works and Highways Committee recommend to the Village Board, to enter into agreement with WisDOT for STH 145 / Fond du Lac Avenue road reconstruction work at Main Street and Sidewalk connectivity in the amount of $132,000, against account 40-561000-5316400 for work anticipated in 2028. ACTION BY COMMITTEE: A motion to support authorize staff and a vote “Aye” is in the affirmative to support entering into a "state-municipal-financial-agreement" with WisDOT. That analysis is complete and is shown in the attached report. In summary the analysis confirmed that new dual fore mains at each location was a cost savings of $517,700 at Old Farm and $32,000 at Main St. and provided additional operational advantages as well. Elimination of the Screening building and going with comminution in channel along with new open impeller pumps resulted in a savings of $750,800 at Main St. and $761,000 at Old Farm. The alternative analysis as well as additional money saving tweaks in the design phase have resulted in an estimated $1,703,000 in savings at Old Farm and $865,300 at Main St. The resultant changes in the original Facilities Plan will require these amendments to be submitted to WDNR for review and comment. Page 95 of 98 BUSINESS OF THE PUBLIC WORKS & HIGHWAYS COMMITTEE GERMANTOWN, WI MEETING DATE: May 13, 2026 AGENDA ITEM: New Business ITEM TITLE: Consideration of Cost Recovery – Yard Waste Permit SUBMITTED BY: Tim Zimmerman – Director of public Works SUMMARY EXPLANATION: In 2025, the Village adopted a biennial windshield permit for the Residential Yard Waste Facility. This was enacted to cut down on non-resident people entering the facility as well as to give gate attendants a quick visual reference vs. asking for an I.D. each time. The permit system has been effective but also has had some shortcomings. Some residents continually lose them, some say they have 9 vehicles they use to access the site. To date Public Works has issued 4,600+ permits. Permits take an average of 10 minutes to issue making for a busy Public Works counter at times. The yard waste permit is the only permit in the Village for which there is not a cost recovery associated with it. ATTACHMENT: ORDINANCE RESOLUTION OTHER________ RECOMMENDATION: It is staff’s recommendation to adopt a biennial permit renewal cost recovery fee of $5.00 per permit to go into effect with the 2027-2029 renewal period. Staff further recommends a limit of 2 permits per household, unless a vehicle is sold or a windshield is replaced and forward these recommendations to the Village Board with a positive recommendation.
