As part of this service we are required to have cardiac monitors that our providers are trained to utilize to detect potential problems with a persons heart, such as a heart attack. Germantown owns/operates 4 Zoll X-Series Advanced cardiac monitors at a current approximate cost of $60,000 each, or $240,000 total. Germantown last purchased monitors in 2021 and purchased a 5-year no-risk warranty. The warranty has covered thousands of dollars in repair costs, loaner equipment, and preventative maintenance charges. The most common repair we have seen is replacement of the charging cable and communication port, which is over $3,300. The annual preventative maintenance and calibration is $650 per monitor ($2,600 total) factoring the cost of a loaner monitor. We are respectfully requesting authorization to purchase an additional 3-year warranty / service contract which will last until 5/1/2029. The expected lifespan of the unit is 7-10 years however they only offered 3 additional years of warranty. ATTACHMENT: 1. zoll warranty STAFF RECOMMENDATION: The department is requesting authorization to purchase a 3-year warranty for a total cost of $25,456.80 that is broken up into 3 annual payments of $8,485.60. Fire stations are mission-critical facilities where layout, construction sequencing, and building systems directly affect emergency response, firefighter safety, and long-term operational readiness. Our team understands the responsibility that comes with delivering this work while maintaining uninterrupted operations. Response Time & Uninterrupted Operations Station layout must support direct, intuitive movement from alarm to apparatus, and construction activities cannot impede response reliability. Our approach emphasizes thoughtful phasing, logistics planning, and daily coordination with station leadership to maintain full operational continuity throughout construction. From temporary access routes to clearly defined work zones, we prioritize solutions that protect response time and readiness at all stages of the project. Firefighter Wellness & Safety We recognize the growing importance of station design in supporting firefighter health. Our team understands the need for dedicated personal locker space and the separation of personal items from apparatus, gear, and exhaust zones. We support clear zoning between apparatus, gear, living, and work areas to improve air quality and reduce contaminant exposure. Our experience includes addressing ventilation performance, CO₂ monitoring, humidity and temperature control, and mold prevention as part of a comprehensive wellness strategy. We also recognize the importance of improved hygiene facilities and properly sized sleeping accommodations that support recovery and long-term wellness. Preconstruction & Cost Planning Early and collaborative preconstruction engagement is essential to aligning scope, budget, and operational priorities. As CMAR, we will provide detailed cost modeling, constructability input, and phasing strategies that allow informed decision- making without compromising safety or durability. Given the anticipated 5–10 year service life of this phase, our recommendations will balance immediate needs with flexibility to accommodate future staffing, equipment, and operational changes. We are committed to delivering a facility that strengthens response capabilities, prioritizes firefighter health, and responsibly invests public resources. We look forward to partnering with your team to deliver this project with clarity, accountability, and respect for the vital services your department provides to the community. Cost Certainty through Progressive Preconstruction The Village has defined a structured preconstruction process. This signals a clear expectation: cost control must happen in real time— not at bid time. Mold Remediation as an Integrated Scope Mold remediation is not a side scope—it is a sequencing driver. This work will directly impact schedule flow, crew relocations, and access sequencing. Transparent Public Procurement The Village has various requirements that need to be adhered to in this project. Clear documentation, public accountability, and clean bid packaging will be essential. PROJECT UNDERSTANDING CG SCHMIDT’S APPROACH Early Alignment & Risk Mapping At project kickoff, risks will be identified early, assigned ownership, pricing when appropriate, and tracked through GMP development. Progressive Cost Leadership No Surprises. Not only is that one of our core values, but the goal for this project at GMP. To achieve this, we’ll use real-time cost tracing, side-by-side estimate reconciliation with SEH, early scope gap identification, and value analysis focused on durability, lifecycle cost, and response reliability to provide fluid estimating. Operationally Driven Phasing Our phasing strategy prioritizes apparatus access at all times, clear construction/operations separation, life-safety barrier plans, and mitigation for noise, vibration and dust. Temporary relocations would be mapped out only when unavoidable and would be supported with clear map circulation, emergency paths, and construction zones before work begins. Mold Remediation Integration Remediation becomes part of the master schedule, not an isolated event. CG Schmidt will coordinate directly with SEH in this process. Please see the following page for our plan. Transparent, Competitive Procurement To protect taxpayer dollars and project integrity, our approach will emphasize thoughtful bid packages to maximize competition, clear scopes to reduce change orders, public bid transparency and documentation, and structured recommendation summaries for Owner and Board review. Construction Phase Leadership Fully operational. Fully commissioned. Fully supported. That is how we will leave this project. During construction, our focus will include active on-site supervision, strict safety and containment enforcement, proactive communication with station leadership and Village stakeholders, and structured closeout and commissioning coordination. SECTION 03 PROJECT APPROACH & UNDERSTANDING Page 103 of 136 20 GERMANTOWN FIRE DEPARTMENT - FIRE STATION NO. 2 // PROJECT APPROACH & UNDERSTANDING Mold Remediation Coordination & Implementation Plan 1. INVESTIGATION & DEFINITION Lead: SEH » Identify moisture sources and affected assemblies » Define remediation protocol and extent » Provide environmental specifications CG Schmidt’s Role: Validate constructability, develop preliminary cost and schedule scenarios. 2. CONTAINMENT & PROTECTION PLANNING » Establish isolated work zones » Install negative air machines with HEPA filtration » Protect adjacent living quarters and apparatus bays » Maintain emergency egress routes Fire Station Priority: Zero disruption to response readiness. 3. CONTROLLED REMEDIATION » Remove impacted materials » Clean and treat remaining substrates » Continuous air monitoring » Daily coordination with station leadership CG Schmidt’s Role: Overseeing safety, documentation, schedule compression where feasible. 4. CLEARANCE TESTING & VERIFICATION » Third-party air and surface sampling » Independent clearance confirmation » Formal documentation for record No reconstruction begins until clearance is achieved. 5. RECONSTRUCTION & RESTORATION » Rebuild assemblies to current code » Improve moisture management detailing » Integrate work into overall phasing plan » Closeout documentation and warranty review Because a fire station operates 24/7 in support of emergency response, mold remediation must be executed with precision, transparency, and zero impact to readiness. Our approach integrates environmental investigation, containment planning, remediation, and reconstruction into a single coordinated process that protects occupant health while maintaining uninterrupted operations. Working in collaboration with SEH, we will translate identified conditions into clear cost, schedule, and phasing strategies—ensuring remediation is addressed safely, efficiently, and fully aligned with GMP development and station response reliability. Page 104 of 136 21 GERMANTOWN FIRE DEPARTMENT - FIRE STATION NO. 2 // PROJECT APPROACH & UNDERSTANDING VALUE ENGINEERING STUDY Value engineering is a critical process for CG Schmidt, enabling the firm to optimize project outcomes by balancing cost, quality, and functionality. Expediting project closeout and ensuring all open issues are addressed are important components for successful projects. We track project closeout activities and milestone dates within the project schedule. Starting the closeout process early eliminates last-minute fixes and inefficiency. For example, as subcontractors are hired, we ask them to provide their Operations and Maintenance (O&M) information along with shop drawing and equipment submittals. This way, O&M information is readily available throughout training an onboarding of staff. As part of our Quality Assurance program, we utilize a project closeout checklist to keep track of project closeout items. The checklist tracks: » Project closeout notifications (internal and external) » Completion status of punch list work items » Substantial completion inspections » Required project completion certifications » Systems commissioning » Training of operations and maintenance staff » Record-set (as-built) documentation » Assembly of operation and maintenance information » Project financial closeout record After you take possession of your facility, we provide: » Two-year warranty for all new construction » Walk-through and building performance assessments at the end of the first and second years » Trouble-shooting and operational assistance on functional building issues for the life of the building » Periodic systems retraining, if required, during seasonal changes and the warranty period Sample Project Closeout Checklist During our two-year warranty period, CG Schmidt schedules specific dates to review the performance of your new building. Typically, this occurs at the one-year and two-year anniversaries of the completion date. It is our goal to be proactive about any potential warranty issues — addressing problems before they become troublesome. MOBILE PUNCHLIST ProjectSight is used to track and resolve ongoing issues throughout the duration of the project. As a result, there are minimal issues to address during the punchlist phase, and any items on the list can be resolved quickly which accelerates the closeout process. ProjectSight provides all team members with project information at their fingertips no matter where they are located and increases field productivity, giving our team the tools we need to execute your project at the highest level of quality. CG Schmidt provides a standard two-year warranty for all of our projects effective from the date of substantial completion. An open, transparent approach and deep understanding of key aims delivers a successful project. CG Schmidt works diligently with the design team and client to limit the number of allowances and contingencies in the GMP. We recommend carrying the following contingencies as we work through the design process. The sample project dashboard monitors the progression of the total project budget throughout the entirety of the project. $7.0M $6.5M $6M $5.5M $5M $4.5M 7/10/2024 7/29/2024 10/15/2024 12/8/2024 6/22/2025 8/13/2025 9/7/2025 9/17/2025 Budget: $5.0M $6.55M $5.14M $5.03M $4.77M $4.96M $4.96M $5.08M $4.92M CONFIDENTIAL RENOVATION: OWNER’S BUDGET $5.0M RECOMMENDATIONS FOR FIRE STATION NO. 2: » Protect Operations » Manage Differing & Unknown Conditions » Maintain Public Transparency Guaranteed Maximum Price Approach A guaranteed maximum price (GMP) acts as an insurance policy for an owner, transferring risk from the owner to the contractor. However, like an insurance policy, there must be a balance of risk. To meet this need, we focus our efforts on establishing precise estimates to determine GMPs early while keeping contingencies at a minimum. OUR RESPONSIBILITY No matter when the GMP is determined, it is our responsibility to capture all aspects of design intent and identify all costs, not only the portion that CG Schmidt is under contract for directly. Your proposed team will work with you to identify all project costs and include each in overall budget. Continuous estimating keeps CG Schmidt ahead of every cost driver to deliver accurate, data-driven budgets. By identifying these items before the work is installed, we offer clarity and address potential issues before they become costly field conditions or punch-list or warranty items. » BENCHMARKING // The first step of every key installation is inspection to confirm it meets the requirements of the documents and the expectations of stakeholders before it is replicated throughout the space. » FIELD ENGINEERING AND TESTING PROGRAM // We work with the project team to develop a comprehensive field engineering and testing program, making recommendations for appropriate levels of independent inspection for systems and materials. » QC CHECKLISTS AND AUDITS // Problem-free installation is greatly achieved by pre-planning installation and reviewing requirements for correct installation with field teams who perform the work. However, we still utilize quality control checklists and audits to confirm that installations are, in fact, properly completed before the work is covered by the next sequential installation. Instead of relying on post-installation inspections to find and fix quality issues that add cost and waste time, CG Schmidt’s Quality Management Program finds problems before they occur. Our Quality Management Program increases value and cost accuracy while mandating overall project quality by: » Building quality directly into the plans and specifications by collaborating with architects as they complete their drawings and addressing difficult or unclear construction details before they become part of the final construction documents. » Highlighting work scope and building systems which may require mitigation to avoid warranty call-backs and repairs.
