Andereck sought clarification if there would be an issue with this becoming an outdoor selling space vs a storing space; Maas indicated the exterior retail area would not be an issue. Staff would ask, when permit application is submitted, that the street facing side of the fence block all vision into the area. Maas noted the biggest issue with the sheds would be fire code to ensure it meets the necessary distance without adding sprinklers to the shed. Discussion & Consideration of the proposed Architectural Review in the CC-3, Downtown Core District for First National Bank, d/b/a Forte Bank at 114/116 W. Sumner Street, (Tax Key 36-2201-004-005). Mr. Maas reviewed the Executive Summary noting the following: First National Bank, d/b/a Forte Bank is proposing to modify exterior finishes and colors of the existing 6,620 square feet building located at 114/116 W. Sumner Street (Tax Key: 36-2001-004-005). No changes are proposed to the existing landscaping. 114/116 W. Sumner Street is zoned CC-2, Downtown Transition Zoning District. Banks fall under the land use of Financial Services. Under CC -2, Downtown Transition Zoning District, Financial Services is a principal land use permitted by right. Financial Services is defined as a place where financial and banking services are offered. The term includes banks, savings and loan institutions, other lending institutions, auto title loan businesses, and payday loan businesses. 114/116 W. Sumner Street is located on a 1.260 acre parcel. Staff Comment: PLANNING & INSPECTION: 1. A sign permit must be submitted for each sign. a. Signs must comply with Chapter 54 of the City of Hartford Municipal Code 2. Proposed materials meet the appropriate exterior building materials standards (Table 7-5): a. At least 25% of the street side of the building must be masonry, excluding split face block. i. Brick Recommendation: The Planning Staff recommends APPROVAL of the Architectural Plan in the City of Hartford’s CC-2, Downtown Transition Zoning District at 114/116 W. Sumner Street with the following conditions: 1. A sign permit must be submitted for each sign. Page 3 of 5 a. Signs must comply with Chapter 54 of the City of Hartford Municipal Code 2. Maintain compliance with the exterior material standards. Regan commented positively regarding the proposed renovation. Piquett motioned to approve the proposed Architectural Review in the CC-3, Downtown Core District for First National Bank, d/b/a Forte Bank at 114/116 W. Sumner Street, (Tax Key 36-2201-004-005); Pechacek seconded; motion carried. Discussion and Consideration for a Special Exception for Exterior Materials Standards for Fire Station #2, 1455 Schauer Drive, (Tax Key: 36-2203-002-022). Mr. Maas reviewed the Executive Summary noting the following: The City of Hartford is proposing to develop an approximately 8,068 to 9,560 square feet fire station located at 1455 Schauer Drive (Tax Key: 36-2203-002-022). 1455 Schauer Drive is zoned I-1, Institutional. Fire Stations fall under the land use of Public Safety Facility. The Site Plan & Architectural Review for 1455 Schauer Drive was approved at the August 10, 2026 Plan Commission meeting with the following condition: • Meet Exterior Material Standards of Section 52.1146(C), Table 7.5 The Fire Station as proposed does not meet the following standards for I-1, Institutional Zoning District: 1. Corrugated metal panels are not permitted in the I-1, Institutional Zoning District. 2. The proposed Fire Station does not meet the 25% of street side of the building must be masonry, excluding split faced block. The Architect is requesting a Special Exception under Section 52.1146(C). Staff Comments: 1. Section 52.1146(C) states: Prohibited exterior building materials . Pursuant to the procedures and requirements in Article 5,the Plan Commission may approve a special exception to allow the use of a prohibited material on a building addition when the existing building is constructed of the same prohibited material. If the special exception is approved, the Plan Commission may require enhancements to the facade, additional landscaping, or other means to improve the aesthetics of the building. The Plan Commission in making its decision must consider the following factors: (1) The prevailing material(s) used on buildings in the same area. (2) The extent to which the building is visible from any public road and adjoining properties. 2. The following properties in the same area have corrugated metal siding: a. 3462 C.T.H. K i. Sippl’s Auto Repair. b. 1457 East Sumner Street i. Cherry Auto Page 4 of 5 3. Basis of decision, pursuant to Section 52.502: The Plan Commission in making its final decision should consider the following factors: (1) the size of the property in comparison to other properties in the area; (2) the extent to which the issuance of the special exception would be in keeping with the overall intent of this chapter; (3) whether there are any unique circumstances and the nature of those circumstances that warrant the issuance of the special exception; (4) the nature and extent of anticipated impacts to the natural environment that could potentially occur if the special exception was granted; (5) the nature and extent of anticipated positive and negative effects on properties in the area; (6) actions the applicant will undertake to mitigate the negative effects, if any, of the proposed special exception; (7) a factor specifically listed under a section of this chapter authorizing the issuance of a special exception; and (8) any other factor that relates to the purposes of this chapter set forth in § 52.05 or as allowed by state law. 4. Staff concurs that the inclusion of the two -tones of metal paneling, the white trim, numerous windows, the warm wood aesthetic paneling, and the massing changes achieve an aesthetically pleasing principal structure. Additionally, landscaping may be used t o soften the hardscape of Fire Station #2. Recommendation: The Planning Staff recommends the APPROVAL of the Exterior Material Standards Special Exception for Fire Station #2 at 1455 Schauer Drive (Tax Key: 36-2203-002-022). Hartford Fire Department Chief Burgard noted the Maas’s explanation was good and noted this was the provision to not be required to meet the masonry minimums; Maas confirmed. Regan noted agreement with in especially in regard to the budget. Andereck motioned to approve a Special Exception for Exterior Materials Standards for Fire Station #2, 1455 Schauer Drive, (Tax Key: 36-2203-002-022); Piquett seconded; motion carried. Discussion of a Subdivision Concept Plan for Winterpark Builders, LLC, (Tax Keys: 36-0704-001-007, 36- 0704-003-005, & 36-1801-003-004). Mr. Maas reviewed the Executive Summary noting the following: Page 5 of 5 WinterPark Builders, LLC (Scott Simon, registered agent) is proposing to develop 111 single-family lots, 94 Ranch Villa units, 116 townhome units, and 200 apartment units on a proposed 96.92 acre subdivision. Approximately 20 acres of the 96.92 acres is proposed to potentially be mixed housing units. Parcels 36-0704-001-007 and 36-0704-003-005 were annexed in March of 2026. When annexed into the City of Hartford, the parcels were zoned to R-8, Planned Mixed Residential Zoning District. Parcel 36-1801- 003-004 was purchased by the Hartford Area Developm ent Corporation (HADC) in March of 2009. The City of Hartford took ownership of that parcel from the HADC in August of 2009. Parcels 36-0704-001-007, 36-0704-003-005, & 36-1801-003-004 are all located within the 20 year sanitary sewer service boundary. Staff Comments: • No Comments from Engineering, Fire, Police, Water, Electric, or Sanitary. • Parcel 36 -1801-003-004 will be required to be rezoned from A -1, Agriculture to R -8, Planned Mixed Residential Zoning District. • While wetland distribution is minimal, all wetlands will require a Wetland Delineation prior to development. • No floodplains are located on the parcels. Recommendation: This is a conceptual plat review, no action is required. Scott Simon, Winterpark Builders sought feedback and noted product was based off the Tracy Cross report from 2024. The drawing shows where things would be. They will be closing on the parcel at three separate times. Based on the most recent discussion with staff, there is the greatest need for multifamily housing. They will now try to push that forward instead of bringing it in at the end. Ranch villas are between 1,400 and 1,600 square feet with three different floor plans and exposures if needed; they also have, three story terrace residents, which are townhomes. Regan noted positive feedback on the appearances and noted the challenges with the site. Pechacek questioned the number of units to the multifamily; Simon noted 200 of the apartment plus or minus, and the two other he has discuss to join the project would be 150 to 180; a portion would be single family for rent and town homes for rent; no more than 100 at this time; single family approximately 100, ranch villas just over that, and the townhome/terrace homes just over that. Regan sought clarification if there was an issue developing multifamily prior to the single family; Maas noted it is often easier if the multifamily is in first, as single family developments tend not t o want multifamily development in after the fact. Andereck inquired if the terraces had the ir own parking; Simon noted every unit has a two -car garage with a 24-foot pad behind it. Each unit can take four cars and are rear loaded off an alleyway for appearances. Piquett motioned to adjourn; Pechacek seconded. Motion carried and meeting adjourned at 6:27 p.m. Respectfully submitted, Jacob Maas, City Planner Compiled by Jenny Conley, Planning Aide RESOLUTION NO. ____ A RESOLUTION APPROVING THE FINAL PLAT OF PARTRIDGE HOLLOW SUBDIVISION – PHASE 5 WHEREAS, A & N Contracting, LLC.
