Discussion and Consideration for a Certified Survey Map at 707, 709 and 719 Union Street
(Tax Keys: 36-2102-012-002, 36-2102-012-019, 36-2101-003-012).
Mr. Maas reviewed the executive summary and noted the following:
The property owner, Paulette Marx, is proposing a new CSM for her properties located at the
above addresses. The purchaser, John Steger, is a tenant on Lot 1 and has chosen to exercise a
recorded Option to Purchase for the lot. The proposal would reconfi gure Lot 1 from 0.46 acres
to 1.1333 acres, to allow the parties to exercise the Option.
The remaining Lot 2 would go from 3.5 acres to the proposed 3.0152 acres, and Lot 3 would be
reduced from the current 2.62 acres to 2.536 acres.
Staff Report:
This proposed CSM meets the requirements of the M -1 and M -2, General Industrial Zoning
District, to the extent that the new CSM conforms to the setbacks of the existing structures
relative to the new boundaries.
Utilities: The proposed CSM doesn’t show new structures or services. We do have water and
electric facilities in the area.
Engineering: No comments.
Recommendation: The Planning Staff recommends a POSITIVE RECOMMENDATION by the
Plan Commission to the City of Hartford Common Council to create a new CSM as proposed for
707, 709 and 719 Union Street (Tax Keys: 36-2102-012-002, 36-2102-012-019, 36-2101-003-12).

012); Pechacek seconded; motion carried.
Discussion & Consideration of a Site Plan & Architectural Review in the I-1, Institutional
District for the City of Hartford Fire Station #2 at 3420 County Highway K (Tax Key: 36-2203-
002-022).
Mr. Maas reviewed the executive summary and noted the following:
The City of Hartford is proposing to develop an approximately 8,068 to 9560 square feet satellite
fire station located at 1455 Schauer Drive (Tax Key: 36 -2203-002-022). 1455 Schauer Drive is
zoned I-1, Institutional. Fire Stations fall under the land use of Public Safety Facility. Under I -1,
Institutional Zoning District, Public Safety Facility is a principal land use permitted by right.
Public Safety Facility is defined as a place where public safety services are offered. The term
includes ambulance services, fire stations, police stations, and jails. The term does not include
correctional facilities.
1455 Schauer Drive is located on a 2.81 acre parcel and was purchased by the City of Hartford in
May of 2022.
The Planning Staff recommends APPROVAL of the Site Plan and Architectural Plan in the City of
Hartford’s I-1 Institutional Zoning District at 1455 Schauer Drive with the following conditions:
1. Please follow the City of Hartford’s Meter Requirements and Specifications.
2. The transformer and generator pad are located on the south side of the building. The
nearest power source is at the Southwest corner of Schauer Drive and C.T.H. K. Consider
moving the transformer to the west side of the building to help reduce line extension
costs
3. To discuss the cable route, transformer location, and service size, please contact Utility
Superintendent Mike Thimm.
4. On page 7, under standard 48” manhole, its states concrete adjusting rings. The City
requires Cretex adjusting rings.
5. Submit a landscaping plan that includes landscape points and plant species
6. 1 space for each 500 square feet of office area; plus 1 space for each employee on the
largest work shift; plus 1 space for each vehicle normally parked on the premises.
7. Meet Exterior Material Standards of Section 52.1146(C), Table 7.5
Pechacek sough clarification on the approval request; Mr. Maas noted it was for site plan &
architectural review. Pechacek inquired if footings were still being installed for the training
facility, despite being requested to be held back on construction, to help with future planning;
Chief Burgard noted no, to reduce costs wherever possible, as directed by Council, site prep for
the training structure was removed. Pechacek asked about the related cost savings; Laura
Eysnogle, with Wendel Companies, noted she could provide the information requested, but did
not have the information immediately due to the time since the removal. The building is placed
properly for any future placement of the project.
Henke noted the building was inappropriate and sought clarification if building placement is
correct for future expansion, as proposed building is too small for current needs; Chief Burgard
noted the building to be in the right spot, noting visibility. For the future, the building being
constructed is not expandable; the pre-engineered building style is affordable but not prepped
for future additions. The future may have discussion for a third station. Henke inquired if
additions could not occur because of the land or the structure; Laura Eysnogle, with Wendel
Page 6 of 6
Companies, noted pre-engineered buildings are structurally designed to be at 99% capacity on
day one. Adding on to them is incredibly difficult. Extra load (snow) becomes an issue. This
design does allow for addition of a third bay. Further addition, because of the way the roof is
sloping, would require bringing that roof higher, which then would increase snow loads on the
existing building creating a chance or probability of failure. To correctly expand, roof line would
need to be lowered 10 to 20 feet and then bring the structure out; in this case for expansion,
we are running out of purchase of the property very quickly. Henke inquired if future expansion
would be south or west. Chief Burgard noted west. There is an alternate plan for three bays.
The site location did not get moved when it was prepped as a four bay. The retention pond,
which is planned west, a fourth bay would fit where the building sits without falling into the
retention pond. A fourth bay could go true west if there were a request/want. Henke inquired
about vehicle traffic going around the building and back, loading from the south. Burgard
responded, correct. Henke wanted verification, in both of their opinions, if the building is in the
right spot; Burgard said yes; for a potential of the alternate bid of the third bay; Eysnogle said
yes; Henke inquired suitability of a fourth bay, noting the site would probably not work;
Eysnogle responded and noted the design of building is for the need right now; her concern is
investment of money in the retention pond to the west, and then having to fill it back in to
bring it back up to extend the building out.
Regan inquired if at some point it is possible to drive through and exit out the back; Eysnogle
responded it is being done as an alternate to have it be a drive-through bay; the parking is on
the east side of the building; the apparatus would wrap around through and drive through. On
bid day, you can determine if it would be a true drive through on day one or choose not to
accept that alternate. Regan – in the future can garage doors and pavement be added; Eysnogle
noted, yeah absolutely.
Piquett motioned for approval for the Site Plan & Architectural Review in the I-1, Institutional
District for the City of Hartford Fire Station #2 at 3420 County Highway K (Tax Key: 36-2203-
002-022) with the noted comments; Pechacek seconded; Henke- No, Pechacek – Yes, Piquett-
Yes, Regan- Yes, Andereck - Yes; motion passed.
Andereck motioned to adjourn; Piquett seconded. Motion carried and meeting adjourned at
6:31 p.m.
Respectfully submitted,
Jacob Maas, City Planner

Jacob A. Maas, C.F.M.
City Planner/Director of Community Development
City of Hartford
109 North Main Street
Hartford, WI 53027
Mr. Maas,
This is a request for a special exception to eliminate the required masonry façade along Highway K and Schauer
Drive for the proposed new Hartford Fire Station 2. This project began with the department in 2019, prior to the
new zoning code and to the COVID 19 pandemic.
It is our understanding that the inclusion of masonry along the street facades into the ordinance was to help
provide visual interest to the community. Understanding that this facility is to be located on the edge of a
residential neighborhood, careful consideration was given to control the scale of the facility and to provide visual
interest and architectural cohesiveness on the exterior.
For the scale, the facility was deliberately split into two masses, one higher mass that allows for proper heights
around the emergency response apparatus, and the other a lower mass to provide users with a more comfortable
space to approach the building. Both masses feature a predominate sloped roofline that will help the structure to
fit into this community, and blend with the houses and other buildings around it.
In addition to the sloping roofs and the different masses, this facility was also designed with a focus on consistent
architectural character and interest on the three public-facing sides of the building. On the west face of the facility,
running along Highway K, the metal paneling will be two-toned with a darker panel along the base, grounding it to
the property and white trim bands helping to break up the balance of the structure and adding visual interest and
character.
Windows will be placed along the west façade to provide additional visual interest from the street, and to allow
natural light into the bays. The two colors of metal panels and white banding run along all four sides of the
structure. The east side of the facility, which is seen from the parking lot, will maintain the same colors, banding
and regularly spaced windows to break up the overall façade. Finally, on the north side of the structure, a third
panel color will wrap around the corner of the watch room, with a warm wooden aesthetic. A wing-wall sign will be
bid as an alternate. This sign will be used both for visual interest at the front façade, and as building signage to
announce that this is Station 2. We do not anticipate any impact on the natural environment based upon this
design, nor any negative impact on other properties in the area.
Again, it is our understanding that the inclusion of masonry along the street facades was included in the ordinance
to help provide visual interest to the community and to prevent the construction of simple, windowless,
featureless, pole-sheds. It is our belief that the inclusion of the two-tones of metal paneling, the white trim,
numerous windows, the warm wood aesthetic paneling, and the massing changes achieve the goal of visually
interesting. Adding masonry to this building would not be architecturally harmonious or suit the style that the
design is intending to portray. We are asking that the exception to exclude the masonry be considered.
Please refer to the enclosed proposed conceptual renderings for the design intent for this facility.
Thank you for your time and consideration.
