Regan did state he would like to put back another time capsule from our time to replace the one that
Sally discovered.

CITY ADMINISTRATOR ’S REPORT
1. Discussion and consideration of proposed operational revenue and expense changes to address
2027-2030 projected budget shortfall.
a. City Administrator Steve Volker t stated two meetings ago he presented projections for
the city budget for 2027 and beyond. As early as 2025 it was noticed that expenses were coming in over
the city ’s non-taxed revenues. Due to levy limits the city was in a position not to be able to fit the taxes
under the levy limit and still capture a shortfall. The Common Council requested options to reduce the
general operating expenses. The Council was presented options on what areas could be cut by each
Department.
MOTION by Alderperson Turchi , seconded by Alderperson Kohler to accept option 1 in the
proposed operational revenue and expense changes that was presented to address 2027-2030 projected
budget shortfall.
MOTION CARRIED 7-2.
2. Discussion and consideration of reconsidering capital construction of second fire house.
a. City Administrator Volker t stated on August 26, 2025, the Common Council unanimously
approved the 2026-2030 Capital Improvement Projects (CIP) which included the new Firehouse. March
24, 2026, Alderperson Kirley requested that the previously approved CIP including the 4.9 million
Firehouse be brought back to the Council for reconsideration . At the meeting on April 14, 2026, the
Council overturned their unanimous decision to move forward with building the second Firehouse with a
6-3 vote. On April 24, 2026, the Department of Administration informed staff that the Fire Department
would receive an $800,000 grant for the second firehouse. Six Council members requested that they
would like to see the building of the second firehouse be brought back for reconsideration. Administrator
Volkert explained that with the grant from the State and the grant from Washington County along with
the sale of engine 1660 the total cost would be reduced by over one million dollars for the second
Firehouse.
MOTION by Alderperson Turchi , seconded by Alderperson Webb to amend the 2026-2030 CIP,
approving the second Firehouse for three million, accepting grant funding, and taking out the training
