City of Hartford Police & Fire Commission Minutes for March 1 1 , 202 6 1. PFC meeting called to order by President Reinke at 7:00 PM. 2. Pledge of Allegiance. 3. Roll Call: Reinke , Fehr , Dauterman , Schumacher , and Precord , as well as Alderperson Kirley , Police Chief Rich Thickens and Fire Chief Tony Burgard . 4. M OTION by Fehr , seconded by Precord approving the minutes from the monthly meeting on February 1 1 , 202 6 . M OTION carried 5 -0. 5. Public Comment Period. a. There were no public comments. 6. The Commission to discuss and consider the hiring of 2 additional full-time and 1 part time employee for Fire EMS in 2027, pending budget approval and possible referendum approval. MOTION by Fehr , seconded by Dautermann of the hiring of 2 additional full-time and 1 part- time employee for Fire EMS in 2027, pending budget approval and possible referendum approval. MOTION carried 5 -0. 7. The Police and Fire Commission will go into closed session pursuant to Wis. Stats. 19.85(1)(c) for the purpose of “ considering employment, promotion, compensation or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility. ” The Commission to review and discuss the Sergeant ’s candidate ’s promotion process. a. MOTION by Precord , seconded by Reinke to go into closed session. MOTION carried 5 - 0. 8. The Commission will reconvene into open session. MOTION by Fehr , seconded by Precord to return to open session. MOTION carried 5 -0. 9. The Commission will vote and/or discuss the following matters. a. To establish a current eligibility list for the position of Sergeant to include the following names, in alphabetical order, and to expire on March 11, 2027. a. Andrew Bahr b. Justin Bemis c. Steve Chojnacki d. Adam Miller e. Eric Strunsee f. Cori Whipple MOTION by Dautermann , seconded by Reinke to approve the current eligibility list for the position of Sergeant in include the following names, Andrew Bahr, Justin Bemis, Steve Chojnacki, Adam Miller, Eric Strunsee, and Cori Whipple. MOTION carried 5-0. b. To confirm Chief Thickens promotion of Officer Cori Whipple from the list to the position of Police Sergeant, on or after March 16, 2026. MOTION by Reinke , seconded by Precord to confirm Chief Thickens promotion of Officer Cori Whipple to the position of Police Sergeant, on or after March 16, 2026. MOTION carried 5 -0. 10.
