Walsh & Company Background and Analysis: The applicant, P.W. Walsh is proposing to construct an 88’ x 208’ building on their existing 1.55-acre site located on Alcan Drive. The site currently includes a 10,032 square foot, 24- foot-high office/factory building that was constructed in 2020. The new building will be 18,304 square feet in area, 18 feet in height at the eaves, and just under 20 feet in height at the peak. It will include two sixteen -foot overhead doors on the north and west facades and two service doors along the west wall. The building will primarily be used for equipment storage with some office space as well. The steel frame building will utilize an insulated metal panel exterior and include several windows along the east and west sides allowing for natural daylight to enter the interior. A separation distance of 29.6 feet is proposed between the new and existing buildings. Comprehensive Plan & Zoning Impacts: The property is designated as Industrial under the current Comprehensive Plan and zoned Planned Unit Development (PUD). The updated zoning map will designate the parcel as M -1 Limited Manufacturing. The M-1 District, as proposed under the new zoning code, is intended to allow primarily indoor industrial storage, office, and other associated business and support uses. Allowable uses are geared toward activities which are not associated with high levels of noise, odor, particulate emissions, and other potential nuisances. Outdoor uses are limited to those that are accessory to indoor principal uses. Architectural, site design, landscaping, and other requirements are intended to ensure compatibility with nearby residential, institutional, and conservancy uses. Warehousing and office uses are allowed by right in the M -1 District. No outdoor storage of equipment or materials has been proposed under this application. The M-1 Limited Manufacturing District has dimensional standards that include a 30 -foot street-yard setback, a 12-foot side yard setback, and a 25-foot rear yard setback. A maximum building height of 35 feet is also established. While the proposed structure location, if approved as submitted, would meet setback requirements under the current PUD zoning designation, it would not meet future zoning setbacks for front and rear yard areas. There is no side yard in this scenario. The proposed zoning code also limits the size of an accessory building to 25% of the principal building. The above conditions would render the site and structures as non-conforming. This could be remedied by slightly reducing the size of the new structure to meet setback requirements and attaching the two buildings to create one principal structure. The consulting Village Engineer has reviewed the plans and has indicated there are no concerns related to stormwater management as stormwater will be captured onsite and conveyed to the regional stormwater Village of Jackson Plan Commission Page 17 of 42 Page 2 __________________________________ pond via underground pipes and surface inlets. Impervious area will increase to roughly 65% of the total lot area. This is under the maximum 70% coverage allowance proposed under the new zoning code. A conditional use approval is required to construct the proposed building within the current Planned Unit Development District. Site Plan: See attached location map and site plan. Additional Staff Comments: DPW & Engineering Engineering review comments are included on the Civil Plans as well as on a separate memo (attached). Review Procedures: The Plan Commission is advisory; and the Village Board makes the final decision . Notice Requirements: • Posting on the agenda • Notification of all contiguous property owners • Publication of a Class II Legal Notice is required at least one week prior to the Public Hearing Potential Action: Motion to recommend the Village Board approve the conditional use request and site plan for Jacklin Properties, LLC d/b/a P.W. Walsh & Company, to construct a stand-alone warehouse and office building at N174 W21361 Alcan Drive with the following condition: 1. Except for company passenger vehicles, outdoor storage of materials and equipment is prohibited. Attachments: 1. Plan Commission Application 2. Location Map and Site Plan 3. Building Elevations 4. The following plans and calculations are included to provide information related to the project: A. Drainage Map B. Storm Sewer Sizing Calculation The site drains to an existing storm sewer on Alcan Drive. The calculated curve number (CN) is 83 under existing conditions and 89 with the proposed development. The site will drain to either existing catch basins, or new catch basins on site. A pipe will drain the roof of the existing building and half the roof of the new building. Another pipe will drain the remaining proposed roof area. Roof runoff will be conveyed to the proposed pipes via downspouts. The proposed storm sewer is sized to accommodate the 10 year storm event. Some runoff will continue to drain south to the adjacent property, although the area draining south will be considerably smaller. This should be an improvement to downstream effects to the southern property. Please review this submittal along with the enclosed plans and if everything is satisfactory, please provide your approval. Please let me know if you have any questions or comments. The proposed development will be a single building and modification of the adjacent pavement. Included with this project narrative you will find plans and exhibits regarding the proposed development. Existing Site: The existing site is approximately 1.55 acres and is currently developed with a single 10,000 sq. ft. building and parking lot with 17 stalls. The existing access to Alcan Court will not be modified with this project, however, it is being requested that an additional access point be approved for the new building so that large trailers can be more easily transported and stored there, instead of outside at the other facility at W212N17525 Alcan Court (approximately 700 feet to the north, and at the end of Alcan Court). Plan of Operation: This project will not modify the existing operations of the facility or aƯect the number of employees. The current hours of operation are Monday – Friday, 7:00 am – 5:00 pm. Proposed Building / Site: The total proposed building is approximately 88’x208’ (18,304 sq. ft.) with a Group S-2 classification. The building will be a metal building with color to match existing building onsite. The new building will be primarily used for storing trailers, rigging equipment, chillers, and other machinery. No production is proposed within this building and will not store anything flammable. The only utility to service the building will be electric for lighting, which will be served from the existing transformer on site. The site design would reduce Page 28 of 42 the number of stalls on site by 2, but would still be more than what the current property owner needs. No HVAC units are proposed to be constructed for this building. Lighting will be provided on the west and north sides of the building to illuminate the immediate area around the overhead and entry doors. Please refer to the attached landscape plan for site plantings. This project is not proposed to have an increase in traƯic to and from the site. If you have any questions or concerns regarding this proposed development, please feel free to contact us. Respectfully Submitted, Jacob Rosbeck, P .E.
