Call to Order and Roll Call The meeting was called to order at 6:15 PM by Pres. Heckendorf. Members Present: Pres. Heckendorf, Parks and Recreation Director Tyler Mentzel, Bernadette Buser, and Larry Hamlin Members Excused: Police Chief and Interim Administrator Ryan Vossekuil Members Absent: None Staff Present: Clerk Jackie Schuh 2. Approval of Minutes for the Tourism Commission Meeting of October 15, 2024 The motion to approve Minutes for the Tourism Commission Meeting of October 15, 2024, was made by T. Mentzel and seconded by Pres. Heckendorf. Vote: 4 ayes, 0 nays. Motion carried. 3. Review of 2025 Revenues and Expenditures of Hotel/Motel Tax Director Mentzel reviewed the revenue and expenditure trends for 2025, noting the intent to utilize fund balance to close gaps as in prior years. Per Director Mentzel, expenses are anticipated for the Advertising Account and Village Tourism/Promotion Account from the Fall Festival of Fun and Christmas Tree Set-Up, Tear-Down and Lighting, and close monitoring of expenditures will result in meeting budget goals for 2025. 4. Presentations by Tourism Entities Kathy Meulemans, of Visit Washington County, distributed Visitor Guides to the Commission and gave an overview of some sections of the guide, including parks and events and the Jackson Community page. 2026 goals include increasing membership and finding additional ways to promote communities in Washington County. Per Ms. Meulemans, Visit Washington County is seeking a contribution of $6,000.00 from the Village of Jackson. Director Mentzel reported a plan to host music in the park every other week and to hold a three-day event, plus a softball tournament for Action in Jackson in 2026. 5. Review and Action on 2026 Budget for Hotel/Motel Tax Director Mentzel highlighted portions of the proposed 2026 Hotel/Motel Budget, noting a spike in revenues in 2023. Despite the revenue trend not continuing in 2024 or 2025, Director Mentzel presented a balanced budget with a fund balance maintained to at least $30,000.00. Per Commissioner Hamlin, the spike was the result of economic changes. The motion to recommend the Village Board approve the 2026 Hotel/Motel Budget, as DRAFT Page 2 of 13 October 14, 2025 Village of Jackson - Tourism Commission Meeting Minutes Page 2 of 2 presented, was made by Pres. We have not yet received revenue reports for the third and fourth quarters this year; however, we anticipate an increase from our current $23,110.72. The third and fourth quarter revenues should help close the gap and staff will continue to monitor and use fund balance when appropriate as has been the practice in recent years. The Community Events and Advertising Account, number 150-00-51100-395-001, will see expenses for Fall Festival of Fun and Christmas Tree Lighting marketing and communications campaigns. The Village Tourism/Promotion Account, number 150-00-51100-395-003, will see expenses for the Christmas Tree set up and tear-down, as well as street sign and light utilities and website management. We are monitoring closely as we may see final expenditures come in slightly above our budget numbers. Our web design will see two charges this year as we have shifted how the contract is managed. The current fund balance is $46,418.00 and we do not anticipate that dropping below our minimum goal for the account of $30,000.00. The trend did not continue in 2024 or 2025, where we saw things drop back to a more comparative number in $61,091.74 in 2024 and $53,181.72 in 2025. We do not anticipate a change in that trend in 2026, projecting $50,000 this year. As we continue to project an accurate budget number without impacting community events and tourism opportunities in Jackson, we are budgeting $60,000 in revenues for 2027. Analysis of expenditure account for the Washington County Tourism Support 150-00-51100-395-002 reflects consistent expenditures and would therefore remain at $6,000.00 for 2027. Similarly, the Village Municipal Promotion account 150-00-51100-395-003 has also reflected consistent expenditures and would remain at $24,500.00 for 2027. The largest change in expenditure was seen in the Community Events and Advertising account, number 150-00- 51100-395-001. This account will therefore be budgeted for $29,500.00 in 2027. In 2026, the significant decline seen in this budget was seen in support from the Village of Jackson – Parks and Recreation Department as well as increase sponsorship dollars from community sponsors along with efforts from the Friends of Jackson Parks and Recreation Department and Jackson Festivals, Inc. which is made up of the Jackson Parks and Recreation Department, Greater Jackson Business Alliance, American Legion, and Lady Auxiliary. There support will be crucial again in 2027 in ensuring the continued grown and success of community events and offerings. The resulting $60,000.00 in total expenditure will create a balanced budget to help maintain a fund balance of at least $30,000.00. THANK YOU! Page 11 of 13 Page 12 of 13 Page 13 of 13
