Action in Jackson Update
a. Financial Stat Pak
The second quarter has concluded, and everything appears to be right on track. You will see that Youth
League revenues appear low. This is because our Flag Football Program is the bulk of that revenue
account which takes place in fall. The revenue from the copy machine is not sent until the end of year so
that will be reflected later in the year. From an expense standpoint you will note that evening/weekend
wages are higher than expected due to some unexpected staff absences throughout the first two
quarters. The bulk of the special event expenses should be wrapped up so that accounts should also
stabilize over the remainder of the year.
b. Park Projects
i. JCC Expansion Project – The new ADA compliant cross walk has been completed. Thank
you to Jack and his team for their work to make it safer for our guests to access the
facility. Contractors are waiting on a few parts to wrap up door security and function.
Owner training has been scheduling for this month!
ii. SPLASH Pad Re-surfacing – Project was completed on time for the season and families
have been enjoying the opportunity to stay cool during the past few weeks when the
weather has been hot!
iii. Jackson Park Picnic Tables – 17 additional picnic tables have been ordered for Jackson
Park as part of a 4-year plan to replace picnic tables in village parks. 2026 will be the last
remaining year for this project.
c. Program Update
i. Current Programs: Currently we are running multiple programs. This includes piano
lessons (3), 2 pre ballet classes (6), Fitness drumming (6), cardio extreme (4), cardio lite
T/Th (10), Zumba t/th (8), yoga (12), pee wee tumbling (8), and pee wee t-ball/baseball
(25). Additionally, the co-ed sand volleyball league is underway with 8 teams registered.
Page 2
Currently, I am focusing on ramping up marketing for programs to increase registration
numbers.
ii. Upcoming Programs: Looking ahead for the rest of July and all of August we have some
programs to look out for. Pickleball Lessons will run on July 14th with 10 people registered.
Art Adventures Camp is scheduled to start on July 21st. This is a half-day art camp for kids
grades 3-6. It runs M-F from 9am-12pm for 1 week.
Kettlebell Fitness is also scheduled to start that week. This is a brand-new program that is
being offered by the community center in partnership with The Gym of West Bend.
August will see Pee Wee Football, Fitness Drumming, Parent/Child Cookie Decorating, and
the Red Cross Babysitter’s Training Course among others.
d. 2026 Event Calendar
Included in the attachment is a tentative event calendar for your review. You will see the return of
Music in the Park, a formerly popular event that will provide more opportunities for the community to
gather in our parks and enjoy live music and socialize with friends and family. Another thing to note is
a few new events including Touch-A-Truck and Preschool Prom coming in 2026. We are very excited to
be bringing these events to life along with our long-standing traditional events like Monte Carlo, Fish
Derby, Action in Jackson, Beer Gardens, etc. We will be working to finalize dates soon!
e. Action in Jackson Update
Action in Jackson was a huge success this year with most revenue generators (food, entertainment,
beer) bringing in higher revenues than in 2024. Thank you to all the volunteers who help make this
action-packed event happen in our community!
Jackson Festivals Inc. held a recap meeting in June and is excited to be bringing Action in Jackson back
to a 3-day event! We are planning new and exciting activities, entertainment and more. The event will
take place June 5
th – 7th in 2026.
One focus to help make this event happen is to provide more sponsorship opportunities to local
businesses. The sponsorship will be integral to the success of the event and can draw a lot of visibility
to local businesses.

Agenda Item #4
Cedar Run – Dog Park Project
Bid Review and Staff
Recommendation
In 2024, the Village Board approved a budget of $500,000 for the engineering and construction of
a dog park in Jackson. The Village subsequently entered a contract with MSA Professional Services
to conduct a feasibility study, determine the most suitable location, complete engineering plans,
and manage the project through the bid opening phase.
Following site analysis and coordination with Village staff, Cedar Run Park was identified as the
preferred location for the dog park. Bid openings for the project were held on July 2, 2024, and
two bids were received:
• Lowe Underground, Inc. – $217,614.10
• C.W. Purpero, Inc. – $310,458.00
After reviewing the bids, MSA recommends awarding the contract to Lowe Underground, Inc., the
lowest responsive and responsible bidder. Lowe Underground Inc. has been evaluated and
determined to be a qualified contractor capable of meeting the project’s scope and expectations.
Project Scope
The scope of work for this phase of the project includes:
• Installation of a perimeter fence around the park
• Tree removal and turf replacement to create open play areas for dogs
• Construction of mulched walking paths
• Creation of a separate, smaller fenced area for small dogs to be separated from large dogs
if desired

Project Timeline
• Start is anticipated to begin fall of 2025
• Substantial completion is anticipated by May 15, 2026
• Completion is scheduled for June 15, 2026
Project Funding
The project is being funded as part of the Capital Improvement Plan with GO Notes. The project
scope does not include amenities such as signage, park benches, or other park features. Village
staff are currently developing sponsorship opportunities to include such amenities which will
also be used to help with the project. Staff is also working with the Friends of Parks and Recreation
on additional fundraising and outreach efforts as part of the next steps in the project.
Recommendation
Staff recommend that the Village proceed with awarding the construction contract for the Dog
Park at Cedar Run Park to Lowe Underground, Inc., in the amount of $217,614.10, contingent on
final contract execution and approval of construction oversight services.

Agenda Item # 6
Membership Fees
In May, Park and Recreation staff presented the concept of implementing a nominal general
membership fee for all Jackson Community Center (JCC) users. At that time, a memo was shared
outlining the rationale and supporting data collected by staff.
Since that presentation, staff have continued to assess the feasibility and potential benefits of a
general membership fee. The primary objectives of such a fee would be to:
• Identify and track authorized building users to enhance security and safety for all guests.
• Offset staffing and maintenance costs associated with services provided at the JCC.
As part of this ongoing evaluation, staff have engaged in informal conversations with individuals
who utilize free services at the JCC. Feedback has been mixed. While some community members
expressed a willingness to pay a fee, others felt such a charge should not be required. That said,
most individuals understood the reasoning behind exploring this option.
After further consideration, staff have decided not to move forward with a general membership fee
currently. Instead, we will begin evaluating each service individually to determine whether it
should be categorized as a program or service. This approach will allow for more tailored and
equitable fee structures that better reflect the resources required to offer each component of the
JCC experience while providing the same level of security and safety the membership would
provide.
