Taking the lead in Washington County STAFF MEMO Village of Jackson Public Works To: Brian Heckendorf, Village President Jen Heidtke, Village Administrator cc: Village of Jackson Village Board From: Jack Straehler, Director of Public Works Subject: 2026 Eagle Drive Proposed Sidewalk Meeting Date: June 10, 2025 Background and Analysis: As part of planning for the proposed 2026 Eagle Drive reconstruction project, I want to bring to the Board’s attention a potential enhancement to the scope of work. The current project estimate is approximately $2.2 million, which includes full roadway reconstruction with, drainage ditching, a 5’ paved should and street lights. I propose that we consider adding a sidewalk along either the east or west side of Eagle Drive as part of this project. The additional cost for this sidewalk work is estimated at $150,000, not including land acquisition. The specific side would be determined based on where it is most practical and cost-effective to acquire the necessary right-of-way. For comparison, if sidewalk installation were deferred and completed as a standalone project in the future, the estimated cost would rise to approximately $350,000 plus land acquisition, due to mobilization and construction efficiencies lost outside of a full reconstruction. Including sidewalk installation during the planned road reconstruction offers both cost savings and long-term community benefit. Please let me know if you have any questions. JS Recommendation: I recommend the Board consider incorporating this addition into the 2026 Eagle Drive project scope and direct staff to move forward with obtaining an engineering services agreement. Taking the lead in Washington County STAFF MEMO Village of Jackson Public Works To: Brian Heckendorf, Village President Jen Heidtke, Village Administrator cc: Village of Jackson Village Board From: Jack Straehler, Director of Public Works Subject: 2026 WWTP Upgrades Meeting Date: June 10, 2025 Background and Analysis: As part of our ongoing review of the Capital Improvement Plan (CIP), we have updated the projected costs for the 2026 Wastewater Treatment Plant upgrade originally listed in the CIP at $5.3 million. Based on the most current estimates, the revised project cost is approximately $4 million: • Construction: $3,200,000 • Design & Engineering: $255,000 • Construction Engineering: $200,000 This updated projection represents a reduction of approximately $1.3 million from the original CIP estimate. Additionally, the 2025 Wastewater Treatment Plant UV Disinfection Tertiary Filter project, originally budgeted at $5.7 million, is now projected to come in at around $5.2 million—roughly $500,000 under budget. The project is also ahead of schedule by approximately six months, with final completion expected in July 2025. Please let me know if you have any questions JS Recommendation: No action necessary
