CDA Chairman Memo
To: CDA Members
From: Joe Chrnelich
Re: Preparation for Next Meeting
Date: September 30, 2026
Dear Members,
First, please accept my thanks for your vote of confidence as your new Chairman. I’m
honored and hope to validate your decision in the months ahead.
As you’re now aware, our next meeting is approaching fast. As you can see in the
agenda, the main topic will be activation of the East Wisconsin Avenue project as
envisioned by the UWM master plan. Given that the master plan is now 3.5 years old,
our first step will be reviewing the work to identify areas that may need updating based
on changes occurring over the last 3.5 years. We will also seek to decide upon one
architectural style based on options provided for purposes of structural consistency.
Preparation: Before we meet, I’d ask that each of you review the UWM Master Plan
and especially the (3) architectural style options for residential structures. Rank them (1-
3), based on your preference. Note that we have a fun process to use that hopefully will
help us arrive at a consensus. If there are areas you feel warrant reconsideration,
adjustments or new concept considerations, we can discuss those as well.
In general, we should consider this meeting as more of a working session and as such,
it will likely run 1.5 hours vs our desired 1-hour allotment.
I look forward to seeing you and having a very productive meeting focused on our first
major assignment. Cheers, Joe

PROJECT SUMMARY
The City of Oconomowoc wants to build on the success of their downtown core. The project site,
situated east of the core, serves as a gateway into the downtown. The project goal was to determine
site constraints and housing development strategies for vacant and underutilized properties. Site
access, parking, programming, and floodplain constraints were identified. Community Design
Solutions (CDS) developed three master plans that include mixed-use apartment buildings,
townhomes, and single family homes. The options vary based on density and housing types.
Plan features include: improved pedestrian realm, increased density, individual housing nodes, and
an activated the streetscape with public spaces and active ground floors along Wisconsin Avenue.
