Committee Business
a. Discussion on 2027 Budget Priorities and 2026-2027 Strategic Plan Update
Finance Director Hatton explained the session would begin with hearing budget priorities from the
alderman to capture Council priorities as department heads prepare to bring their budgets forward.
Spiegelberg supported revisiting membership in the Waukesha County Center for Growth and
continued funding at the 2026 levels for Silver Streak at $6,000, weekly meals at $12,500 and
Senior Center at $6,000. She also supported increasing communication to citizens.
Schellpeper would like to add streaming of committee meetings and video recording to connect with
the minutes and agendas to enhance city government and the Mayor also expressed his support.
Schellpeper indicated he received some answers on the body cam grant value. He also has heard
concerns with the cost for WLFD administrative headquarters from the public and would also like
more robust communication to be added for citizens when things impact a neighborhood.
Aultman Kloth would like to look at beach wrist bands and how it would impact budget for them to be
free for students or Oconomowoc School District students considered a resident. She supported
replacement schedule improvements for police department vehicles and supported the overpass
engineering and design over Hwy 67. She suggested there may be funds freed up with a grant from
the Lisbon Road project.
Ellis expressed interest in budgeting more for safety and officers and the possibility of Fire
administration being housed within the Police Department. Police Chief Pfister wanted to continue
to evaluate their staffing needs as growth impacts their department and also are proposing
remodeling the unused clerical space for a new squad room. Fire Chief Bowen said they will go
through partnerships and options they are reviewing at the upcoming joint owners meeting
regarding the administrative space.
Mayor Rosek outlined his budget priorities that include the Highway 67 Bypass, downtown parking,
library, a City yard waste site, and improvements to the alleyway across from the Chamber. With
the funds from his waiving health insurance, he would like to use those to fund downtown benches
and garbage containers, completing the Splashpad, and adding electrical for the remaining trees to
be lit up for the Christmas season.
