The municipality is required to certify the library tax rate. This action takes place in the fall, after the state releases its official Equalized Assessed Values in mid-August. The library board must also certify the library’s compliance with various standards. The standards letter and compliance form for the board’s review and approval is included in your packet. B. Consider/Act on Approving Capital Budget Request Capital requests consist of projects exceeding $10,000 scheduled for completion in 2027. I recommend the Library Board approve a $156,000 capital request for the start-up cost of the Satellite Branch project. Please note, the plan is this project will be fully funded through donations. DIRECTOR’S REPORT Communications Waukesha State Bank was at our library on April 23 at 4 pm to give wonderful prizes to our patrons in honor of Community Banking Month. Friends of OPL The Friends Book Sale was April 17-19, 2026. Library Trustees are dues-free members of the Friends, and were welcome to shop the members-only sale, which was Friday, April 17 from 4 to 6 pm. Personnel/Continuing Education New Youth Services Assistant Jess Englebrecht is doing great. She is officially trained and doing programs and working reference on her own. 6 Lizzie Brazelton attended the virtual Power Up Conference through UW Madison. This conference is for youth services managers and staff. We have teamed up with our friends at Journey 21, Inc. to start our new Confidence and Conversation Club—an inclusive, community-centered program where teens and adults of all abilities enjoy light movement, independent reading, and supportive group sharing. Each session builds confidence, communication skills, and meaningful connection in a warm, welcoming environment where every voice matters. Our first session was incredible, and we can't wait until our next session on April 28. We will explore Community and Connection, focusing on what it means to be part of something bigger than ourselves. Participants will discuss positive ways to engage in the community such as volunteering, joining sports or activity groups, and being an inclusive peer. Through structured Turn and Talk conversations, interactive games, and a partner craft, we will practice turn-taking, active listening, and including others while continuing to build confidence and communication skills. Confidence and Conversation Club is intended for ages 15 & up. We've got some very fun spring programs and events for OPL, including: 1. Anna Katter is working hard to launch our seed library and getting everything all set up for it! The Seed Library is a collection of open-pollinated and heirloom seeds that you can borrow to plant and grow at home. Our seed collection depends on donations and seasonality. You’ll see different seeds available at different times, so check in frequently to see what’s available. Our Seed Library was started thanks to a generous donor. How It Works • No check out needed. • Choose the seeds you would like – no limit! • Plant them at home. • Harvest seeds from your mature plants. • Donate your seeds back to the Library to share. Donating Seeds • Donate seeds at the Checkout Desk in a labeled package along with your name and contact information. • Donations can be store bought or self-harvested (see Collecting Seeds below). • We can only accept heirloom or open-pollinated seeds. Collecting Seeds • Seeds are usually ripe about two months after the plants have flowered. • Harvest flower seeds when they are “ripe”. • Collect seeds when the plant is dry, not during wet weather. 7 • Allow the seeds to dry further by spreading them out on a paper plate or paper towel in a warm, dry location. • Once they are completely dry, the seed should be cleaned. • If they are in pods, remove the pods. If they are in seed heads, rub them between your fingers until they are broken apart. Remove the chaff. • Store the seeds in a labeled paper envelope in a sealed glass jar. • Store all seeds in a cool, dry place. • Keep seeds for only one year to improve germination results. We are continuing our Thriller Book Club, and have added a "Book Club" Book Club, which focuses on the different celebrity book club books; an America 250 Book Club, which celebrates our 250th anniversary and dives deep into American history; and our Reading Women Leaders Book Club, which focuses on different women leaders and celebrating their lives and accomplishments. Teen Volunteer Applications Have launched for Summer Library Program. Be Part of Something Amazing: 2026 Summer Library Program Volunteers Needed https://www.oconomowoclibrary.org/summer-library-program-volunteers/ We do a monthly reading challenge for all ages. The reward is a Beardie Buck which is good for $1 at the Friends of the Library Book Sale. May will be our last month of the monthly challenge before the Summer Reading Challenge starts. Now that it's warming up, we will be welcoming Louie the Pug back to the library for more Paws to Read! Clementine has started doing Dragon Tales this year, and will continue to do so throughout spring. Programming Youth Services Librarian Lizzie Brazelton and Special Services Coordinator Jennie Fidler had so much fun visiting our friends at Meadow View Elementary School and celebrating Read Across America Week! NEW BUSINESS A. Now the board must consider/act on approving the documents retroactively. Kate Kennedy moved to Approve 2025 State Annual Report and Statement of System Effectiveness. Budget 2027: I have begun the 2027 budget planning process with Bridges staff. We held a mini- strategic planning session on May 7th to discuss trends, needs, and the library landscape. Adjacent County Reimbursements: Adjacent county reimbursement requests continue to flow in from different counties. I am verifying these requests and inputting them to submit to Waukesha County and Jefferson County for their 2027 budget processes. The statutory deadline is July 1st. If a library hasn’t yet made their requests, this is a reminder that the deadline is approaching. Having the requests filed early is helpful as budget processes are starting. Waukesha County Minimum to Exempt Standards (2026 Process): The annual library minimum to exempt standards calculations were sent to Waukesha County libraries on May 8th. Using information from each library’s 2025 annual report, an overview is provided to library boards related to their specific minimum to exempt requirements. The requirements are based on the current 2022-2026 plan approved by the Waukesha County Board. Each library board must certify they will meet their requirements in 2026 as a part of the Waukesha County library tax exemption process. The certification is due back to the library system by August 31st. These minimum to exempt standards are an additional requirement in Waukesha County only. Details for the 2022-2026 plan can be found here. Mobile App RFP: The Mobile App committee has been meeting. I will attend the vendor interviews on May 18th. Waukesha County Act 150 Process: The proposed 2027-2031 Waukesha County Services Plan was submitted to the County and has been placed on the County’s Executive Committee and Finance Committee agendas and is prepared to go on the County Board’s agenda in May. Continuing Education: I attended the Wisconsin Association of Public Libraries (WAPL) Conference April 27th-29th, as well as a System and Resource Library Administrators Association of Wisconsin (SRLAW) meeting. On May 4th I attended a webinar on Memory Cafes held by WLA’s Outreach Services Roundtable. On May 6th I attended a de-escalation training facilitated by NAMI and held at the New Berlin Public Library. Library Visits: I visited the Johnson Creek Public Library on April 13th to facilitate a communication training for their staff inservice. I visited the Menomonee Falls Public Library on April 15th to present to their library board. I visited the Powers Memorial Library (Palmyra) on April 24th to tour the building with the State Librarian. 15 Kelly Nelson – Coordinator of Library Development Library Visits – In April, I visited the Hartland Public Library to share what I do and learn a little more about the library. Access For All: A Day of Learning Angela Meyers and I recently collaborated with Journey21 in Oconomowoc to provide a full day of learning for library staff focused on serving adults with intellectual and developmental disabilities (IDD). Journey21 is an organization dedicated to providing education, employment skill development, and social opportunities for this population. The event was held at Journey21 and featured sessions on understanding IDD, the library’s role in serving this community, addressing challenging behaviors, highlighting programs libraries are already offering, and brainstorming future initiatives. Staff left with a stronger understanding of this underserved population and new ideas for expanding library programming to better serve them. SEWI All Ages Programming Meet-ups – I held two SEWI-wide programming meetups in April, focusing on All Ages and Intergenerational Programming. This is a topic that I was inspired to talk about after seeing a similar learning session at last fall’s WLA conference. Meetups were held at the Dwight Foster Public Library in Fort Atkinson and Cedarburg Public Library. 29 library staff members serving a variety of ages attended the meetups and came away with many new ideas. PLA Conference – I was able to attend the Public Library Association Conference held in Minneapolis at the beginning of April. This was my first time attending a national conference and I was blown away by the number of exciting learning sessions. I was able to attend sessions in a variety of areas from staff culture and management to programming for older adults and adults with IDD, to the library’s role in artificial intelligence. I’m looking forward to bringing some of these topics to our libraries. Upcoming 2026 Events  SEWI Libraries De-Escalation Skills Workshop – Presented by NAMI Southeast Wisconsin, May 21, 1:30-3:30 pm, Mukwonago Community Library  WI Library Buildings & Spaces Webinar – New Libraries, Shared Spaces: Developing Mixed-Use Library Facilities, May 28, 2–3 pm Journey21 staff members, Dr. Sarah Scherwinski and Heidi Hamilton, led library staff in an engaging discussion on challenging behaviors they might face when working in a library. 16 Professional Development  Navigating Disability in the Workplace: Autism Focus – Webinar from Department of Workforce Development Angela Meyers – Coordinator of Youth and Inclusive Services Youth Services  Coordinated and facilitated a Teen Think Tank meeting at Dwight Foster Public Library in Fort Atkinson, bringing together staff from eight libraries.  Supported member libraries in preparation for the 2026 Summer Library Program by conducting outreach to businesses and community organizations to secure prize incentives for participating youth. This year, I obtained four new sponsors, including three in Jefferson County and one in Waukesha County.  Met with two youth services staff members this month, including a newly hired full-time youth services librarian, and conducted a check-in with another library as part of my 2026 goals. Inclusive Services  The Library Memory Project was featured on What’s on Tap with Sandy Maxx.  Participated as a panelist in a Wisconsin Library Association Outreach Services Roundtable webinar on memory cafes.  Participated in a Waukesha County Technical College Career Readiness Advisory Board meeting with GED/HSED providers and partner agencies serving the Waukesha County Jail. Bridges Library System was recognized for providing recreational reading materials to the jail population.  The 3rd Annual Spring Family Day will be offered through the Library Memory Project at Dwight Foster Public Library in Fort Atkinson on Sunday, May 17, 2026. This partnership event includes Jefferson County libraries and the Aging and Disability Resource Center of Jefferson County. Professional Development Completed KnowBe4: Quarter 2 security training; attended the Wisconsin Association of Public Libraries (WAPL) Conference; and participated in Rolling with Change in the Workplace (Waukesha County’s Standards of Service Excellence certificate program) 17 Emily Heller – Public Communications Coordinator Tracks in the Stacks Bigfoot Hunt I’m thrilled to have all 24 member libraries joining the hunt! All materials have been ordered and will be put into delivery next week. The event will run Monday, June 1 – Friday, August 21, 2026. Participants will learn something unique about the library they are visiting when they locate the bigfoot and read the poster. Get the details: https://bridgeslibrarysystem.org/bigfoot/ Web Accessibility Project Good news! There has been an extension of the accessibility compliance dates from the Department of Justice.  Population 50,000+ was extended to April 26, 2027  Population less than 50,000 was extended to April 26, 2028 Even with the extension, I encouraged libraries to continue with their edits and remediations. Spring Marketing Meetup I will be hosting a Virtual Marketing Meetup on May 20 to talk about digital accessibility for social media platforms best practices. Earth Day Celebration Outreach I attended the Earth Day Celebration event at Retzer Nature Center on Saturday, April 25. We spoke to about 50 people and had an interactive photo station that families enjoyed. Nearly every visitor to our table was a patron of a Bridges member library! I also connected with the Waukesha County Green Team about solar power presentations for libraries and patrons. Summer Library Program Bridges Summer Library Program webpage has the schedule of all the performers being sponsored by Bridges for reference by patrons and staff again. It has been set-up as an accessible document on the webpage. I am also working on creating and scheduling sponsor thank you social media posts. Each department and elected official had time to share what their top priorities are for the coming budget year. 1. Expand our Digital and Print Collection Given the rising patron demand for our digital resources, we must reallocate additional funding to this area. Consequently, we require an expansion of our overall collection budget. 2. Replacing our Public Computers Public computer access is a vital service for our community, yet our ten current workstations are over a decade old and struggling to keep pace with demand. Replacing these computers is essential to maintaining the quality of service our patrons rely on and ensuring our library continues to provide equitable access to technology. BUILDING/FACILITIES We will be getting new railings installed at our front entrance by the end of the year. FRIENDS OF OPL Friends of OPL have a great swag shop. https://www.bonfire.com/store/your-opl-library-swag-store/ They had a Board of Director’s meeting on May 4. Their next meeting is August 3 at 6 pm. PERSONNEL/CONTINUING EDUCATION Terri Kroll, one of our reference librarians, is cutting back hours, so we will be posting for a part-time reference position. PROGRAMMING Tracks in the Stacks Bigfoot Hunt is ready to join your summer fun! The hunt will run Monday, June 1 – Friday, August 21, 2026. 20 Like in previous years, the hunt will encourage people to visit member libraries to find the friendly bigfoots and earn chances to win prizes. This year’s goal is to add some additional marketing and promotions opportunities with the “Did You Know” information shared on the Bigfoot posters. We also hope the friendly bigfoots and cute footprint stamps appeal to our younger fans. By encouraging participants to visit multiple library locations, we aim to increase awareness of the variety and uniqueness of libraries throughout the system. Stay tuned – you “Did You Know” bigfoot poster drafts will follow this email for your review! Key features this year: • Participants are invited to visit libraries across the system in search of friendly Bigfoots and collect footprint stamps along the way. • New this year, participants can also enter to win at each library they visit. That's up to 24 chances to win. • Libraries can choose whether to run the event as fully self-service or have staff manage the stamper and entry forms. • Maps do not need to be verified this year, since players may enter to win at each library location. Repeat entries at library locations will be weeded out before the drawing for winners. • The last day to complete the hunt and submit entry forms is Friday, August 21, 2026. • Member libraries will return all entry forms and boxes to my attention Bridges on Saturday, August 22, 2026. You may also send back entry forms throughout the summer if you wish. • Winners will be selected randomly on September 1, 2026, by Bridges Library System staff and will be notified via email and/or phone. Lizzie Brazelton has been very busy this month with library visits to the local schools, promoting summer reading. Our Summer Reading Program begins on June 8. Board members are invited to participate and can earn up to two books and two sets of coupons to local businesses. Our programmers are working hard to finalize summer reading plans, including programs, prizes, volunteer orientation, and more! 21 Calculation of Minimum to Exempt Standards The data used in the calculation of each of the Waukesha County numeric Minimum to Exempt Standards is included below. Exemption from the county library tax, therefore, includes two distinct actions. The municipality action required is a certification of its library tax rate. That process begins when I send out a communication to the municipality after the state releases its official Equalized Assessed Values in mid-August. The library action requires the library board to review the information in this letter and certify the library’s compliance with the various standards by completing the form beginning on page 2 of this document and returning it to the Bridges office by August 31, 2026. The Waukesha County Board approved the current county library standards in April 2022. Information about the current plan is available here: https://bridgeslibrarysystem.org/waukesha- county-planning-committee-2016-act-150/. There are numeric Minimums to Exempt as well as Quality Assurance Items in the standards. This letter includes your library’s specific standards- related requirements under the current plan. If the 2027-2031 Waukesha County Library Services Plan is approved by the Waukesha County Board, then those standards will go into effect for the 2027 standards process. Please complete the documentation on pages 3-4 and then complete the Library Board Certification of Eligibility for Exemption from County Library Tax on page 5. Please scan and send all pages (with signatures on page 5) to the Bridges office via email by August 31. This form constitutes your library’s certification for compliance with the library standards portion required for exemption from the Waukesha County library tax levy. Thank you for providing outstanding library services to the citizens of Waukesha County! 23 2 Step 1. Review your Library’s Library Service Effort Ratio (LSER) Calculation There is a provision in the Waukesha County Plan that allows a library to qualify for the exemption without meeting the Minimums to Exempt. If a library can demonstrate its ability to provide for most of the needs of its own resident by reaching its targeted Library Service Effort Ratio (LSER), it is allowed to exempt from the county library tax without meeting the numeric Minimums to Exempt. The LSER is calculated as follows:  Lending by your library to your own residents: 150,402  PLUS lending to other library community’s residents: 15,363  DIVIDED by total circulation by your residents at all county libraries: 169,895 Your library’s LSER is shown in Table 1 below. Table 1. Oconomowoc’s Library Services Effort Ratio (LSER) Eligible for Exemption Based on LSER? Target Actual Pass? 90% 97.57% YES If your LSER ratio is higher than your listed target rate, you will see a “Yes” in Table 1 above and may skip to step 3 on this form. Please note, even if there is a “Yes” listed above, you are encouraged to complete step 2 for the purposes of assessment. However, if your LSER is higher than your required target, step 2 is not required for the purposes of meeting the minimum for the standards portion of the county library tax exemption. If there is a “No” in Table 1 for your library, you must complete step 2. All libraries must complete step 3. Step 2: Compare your Library’s previous year’s data to your Library’s Minimums to Exempt Please review the data below gathered from your library’s 2025 state annual report and indicate whether your library will meet its minimum requirements in 2026. Please circle “Yes” or “No” in the last column in Table 2. (Completing this table is required if LSER = “NO” in step 1.) 24 3 Table 2. Review and Report on Quality Assurance Standards for Oconomowoc Public Library Review each item and circle “Yes” or “No” in Table 3 below. Please attach narrative for any items for which the library circles “No” and describe steps planned to address the area(s) of non-compliance. Note: For each item in tables 2 and 3, libraries are able to select “No” one time during the annual certification process for the five-year planning period. If your library has circled “No” for an item in a previous year in tables 2 or 3, circling “No” a second time for that same item may result in the loss of ability for the municipality to exempt its residents from the county library tax. 26 5 Library Board Certification of Eligibility for Exemption from County Library Tax I certify that the library board’s responses related to the Minimums to Exempt and Quality Assurance Standards were approved by the library board and reflect the library’s plan of service for 2025. A staff member would visit the site once per day to deliver patron holds, collect items from the book drop, and tidy the space. This daily visit is expected to take 2 to 3 hours, and the associated staffing costs would be covered within our current budget. Aside from this daily check-in, the library would not be staffed. Patrons would receive authorized access and would enter the space using their library card along with a unique access code. The second location would expand access to library resources for residents on the east side of the city, especially those forwhom transportation, time limitations, or mobility challenges make visiting the main library difficult. By placing materials, technology, and pickup services closer to where people live and work, the satellite branch would reduce barriers and make library use more convenient and consistent. This increased accessibility is expected to draw in new users and deepen engagement with existing patrons, strengthening our role as a community resource hub. As more people place holds, borrow materials, and use the space, we anticipate a rise in circulation—an outcome that can positively influence our county funding. The satellite branch also enhances our visibility and presence in a rapidly developing part of the city. It positions the library as an active partner in the growth of Pabst Farms and reinforces our mission to provide equitable access to information, learning, and enrichment forall residents. Wingspan has offered us a location for $1 per year for the next ten years. I have been working with our finance team on the pro forma, with Demco on furniture planning and cost estimates, and with Bibliotheca on the Open+ Access system, which would allow patrons to enterthe building using their library card and a unique access code.
