Architectural Commission Meeting Minutes
March 4, 2026
Chairman Flint called the meeting to order at 4:30 pm.
Members Present: Otten, Flint, Krogstad and Schulz
Members Absent: Johnson
Staff Present: Weber, Gallo, Frye and Dehnert
2. Approve minutes of February 4, 2026: Motion by Otten to approve the February 4, 2026 minutes; second by
Flint. Motion carried 3-0-1 (Krogstad abstained).
3. WIS-PAK - Consider/approve a special exception for signage at 970 Blue Ribbon Circle N: Weber
explained the applicant is looking for approval of a monument sign and a wall sign to be located on the screening
on top of their building which requires a special exception due to its size. Staff believes the sign on the top should
be even larger for visibility on I94. Weber noted, however, that she received a letter yesterday from the Southwest
Business Park at Pabst Farms Owners Association which agree with the sign on the building as proposed but no
larger. Based on this letter, Weber recommended approval of the sign as proposed. The applicant, Lindsey
Mickelson, explained the sign as proposed will be readable and the business does not want it to be any larger.
Motion by Flint to approve a special exception for signage for WIS-PAK at 970 Blue Ribbon Circle N as presented;
second by Krogstad. Motion carried 4-0.
4. Rakowski Residence – Consider/approve a façade update at 216 N Lake Road: Weber explained this
property is located in the Isthmus District which requires all exterior alterations must be reviewed by the
Architectural Commission. The proposed project includes adding portico’s over both entrances on the front
elevation; replacing the siding with an update to the color; and updating the back deck. Weber recommended
approval. The applicant, Adam Landwehr of Elegant Exteriors, provided samples and colors. He intends to use a
Terra Brown LP smart siding and Snowscape White LP Smart Side trim (which mimics cedar); is not replacing the
windows and getting away from the fluted corners; will be keeping the flower boxes; the light sconces are being
replaced with lights that shine down and a canned light over the entrance; the hot tub on the back deck will be
removed; replacing the deck boards with composite and the railing with an aluminum Bronze Powder coated cable
rail system on both levels; accent lighting in the stairs and post lights in the lower level; the soffit is to be stained
Chestnut; and the lower level repainted to match the deck. Members suggested that the deck boards be a darker
color or the same color as the soffit; and overall liked the changes. Motion by Krogstad to approve the façade
update for the Rakowski residence at 216 N Lake Road as proposed; second by Otten. Motion carried 4-0.
5. Reports and comments from the City Planning Department:
Weber explained the deadline on the noncompliance issue at Winnesota was March 1. Staff did a site visit earlier
this week and found they had changed out the coping and repainted the downspouts as required. Weber also
thanked Schultz for 28 years of service on the Architectural Commission.
6. Reports and comments from the Architectural Commissioners:
Members thanked Weber for all her work for the Architectural Commission and wished her well in the future.
7. Adjourn: Motion by Flint to adjourn at 5:03 pm; second by Schultz. Motion carried 4-0.

Item #3 – Dunkin’- Updated Façade Update
The Applicant is requesting approval of a façade update located at 427 E. Wisconsin Avenue
Background
The Dunkin’ located at 427 E. Wisconsin Avenue originally obtained occupancy on May 22, 2014,
with plans approved in September of 2013. The site is zoned MC, Mixed-Use Commercial District.
The applicant approached the City with new architectural renderings and a new sign package in
April of 2026, to enhance the façade and to update the signage to align with the current brand.
Scope of Work
The application for the project discusses an interior and exterior remodel to the existing building.
The scope of work for the exterior shows façade enhancements including updated building
materials, revised color schemes, new brand finishes, and installation of new Dunkin’ signage.
Building Materials
• East Elevation- The existing brick and stone on the base and toward the south elevation will
remain and be painted. The existing siding will remain and will be painted to match the
wood siding. All existing EIFS will be repainted to refresh the building.
• West Elevation- The existing brick and stone will be painted grey to match east elevation.
New EIFS panels with “Y” Reveals will be added to the existing building with the Dunkin’
logo. The remaining façade will be painted with the new branding colors.
• North and South Elevation - The front (north) façade will be repainted to align with the
current Dunkin’ brand. That includes the existing brick base, wood siding, end caps, and
awnings. The south façade is made primarily of brick, which will be painted grey to match
the rest of the brick/stone around the building.
Signage
The Applicant is looking to update their signage to the new Dunkin’ branding. This includes
removing the logo with the coffee cup and replacing it with Dunkin’ on the North and West
elevations. They will also be adding a “Oconomowoc Dunkin’ logo on the new EIFS panels on t he
West Elevation. The applicant will also be updating the current pylon sign and the drive thru
wayfinding signs.
Sign Permits Required: If the signage is approved by the Architectural Commission, the applicant
can continue through the online portal workflow for the sign permits. There is a separate building
inspection required permit for each sign.
Recommendation:
Approve the façade improvements and signage located at 427 E Wisconsin Avenue , with the
following considerations:
Architectural Commission Meeting Background
May 6th 2026 – Page 2
• Building Materials- The Applicant to provide building material samples for the meeting.
• Building Colors- Commissioners to determine if the building colors are appropriate for the
update.
• Dumpster Enclosure- Commissioners to determine if the dumpster enclosure needs to be
updated to contain the two trash receptacles.
Item #4 – Jersey Mike’s Subs
The Applicant is requesting approval of a variance to the restaurant signage plan located at 1350
Penny Lane
Background
Jersey Mike’s Subs recently opened as part of the Pabst Farms retail space located at 1350 Penny
Lane. The Pabst Farms development required the submittal of a Master Sign Plan (MSP),
however, window signs were not mentioned as part of the MSP , therefore the regulations revert
to the sign zoning code. City code states that window signs shall not exceed twenty-five (25)
percent coverage of the total window area (Section 17.603 (1)(h)). The applicant is requesting a
special exception to allow for the retention of the full window graphics but is open to the 25%
coverage plan with additional clarification.
Signage
Jersey Mike’s is looking to receive permission to allow for the full coverage window signs that are
currently up at their location at 1350 Penny Lane. The windows that have signage are currently
covered from top to bottom with Jersey Mike’s logo and pictures of sandwiches and drinks. Besides
the window signs, Jersey Mike’s currently has three wall signs, a feather sign, and a temporary
banner sign. The current window signs exceed the twenty-five (25) percent coverage allowed per
city code.
Recommendation:
Deny the special exception request for Proposal 1.
Approve Proposal 2 to allow for a maximum of 25% coverage for each window in the tenant
space. The code states window signs should not exceed the 25% coverage of the total
window area. This means each individual window, not the total area of all windows.
Item #5 – BP Gas Station
The Applicant is requesting approval of the Master Sign Plan for BP located at 1004 Summit
Avenue
Background
The BP gas station is requesting approval of a Master Sign Plan (MSP) for the two separate tenant
spaces, including the anchor tenant located at 1004 Summit Avenue. The property is zoned GC,
General Commercial. The intent of the M SP is to update the placement, lettering style, color, and
related design. Unit A is the BP gas station and Unit B is Pub Summit 16.
Architectural Commission Meeting Background
May 6th 2026 – Page 3
Signage
Unit A- The BP gas station occupies this space currently. The MSP shows the existing monument
signs located at the northeast and south corners of the property which will be updated to match
the current corporate branding . BP will be updating the canopy signs to meet the BP branding
standards. BP is also looking to add a wall sign on the east facing façade of the building.
Unit B- Pub Summit 16 will be adding a primary wall sign on the west and east facing façade of the
building. They are also looking to add a tertiary wall sign on the south side of the building. The
applicant is also looking at adding a secondary wall sign to both the south and north facing façade.
Pub Summit 16 currently has a small multi-tenant sign on the existing south monument sign.
Recommendation:
Approve the Master Sign Plan for 1004 Summit Avenue with the following
recommendations:
• All signs at these locations require review and approval of sign permits.
• Remove all access signage that is not related to the businesses, including the small
dual post sign between the gas pumps and the signs promoting reward programs
for other unrelated businesses.
• Consider removing the parked food truck on the south side of the lot, which is does
not show any license plates or business names.
• Applicant must come back to the Architectural Review Committee if any new signs
are proposed in order to meet the sign code.
Item #6- The Social
The Applicant is requesting feedback from the Architectural Review Commission for an indoor
recreation establishment at 1340 Snyder Way (previously 965 Cannon Gate Road)
Background
The applicant is looking to obtain feedback from the Architectural Review Committee for the
property at 1340 Snyder Way. They are looking to redevelop the existing building into indoor
recreation establishment. The existing building will be remodeled in th e interior and exterior and
some additions will be added on the east facing side of the building. A combination of materials
consisting of metal siding and decorative accents and features will be added to the building. The
Social will offer pickle ball courts, bowling alleys, axe throwing, mini golf, food, games, and more.
Recommendation:
There is no action to be taken at this time. The applicant is looking for comments and
feedback from the Architectural Review Committee.
Architectural Commission Meeting Background
May 6th 2026 – Page 4
Item #7- Fox Communities Credit Union
The Applicant is requesting feedback from the Architectural Review Commission for a new 4,300
sq. ft. Credit Union located at 1283 Olympia Fields Drive
Background
The applicant is looking to obtain feedback from the Architectural Review Committee for the
property at 1283 Olympia Fields Drive. The building will be made primarily of brick and stone veneer
with timber accents. The building will also feature a central spline element with a pitched metal roof
and clerestory glass. Lighting will be integrated around the building to illuminate the brand blue
color. The applicant is proposing two drive-thru teller lanes and one ATM lane.
Recommendation:
There is no action to be taken at this time. The applicant is looking for comments and
feedback from the Architectural Review Committee.

Project Narrative – Dunkin’ Remodel
This project consists of the interior an d exterior remodel of an existing Dunkin ’ restaurant to align with current brand
standards and improve overall customer experience, operational efficiency, and accessibility. The project does not
propose any changes to the building footprint, site layout, or land use.
The scope of work includes renovation of the dining and se rvice counter. Interior upgrades will feature new finishes,
furniture, lighting, and updated décor cons istent with Dunkin’s latest design pr ototype. The ordering area will be
reconfigured to improve customer flow and accommodate modern ordering methods, including mobile and pickup
integration where applicable.
Additionally, the scope of work includes exterior façade enhancements and minor site element updates. Exterior upgrades
will consist of new brand-compliant fini shes, updated building materials, revised co lor schemes, and installation of new
Dunkin’ signage. These improvements are designed to enha nce the visual appearance of the building and strengthen
brand identity while remaining compatible with the surrounding area.
The existing drive-thru will remain in it s current configuration, with no expansion or modification to traffic circulation.
Minor updates to drive-thru elements, such as menu boards, height limitation bar and canopies, will be minimal and
consistent with the overall architectural design.
Site elements, such as directional signage and pavement graphic arrows are to be upd ated to match current brand
standards. Landscape and site lighting are not included in this scope of work and will remain as existing with no proposed
modifications.
Overall, the design of this remodel is to refresh the building interior and exteri or appearance and maintain operational
efficiency. The Proposed improvements will provide a modern design appearance while main taining compatibility with
the surrounding properties and existing site condition.

Architectural
Window
Graphics
and
Code
Clarification
1. Project Objective
The objective of this project is to establish comprehensive architectural graphics that highlight
the
business
in
a
professional
and
sophisticated
manner.
These
graphics
are
specifically
engineered
to
provide
aesthetic
coverage
for
the
structural
elements
of
the
building
where
spandrel
glass
is
utilized.
This
ensures
a
clean,
uniform
exterior
that
prevents
the
visibility
of
internal
building
infrastructure,
maintaining
the
high
architectural
standards
of
the
Pabst
Farms
district.
2. Proposal 1: Retention of Current Graphics (Full Coverage)
We formally request the ability to maintain the current window graphics as full coverage. This
proposal
is
based
on
established
district
standards
and
the
specific
architectural
needs
of
the
building:
● District Precedent: Several established businesses within the immediate Pabst Farms
area
currently
utilize
full
window
coverage
to
maintain
brand
identity
and
professional
appearance.
Notable
examples
include
Sport
Clips,
AT&T,
and
Rosati’s
.
(Refer
to
attached
Exhibit
A
for
photographic
evidence).
● Equal Treatment: We seek to be treated with the same regulatory considerations as
these
neighboring
businesses.
Granting
this
proposal
ensures
visual
and
administrative
consistency
across
the
district.
● Structural Integration: Because these graphics are applied to spandrel glass (intended
to
hide
the
space
between
floors
or
structural
components),
full
coverage
is
the
most
effective
method
for
preserving
the
building’s
visual
integrity.
3. Proposal 2: Alternative 25% Coverage Plan & Code
Clarification
We are committed to adhering to all regulations set by the City. We understand that the current
City
Code
mandates
a
limit
of
25%
coverage
for
window
signage.
However,
the
code
does
not
explicitly
specify
the
method
of
measurement.
We seek formal clarification on the following: 1. Individual Basis: Is the 25% limit calculated per individual glass pane?
2. Aggregate Basis: Is the 25% limit calculated based on the total combined square
footage
of
all
windows
within
the
tenant
space?
Economic Impact: Clarification on this point is vital. An aggregate calculation would allow for
the
professional
adjustment
of
existing
graphics
to
meet
the
25%
threshold,
ensuring
a
high-quality
finish
without
the
significant
economic
burden
of
a
complete
removal
and
re-installation.
4. Conclusion
Our goal is to remain in full compliance with City Code while maintaining a professional
presence
that
aligns
with
the
established
look
and
feel
of
the
Pabst
Farms
area.
We
look
forward
to
your
guidance
on
these
points.
