1 Committee-Of-The-Whole - May 05, 2026 City of Oconomowoc Committee-Of-The-Whole Meeting Minutes May 5, 2026 - 6:00 PM Aldermen Present: Erik Jungwirth, Zachary Frankowski, Jennifer Aultman Kloth, Kevin Ellis, Karen Spiegelberg, April Welch, Charles Schellpeper Also Present: Matt Rosek, Stan Riffle, Mark Frye, Gina Kozlik, Eric Boettcher, Robert Duffy, Kevin Kaari, Jason Gallo, Jason Herzog, James Pfister, Jen Puccini, Tim Reel, Steve Hatton Mayor Rosek called the Committee-Of-The-Whole Meeting to order and appropriate meeting notice was confirmed at 6:00 PM. Committee Business . Discussion/Presentations - 2027 Budget Priorities and Strategic Plan Update Finance Director Steve Hatton introduced the process/format of the meeting. Department heads gave an overview of their top budget priorities and brief explanations: Hatton – Finance Posnik – Human Resources Kozlik – Clerks Pfister – Police Bowen – Western Lakes Fire District Herzog – Dept. of Public Works Puccini – Library Boettcher – Parks & Recreation Gallo – Planning Duffy – Economic Development; Tourism; and the City Website Reel – Wastewater Kaari – Water and Electric Utilities, and Fleet There were general comments and questions from the C-O-T-W specific to departments that were answered. Hatton explained that the strategic goals outlined in the packet workbooks and also noted are the completed items. The workbook was discussed for any revisions for format. Ellis said he likes it. Schellpeper appreciated the forward-looking approach for dialogue. Hatton referenced that the financial system upgrades, permitting and licensing with OpenGov that were things accomplished over the years that were identified, prioritized and funded through the budget process.
