(Pabst Farms Town Centre) for Marcus Corporation, located at the NE corner of I-94 &
Summit Ave, tax key OCOC0633.999.030 (Item was postponed 3/4/26) - 2nd Reading
City Planner Gallo presented the changes made from the first reading. Schellpeper indicated his
appreciation the feedback consideration and clarification of connectivity of roads and signs, but he still
had concerns about the traffic flow. Aultman Kloth expressed the same concerns and asked if they could
reevaluate it again if it was problematic. Gallo said as a general development plan they do not know the
impact of other users until they come in, adding that the theater would stagger movie times so the cars
leave at different times and should disperse. Jungwirth asked to hear from the applicant and Eric Olson,
Director of Real Estate Marcus Corporation, indicated traffic was reviewed by them and the overall road
driveways were already in the PUD and the staggering would spread any congestion. WLFD Chief
Bowen spoke, adding that consideration of the width of the main going into the narrow areas was their
primary concern, but they were comfortable with the change to 3-way.
Motion to give the ordinance its second reading made by Ellis and seconded by Schellpeper.
Motion carried 7-0-0.

New Business
a. Consider/act on the Temporary Use Permit for two firework displays at Dockhounds Stadium
during 2026, located at 1011 Blue Ribbon Circle North.
City Planner Gallo provided an overview that included history on the Conditional Use Permit and previous
Temporary Use Permits approving two shows for fireworks. Applicant requested August 20th and
September 4th with rain dates for this year. Gallo indicated there have been no complaints and the Fire
Chief did not object to issuing the permit. It was discussed and determined that if they were to not have
to revisit this every year, the original CUP would need to come back and be amended. Jungwirth asked
for clarification on hours and duration. Matt Sokol, applicant and owner of the display company, said they
start 5-7 minutes after the game and have never gone past 9:30 pm. Gallo added that they could have a
rain delay. Ellis had safety concerns with the brush area and cars on the highway. Sokol said they error
on the side of caution with any potential fire hazards, and the fall-out zone is double what is needed with
wind being taken into consideration. Fire Chief Bowen said they have observed shows from the
interstate and had no concern, and the Fire Department could still cancel a permit due to high winds or
other concerns.

b. Consider/act on Process to Fill District Two Alderman Vacancy
City Clerk Kozlik explained the options available to Council to fill the vacancy would be by

Election with timing for that being either before the Partisan Primary in July or with the General
Election in fall. The Mayor included some of the history on previous appointments and said he
thought it would be important to have full representation in the coming months. Schellpeper
advocated for the Special Election in July for accountability and transparency. Aultman Kloth
commented they are seeing voter fatigue and added that voters would have the opportunity in
Spring to make a change. Spiegelberg supported a Special Election in July. Schellpeper said he
felt the incumbency would give power or an advantage. Mayor Rosek added that Ald. Ellis beat an
incumbent. Ellis supported temporary appointment.
