Boettcher presented the proposed plan that was voted and approved at the May 2025 meeting to remove the equipment from Hawthorne Ridge Park and relocate to Lake Ridge Park. At the October 2025 meeting it was brought back for further discussion and review. During this meeting it was directed that Eric bring more information for more research including a survey, traffic counts and feedback from our Police Department. The Parks department had sent out a Survey on January 23 2026 that was due back by February 13 our of 469 surveys that were mailed out, there were 112 responses that were returned. Out of the 112 responses that were returned 73 were with keeping the park at Hawthorne, 31 were in favor of moving to Lakeridge Park, and 8 had no preference. Traffic counts were also took into account with the Existing count from 2022 was 1,100 with a projected to by 2035 to be up to 2,100. For comparison the Thackery Trail is 1,700 and Silver Lake Road near Westover Park is 4,200 per day. This is a comparison if we relocate the park to Lake Ridge. The Police Department had multiple areas of concern from No public street frontage, Heavily wooded area surrounding the park, Easy access to the park from the Lake Country Trail, causing concern for a convenient escape route, significant risk to children in the park alone at all times of the day, concealed areas give accessibility to underage drinking, drug transaction and child predators and lack of lighting during dusk or night hours. The financial impact for either location to have a playground installed is between $60-$80,000, adding picnic table with pads $6,000 and adding a connection from the park to the Lake Country trail this is an additional $50-$80,000 with a wetland survey needing to be done with the DNR to make sure the path is feasible. There were 4 Residents who spoke in favor of keeping the park at Hawthorne Ridge Park. J. Hall moved to keep Hawthorne Ridge Park and reinstall the playground equipment. K Spiegelberg Seconded. It was a 4 in favor to 4 opposed vote. This will be brought back after the Parks Department does further looking into the clearing of Hawthorne Ridge Park area for the potential placement for the playground equipment along with clearing for a path to get to the Lake Country Trail. 5) Department Reports a) Director – Dog Park – Old shop building to be torn down and removed approximately around April. Hawthorne Ridge Park was to remain a park. Since that approval, additional concerns have been raised by residents. As a result, the Park Board reopened the motion for discussion to determine whether any additions or revisions should be made to the original motion. Monday, October 13, 2025 The Park Board reopened their initial decision for more discussion. After discussion and receiving feedback from those residents in attendance the board requested to receive additional information before reconsidering the decision. The requested information included: • A neighborhood survey regarding preferred playground location • Estimated costs to connect pathways from the Lake Country Trail to Hawthorne Ridge Park • Traffic count data for surrounding area • Police department feedback and reports related to safety concerns March 9, 2026 Neighborhood Survey Results The survey was sent to 469 residents within a ½-mile radius of the potential playground locations, along with some additional nearby neighbors. Results of Park Location Preference • Hawthorne Ridge Park – 73 • Lakeridge Park – 31 • No Preference - 8 112 surveys were returned allowing for over a 23 percent response rate is a good rating for a survey. 2 Traffic Counts – Oconomowoc Parkway (Wisconsin Department of Transportation Data) • Existing traffic count (2022): 1,100 vehicles per day on Oconomowoc Parkway west of Silver Lake Street and east of the Lake Country Trail. • Projected traffic count (2035): 2,100 vehicles per day after full development of nearby areas such as Olde Highlander and Pabst Farms. For comparison, these traffic volumes are consistent with other parks located in the city: • Thackery Trail – 1,700 vehicles per day • Silver Lake Street near Westover Park – 2,100 vehicles per day Police Summary The City of Oconomowoc Police Department has concerns regarding the rebuilding of the park at 1180 Shoal Ridge Rd (Hawthorne Ridge Park). The location of this park is not ideal for patrol officers to see any type of activity going on. This park is one of the most secluded parks in the City of Oconomowoc and poses significant risk to the public. The list below contains areas of concern regarding this park’s location: • Heavily wooded area that surrounds the park • No public street frontage • Easy access to the park from the Lake Country Trail, causing concern for a convenient escape route • Significant risk to children in the park alone at all times of the day • Concealed areas give accessibility to underage drinking, drug transactions and child predators • Lack of lighting during dusk or night hours ADDITIONAL INFORMATION Since the board was split with a 4-4 vote staff were directed to clear out the invasive vegetation around the park to create more visibility. The City’s Parks Crew cleared out the area, creating more visibility and a trail connection by providing a woodchip pathway to the Lake Country Trial. In addition, vegetation was cleared to the south of the potential playground site to allow the playground to be moved further south for better visibility from the road. Additional clearing will be carried out in the near future as weather permits. FINANCIAL IMPACT • Playground ($70,000) Hawthorne Ridge Park/ Lakeridge Park • Picnic Tables with pads - $6,000 RECOMENDATION Staff have provided the background and requested information for the Board’s discussion and determination regarding the appropriate location for the playground equipment. The City of Oconomowoc Parks, Recreation and Forestry Department performed forestry mowing operations on Monday, March 30th to the western and southern side of the property at Hawthorne Ridge Park, 1180 Shoal Ridge Rd. This work was completed to provide clear lines of sight for safety and to promote future natural forest regeneration and enhance wildlife habitat. 1 MEMORANDUM PARKS, RECREATION & FORESTRY Date: 4/13/2026 To: Parks and Recreation Board From: Eric Boettcher, Director Bryan Spencer, Superintendent Re: Parks Playground Replacement BACKGROUND The attached playground renderings show the different options. The addition of this Trailhead Restroom will provide a conveniently located amenity to the eastern portion of the city. Situated just west of the parking area, adequate access will be provided for park and trailhead users. The prefabricated structure will feature a cottage-style red roof, barnboard-siding and a ledgestone base to match the existing barn and fire station. Park Board approved the structure at the May 19,2026 meeting. The initial project bid for the installation was done in August of 2025. At that time bids came back higher than budget would allow. The budget was adjusted for 2026 for the project this fall. ADDITIONAL ANALYSIS Staff rebid the project this past March. The Chapman Park Restroom Project was public bid on March 19,2026 with a bid opening on April 2, 2026. The city received two bids. The following bids were received. Vendor Amount Wellspring Construction Group $170,921.00 Ford Construction $118,607.00 FINANCIAL IMPACT The Huffcutt Restroom Structure = $91,225.00 Ford Construction Bid = $118,607.00. Both are black belts - Jeremy a 3rd Degree and Christy a 1st Degree - and are excited to teach Tae Kwon Do classes through the Oconomowoc Rec Department, where Jeremy’s martial arts journey began. Together, they remain committed to strengthening both their community and the next generation of martial artists. • Registration for Spring and Summer opened March 15. Registration was just ok for opening day; however, we did not open swimming lessons. We will need to do some additional promotion to get the word out on summer programs. Registration continues to trickle in. • Spring and Summer employee recruitment continued. I had a couple interviews for soccer. I have two lifeguard applicants currently, however neither have responded for an interview. Hiring has become challenging as applicants tend to be nonrespondent to phone messages or email. • I continued to meet with the Moonlit Movies board to work on summer planning of the movies. The movies will include GOAT on June 11, Wild Robot on July 9 and Lilo and Stitch, live action on August 6. All movies will be held at Fowler Park. • I met with Erik Siefert from the United States Tennis Association regarding a Summer Swing, Hit and Ace program that we are going to offer this summer. I also scheduled an on-court training session with him for the staff in June prior to the season starting. • I met with Waterfront Coordinator Mason Jordan regarding the upcoming season. He is planning on returning, which is great news. We have a fair amount of staff returning but are in extreme need of swim instructors as well as supervisors and with our young staff this will be challenging for the upcoming years. 3/26 J. Froemming Community Center Report March 2026 The Oconomowoc Community Center had a full schedule of activities in March. Social events were especially prominent, with the facility hosting three bridal showers, three baby showers, and a birthday party. Check out the photos below from a “Something Blue Before the I Do” themed bridal shower. Bar Stars Milwaukee now has a mobile bar they can roll into Room A for showers and parties. This is a convenient option for people who choose not to rent Room B/bar/kitchen. The Community Room served as a perfect space for two Fortress Financial Builders meetings, the Hickorywood Homeowners Association meeting, and a Senior Center meeting. The city partnered with the Oconomowoc High School Digital Communications class, utilizing Room C for their Project Zero course, where students developed detailed proposals to bring creative city initiatives - such as a Rubber Duck Race and police promotional videos - to life. The school’s Lacrosse Club also held a meeting to organize the spring schedule. The Oconomowoc Chamber Orchestra held a board meeting, supporting the area’s arts community, while Kwik Trip and Walmart each used the space for their own business meetings. Although Lifeline Screening was postponed due to that huge winter storm, new opportunities emerged as Rise Up Again Dance Therapy began renting the Community Room weekly for sessions. The Community Center is a versatile space fitting everyone’s needs.
