3) Consider/Act on Minutes from the November 2025 Meeting
a) S Antonneau moved to approve the minutes from the November 2025 Meeting. Second by J. Nankee.
No opposition. Motion Carried
4) Discussion And Review on Rockwell Park Vegetation Plan
a) E. Boettcher presented the proposed plan that was put together with Watershed Manager Erik Joost
and the department’s Horticulturist Tim Butson. We have had discussions with the Rotary club as they
help plant Section A vegetation will be a shared cost with the Watershed Protection Program as this
works with the shoreline to promote a proper vegetative buffer between the shoreline recreation and
surface water. The species of plants, trees and shrubs for the entire Rockwell park were picked by the
Department, from their knowledge of them as well as ease of maintenance for the years to come.
Rockwell Group will also be providing about 14-15 trees to replace those that were removed for
construction purposes at their cost. We’ll meet with them to stake it out where they will be planted.
Bryan Spencer, our Forestry Superintendent, is working on a quote for the filtered dirt and sod for the
park as well. With the irrigation that was placed during the project reconstruction, this will help in aiding
the successful growth for the future plantings. We are planning on beginning with planting in April/May
to have this all take hold by summer. We do have some remaining funds from the Rockwell Project
budget that will go towards the purchase of the plants. K Spiegelberg moved to approve the plantings
suggested. R McConnell Seconded. No opposition. Motion Carried.
5) Discussion And Review on Parks and Recreation Utility Mailing
a) E. Boettcher presented the February Newsletter. The department is moving away from the brochure
and replacing the information in a monthly newsletter. This will help us target and promote to the
monthly programs we offer along with spot lighting our Staff and crew in the department. It was found
that classes changed or updated throughout the season due to schedule changes or cancelled
programs, as it is hard to plan a year in advance for some programs we offer. This will be going in the
Utility mailing approximately 4 times a year which will reach every City Utility user. The newsletter will
be printed monthly and available for pickup at multiple locations throughout the city. This is also posted
on our website where everyone has access to view as well. We are hoping to get feedback from the
public on the monthly newsletters if this is something to continue or if we’ll need to look into other
options with bringing the brochure back. C. Brown mentioned about the sponsors we had for the
Brochure. In 2025 there were no sponsorships but in years prior there had been to off set cost.
Newsletters began going out in January of this year and will continue monthly.
6) Department Reports
a) Director – Dog Park – Old shop building to be torn down and removed approximately around April. All
the posts are installed for the perimeter with the fencing to start going up within the next week. All
grading and seeding were completed prior to the snowfall. Depending on the growth and if reseeding is
needed, our hopes are to have a few mowings complete with opening
b) Parks and Forestry Superintendent Report – written reports included in material packet
c) Recreation Manager’s Report – written reports included in material packet
d) Community Center Update Report – written reports included in material packet.

Re: Hawthorne Ridge/Lakeridge Park Playground Location
BACKGROUND
Past Park Board Meetings Summary
Monday, May 19, 2025
The Park Board approved a motion to remove the playground at Hawthorne Ridge Park in 2025 and
to relocate the playground to Lakeridge Park just south of Hawthorne Ridge Park. Hawthorne Ridge
Park was to remain a park.
Since that approval, additional concerns have been raised by residents. As a result, the Park Board
reopened the motion for discussion to determine whether any additions or revisions should be made
to the original motion.
Monday, October 13, 2025
The Park Board reopened their initial decision for more discussion. After discussion and receiving
feedback from those residents in attendance the board requested to receive additional information
before reconsidering the decision.
The requested information included:
• A neighborhood survey regarding preferred playground location
• Estimated costs to connect pathways from the Lake Country Trail to Hawthorne Ridge Park
• Traffic count data for surrounding area
• Police department feedback and reports related to safety concerns
ADDITIONAL INFORMATION
Neighborhood Survey Results
A community Survey was mailed to residents on Friday, January 23, 2026, with a response requested
due date of February 13, 2026. An additional week was given to ensure mailed responses were
received and counted.
The survey was sent to 469 residents within a ½-mile radius of the potential playground locations,
along with some additional nearby neighbors.
City staff tallied these results on February 20, 2026.
R
esults of Park Location Preference
• Hawthorne Ridge Park – 73
• Lakeridge Park – 31
• No Preference - 8
112 surveys were returned allowing for over a 23 percent response rate is a good rating for a survey.

(Wisconsin Department of Transportation Data)
• Existing traffic count (2022):
1,100 vehicles per day on Oconomowoc Parkway west of Silver Lake Street and east of the
Lak
e Country Trail.
• Projected traffic count (2035):
2,100 vehicles per day after full development of nearby areas such as Olde Highlander and
P
abst Farms.
For comparison, these traffic volumes are consistent with other parks located in the city:
• Thackery Trail – 1,700 vehicles per day
• Silver Lake Road near Westover Park – 4,200 vehicles per day
P
olice Summary
The City of Oconomowoc Police Department has concerns regarding the rebuilding of the park at
1180 Shoal Ridge Rd (Hawthorne Ridge Park). The location of this park is not ideal for patrol officers
to see any type of activity going on. This park is one of the most secluded parks in the City of
Oconomowoc and poses significant risk to the public.
The l
ist below contains areas of concern regarding this park’s location:
• H
eavily wooded area that surrounds the park
• No public street frontage
• Easy access to the park from the Lake Country Trail, causing concern for a convenient
escape route
• Significant risk to children in the park alone at all times of the day
• Concealed areas give accessibility to underage drinking, drug transactions and child
pr
edators
• Lack of lighting during dusk or night hours
FINANCIAL IMPACT
• Playground ($60-80,000) Hawthorne Ridge Park/ Lakeridge Park
• Picnic Tables with pads - $6,000
• Connection of park to Lake Country Trail – ($50,000-80,000)
RECOMENDATION
S taff has provided the background and requested information for the Board’s discussion and
determination regarding the appropriate location for the playground equipment.
January 23, 2026
Hello Hawthorne Ridge Park Neighbor,
The Oconomowoc Parks, Recreation & Forestry Department is seeking your feedback regarding
the future placement of the neighborhood playground.
This past summer, the playground at Hawthorne Ridge Park was removed after it was determined
to be no longer repairable. A replacement playground is scheduled for installation in spring 2026.
Because this will be a new installation, we have the opportunity to consider relocating the
playground to a different site.
The Parks and Recreation Board has voted to remove the former playground location and relocate
the new playground to Lakeridge Park, located on Oconomowoc Parkway. After citizen input the
board is revisiting the location for the playground. The proposed new site is approximately 0.3
miles from the original location and offers greater visibility, improved accessibility, and a more
central location for an area that is continuing to expand westward. Enclosed is a map highlighting
both the former and proposed playground locations.
We are reaching out to neighborhood residents to gather input on which location you prefer. In
addition, we welcome feedback on any park amenities you would like to see added to the park.
Please complete the enclosed survey and return it using the self -addressed envelope provided.
Surveys may also be returned:
• By email to: parkrec@oconomowoc-wi.gov
• In person at: Oconomowoc Community Center Office, 220 W. Wisconsin Avenue
The deadline to return the survey is Friday, February 13, 2026.
Thank you for taking the time to share your feedback. If you have additional comments or
questions, please contact us at parkrec@oconomowoc-wi.gov.
Sincerely,
Oconomowoc Parks, Recreation & Forestry Department

Community Center Report
February 2026
The Oconomowoc Community Center had an active month in February, continuing to serve as
a central gathering place in many different forms. We hosted the State of the City Address
delivered by outgoing Mayor Robert Magnus, who highlighted the city’s economic position and
provided updates on upcoming development projects. We got to break in our brand-new
sound system for the event, and it worked beautifully (phew!). What a great morning!
In addition, the facility hosted three birthday parties and a baby shower, along with several
meetings and educational events, including the Senior Center Leadership meeting, a Kwik Trip
meeting, three Rise Up Again training sessions, a listening session for a local politician, an
Association of Financial Consultants seminar, and a Project Zero class for students from
Oconomowoc High School. February’s schedule reflects the Community Center’s role as a
versatile and well-utilized space supporting civic engagement, professional development, and
community celebrations.
