S:Clerk/Committees-Commissions/Architectural/Minutes/2025/ACmin 2-4-26 City of Oconomowoc Architectural Commission Meeting Minutes February 4, 2026 Chairman Flint called the meeting to order at 4:31 pm. Members Present: Schulz, Otten, Johnson and Flint Members Absent: Krogstad Staff Present: Weber, Gallo, Frye, Dehnert and Herzog 2. Approve minutes of January 7, 2026: Motion by Flint to approve the January 7, 2026 minutes; second by Schultz. Motion carried 3-0-1 (Otten abstained). Staff requested hearing Item 4. first to allow time for the applicant of Item 3. to arrive. 4. 1233-1245 Corporate Center Drive - Consider/approve a master sign plan for 1233-1245 Corporate Center Drive: Weber explained she has been working with the applicant for an update to their sign which led to the creation of the master sign plan because they did not previously have a master sign plan for this multi-tenant building. There will be 2 dominant tenants in the building, and they are trying to get a complete sign plan for the whole building. The applicant provided several types of signs and sizes, and all signs will be individual channel letters. Weber suggested adding a wall sign as a type of sign and requested sign faces be white instead of white or ivory. She recommended approval with conditions listed in the background. Jaina Westphal of Lemberg Electric Company said a wall sign would consist of a flat ACM panel by the door, and the members agreed with a non- illuminated flat panel sign by the door and that any acrylic signage is to be bright white. Weber said the monument sign is a cabinet sign which the owner does not want to replace. Members asked about signage on the canopies, and Westphal said removal of the canopies has been discussed. Weber said an address could be added to the canopy, just no signage. Motion by Flint to approve a master sign plan for 1233-1245 Corporate Center Drive with the following amendments: all white colored acrylic signs are to be bright white; allow wall signs which are to be flat ACM panels; and addresses only are allowed to be on canopies; second by Johnson. Motion amended to provide that flat ACM panels are allowed adjacent to any door; second by Johnson. Motion carried 4-0. 3. D & H Industries – Consider/approve a façade update at 510 Worthington Street: Weber explained this item was postponed by the Architectural Commission last month due to issues the members had with the material proposed for the administrative building. The applicant is now requesting approval of their plans for the warehouse only and will come back in the future for the administrative building. Weber said their updated plan shows evergreens along the warehouse instead of arborvitae, and the owner is going to look at each venting on the roof and remove any that are not needed. She encouraged the applicant to bring proper materials for the administrative building when they come back and recommended approval with considerations. Members asked about screening the rooftop units and questioned the window color. Erik Madisen, architect provided a sample of the materials to be used on the storage building; the windows will have black frames and clear glazing; he and the owner did not have any discussions on the roof; and the owner is going to get a board made up with the correct color for the administrative building. Gallo questioned the size of the evergreens, and Madisen believes they will be purchasing larger starter trees. Motion by Johnson to approve the façade update for D & H Industries at 510 Worthington Street with clear glass not blue as shown and the height of trees are to be approved by staff; second by Schultz. Motion amended to clarify that the approval is for the warehouse portion only and the administrative building update will be brought forward at a future meeting; second by Schultz. Motion carried 4-0. S:Clerk/Committees-Commissions/Architectural/Minutes/2025/ACmin 2-4-26 5. Reports and comments from the City Planning Department: Weber thanked the members for their time at meetings and announced her last meeting will be March 4th as she has resigned from the Planning Department. The members thanked Kristi for all her work and wished her good luck. 6. Reports and comments from the Architectural Commissioners: None. 7. Adjourn: Motion by Johnson to adjourn at 5:14 pm; second by Flint. Motion carried 4-0. Chris Dehnert, Deputy City Clerk Architectural Commission Background March 4th 2026 : 4:30 pm at City Hall in Conference Room #3 Department of City Planning Kristi Weber | 262.569.2173 oconomowoc-wi.gov/planning Item #3 – WIS-PAK; Special Exception for Signage The Applicant is requesting approval for special exception for signage located at 970 Blue Ribbon Circle N. Background The WIS-PAK building was previously reviewed and approved at the May 7th 2025 Architectural Commission meeting. During the building review, signage was shown and discussed but was not on the agenda as an action item. There were several types of signs shown and the Commissioners reviewed what signage was under their authority for approval and if a special exception would be considered for the size and location of the roof sign. At that time, the Commissioners encouraged the Applicant to return with a total sign package for the development including a special exception for the roof sign. Wall / Roof Sign The application shows a new WIS -PAK Wall sign on the roof screening. The applicant notes the sign is approximately 36.6 SF . Planning Staff calculated the sign as 52.2 SF. Staff calculated that the sign is at least 580’ from I -94 and thus recommends at least doubling the size of the sign to maximize the visibility of the sign from I-94. Special Exception Based on the location of the building and its adjacency to I -94 within the City, Planning Staff supports the request for special exception to exceed square footage and locate the wall sign on the building’s rooftop screening. Ground Sign The Applicant is requesting a ground sign at the entrance driveway. The sign is out of the vision corner and meets the landscape requirements per City Code. The applicant notes the sign is 31.88 SF. Staff calculated that the sign is 40 SF , which is within the allowed 50 SF per City Code. Planning Staff supports the ground sign as presented. Sign Permits Required: If the signage is approved by the Architectural Commission, the applicant can continue through the online portal workflow for the sign permits. There is a separate building inspection required permit fee of $50 for each sign. Recommendation: Approve the special exception for signage located at 970 Blue Ribbon Circle N, with the following considerations: • Wall / Roof Sign: Applicant to consider doubling the size of the proposed sign to maximize the request for a special exception to exceed square footage and locate the wall sign on the rooftop screening. Architectural Commission Meeting Background March 4th 2026 – Page 2 Item #4 – Rakowski Residence; Façade Update The Applicant is requesting approval of a façade update located at 216 N. Lake Road. The property is located in the Isthmus Zoning District (under review of §17.204) and all building changes in this district require review and approval by the Architectural Commission Per Section §17.805(3)(b). Section 17.204 Isthmus Design Standards The following standards apply to all properties zoned IRM and IRS. All development, façade and building changes shall reflect building scale, design, configuration, details, exterior material, and colors which: (1) Reflect the practices common in the period between 1870 and 1930. (2) Complement other instances of similar development in the Isthmus districts which are consistent with the historic theme. (3) Modern forms of development which do not conform to the above two (2) standards shall not be permitted even if they reflect other examples of development which do not conform to these standards which are already present in the Isthmus districts. Where necessary, the Zoning Administrator or Architectural Commission may seek the opinion of experts to determine the degree to which proposed development reflects the above two (2) standards. Background The property includes a home, an attached deck as well as a detached garage. The detached garage was reviewed and approved by the Architectural Commission on October 14th 2020. The façade update includes two (2) new porticos, new LP smart siding and trim, wrapping the soffit and fascia in new aluminum cladding, removing the railing and deck boards and reskin the deck with composite timber tech deck boards and aluminum bronze powder coated cable rail system. Building Materials The Applicant has provided visuals of the building materials within their application packet. The Applicant plans on providing samples at the meeting for review and approval by the Commissioners. Note: Planning Staff would like to state that we are supportive of updates made that allow for little to no maintenance for a property owner. Recommendation: Commissioners to determine if approval of the façade update is warranted for the Rakowski Residence at 216 N. Lake Road within the Isthmus District. Commissioners to address the following: building materials, colors, proposed updates to the residence, decking and the guardrail.
