1 Committee-Of-The-Whole - March 03, 2026 City of Oconomowoc Committee-Of-The-Whole Meeting Minutes March 03, 2026 - 7:00 PM Aldermen Present: Matt Mulder, Rusty McConnell, Matt Rosek, Jennifer Aultman Kloth, Kevin Ellis, Karen Spiegelberg Aldermen Absent (excused): Charles Schellpeper, Erik Jungwirth Also Present: Robert Magnus, Stan Riffle, Mark Frye, Gina Kozlik, Eric Boettcher, Robert Duffy, Kevin Kaari, Jason Gallo, Jason Herzog, Brad Timm, Tim Reel, Steve Hatton Mayor Magnus called the Committee-Of-The-Whole Meeting to order and appropriate meeting notice was confirmed at 6:57 PM. Committee Business a. Provide Direction on Potential Use of Funds from TID #4 for Affordable Housing Finance Director Steve Hatton reviewed that TID #4 planned expenses have been completed and the discussion on the sewer study in the western areas prompted this item for the Council to review this as an affordable housing extension tool. Hatton explained that could be an opportunity for the outlying areas they have discussed. Hatton introduced Phil Cosson from Ehlers Municipal Financial Advisors, who reviewed PowerPoint details of the program and discussed the history and what is happening statewide using the extension. Cosson said it is an opportunity where the community can use up to one year’s increment toward affordable housing with criteria set under the requirements and analysis done for using 75% of funds to benefit affordable housing and 25% to improve housing stock. A resolution in support would need to be approved by the governing body providing a general description of how funds would be spent. Cosson also provided statistics that roughly half of the districts closing in the last ten years have used this extension. He indicated examples for use of the funds could include infrastructure, development incentives, land acquisition, housing repairs, construction loans, or housing studies/related plans. Cosson said Council would make a policy decision on what happens with the remaining funds and how they would be distributed. He indicated the decision would be whether to use the increment of over $600,000 toward affordable housing extension, or increasing the payout to the City and the other taxing entities. The Mayor added that the funds would accrue interest in the meantime and that would be distributed. Rosek asked for clarification on the figures from the chart. Spiegelberg asked if they pass a resolution and if the funds were not used, what would happen. Hatton explained they could be rebated to the jurisdictions if unspent. Mulder was in favor of moving this forward with their discussions on affordable housing, aging housing stock, lead laterals, developing E. Wisconsin Avenue even if it is a pause for the next Council to review it and decide to use it or rebate it and that there would be no additional tax to the taxpayer. Rosek asked if it could be put forward for infrastructure for a developer and he was not in favor of that. Hatton referenced his memo in the packet and said that the TID #4 closing is the first one for review. Rosek expressed concerns about using additional funds on the TIDs that taxpayers did not know about. Mulder asked how that would be different for the Village Green. Rosek responded that it was identified in the area. The Mayor explained this could be looked at further with additional meetings since it is optional to provide time to analyze it. 2 Committee-Of-The-Whole - March 03, 2026 Cosson explained the timing would be sometime after the final audit and distribution. McConnell asked if the School District would have input and Cosson explained it would not need to go back for Joint Review. Ellis asked with the affordable housing extension if it would be $83,839. Hatton clarified that it would be $606,048 increment value carried forward. Ellis asked for confirmation that if they do nothing and then TID 5, 6 & 7 close, then they could be upward of two million dollars and that was confirmed. The Mayor clarified it would be a few hundred thousand without the extension and there would be no downside to bringing it forward to analyze it. Spiegelberg said it was worth putting it forward to evaluate further and also get information how other communities have used it. Spiegelberg also agreed with Mulder’s comments. The Mayor said it would be brought back at the next meeting, and if there are questions in the meantime to speak with Administrator Frye. Adjourn Motion to adjourn made by Mulder and seconded by McConnell. Motion carried 6-0-0. The meeting adjourned at 7:26 PM. Minutes taken by Gina Kozlik, City Clerk
