Plan Commission
a. Consider/act on the Conditional Use Permit for a 165' monopole cell tower, located at 1011
Blue Ribbon Circle North.
City Planner Jason Gallo presented the details and updates from his PowerPoint. Gallo indicated the
Plan Commission has discussion on setbacks, and the tower is in same location as previously proposed
with no need to move the location. The SW Business Park at Pabst Farms Owners’ Association
submitted a support letter for the cell tower at that location and Wisconsin DOT commented on the CSM
that the highway setback to zero was approved. Gallo reviewed the coverage areas and added that the
CUP standards for towers have been met or exceeded. Gallo reviewed the access and aerial overview
along with the fall radius and plans for the addition of evergreen trees along with fencing for safety.
Gallo added that the Plan Commission sent this forward with a divided vote, and there was a speaker
with concerns about health issues. Gallo explained the municipality cannot impose testing on health
issues. Spiegelberg asked when the last one was approved and it was Hwy K five to seven years ago.
Plan Commissioner Frederick said he was a no vote because of the concern about the freeway location
and not enough information at the time, adding he would have supported the 50 ft. setback. Ellis said he
voted in favor of it and it would give better coverage and was far enough from the highway. The Mayor
stated he was an abstention at Plan Commission. Spiegelberg indicated support of the findings 1-7, but
was not in favor of #8 with no testing for radiation and she would be voting no. Aultman Kloth asked
about the fall zone and Gallo provided additional details on the 30 ft. radius fall zone with breaking points.
Rosek indicated his support referencing the state statute that they cannot consider health and safety
issues, and if it complies with the CUP conditions, federal and state law, it could create problems if they
vote against it. Rosek added that they comply and he would support it. Gallo confirmed the removal
provisions include two feet below grade and personal property removal. Spiegelberg added she did not
think it was regulated enough.
Motion to approve the CUP for a 165’ monopole cell tower, located at 1011 Blue Ribbon Cir N made
by Rosek and seconded by Aultman Kloth. Motion carried 5-0-1. Voted No: Spiegelberg.
New Business
a. Consider/act on Resolution 26-R3347 Approving Donation to the American Legion for
Veterans Park Flags
The Mayor explained this was brought forward when they learned of the high cost of replacing flags
for the Veterans Park. American Legion Post 91 Adjutant Dale Saeger provided additional
information about the short lifespan of the flags and rising cost with their need of 12-15
replacement flags per year. Rosek commented since this will only cover one half of the year that
this would be something for fundraising next year. Spiegelberg added thanks for all that they do
and she was very supportive of the item.
Motion to adopt Resolution 26-R3347 approving donation to the American Legion for Veterans
Park Flags made by Ellis and seconded by Aultman Kloth. Motion carried 6-0-0.

connect to the Lake Country trail and any responsibilities the County is placing on the city related
to that spur extension.
