MEMORANDUM
ECONOMIC DEVELOPMENT AND TOURISM
Date: March 3, 2026
To: Mayor, Common Council and Finance Committee
From: Paige Brunclik, Marketing and Communications Specialist
Bob Duffy, Director of Economic Development and Tourism
Re: Consider/act on Resolution 26-R3348 Accepting the Proposal from CivicPlus for Website Services
RELATES TO THE STRATEGIC PLAN
Strategic Goal: Enhance the Effectiveness of Our City Government. Improve our technology and our
external communication.
BACKGROUND
To continue to improve communications and meet ADA standards, a City website update is needed. An
RFP was sent out in December 2025 seeking a website design firm to re-design, develop and implement
a new design for the city’s website.
Top priorities for the City website listed in the RFP included:
Competitively priced redesign and hosting fees
A visually appealing site with a common theme and consistent design throughout
The site provides easy electronic access to public information including the ability to post/share
information and emergency notifications
A content management system provided by the vendor that includes all licenses and software
needed to operate the site efficiently
Meets ADA requirements
Site is easy to update and user friendly
The City received 18 proposals by the RFP deadline of January 21, 2026. The RFP contained specific
scoring criteria:
1. Responsiveness/Completeness of Proposal – 5 points
2. Experience/Qualifications (specifically on government websites) – 20 points
3. Budget (Is the budget reasonable, competitive and provides a good value) – 15 points
4. Scope of Project (understanding of what it takes to provide requested services) – 30 points
5. Customer Service Support (training, response to requests, maintenance) – 15 points
6. Vendor references (examples of work, staying within budgets and timelines) – 15 points
The top candidates and their scores were:
CivicPlus – 90 points
Revize – 90 points
GovStack – 85 points
8
2
ADDITIONAL ANALYSIS
Staff did further review of top candidates. Main objectives were to look at the modules or tools the vendors
offered and a deeper dig into price comparison. Each vendor has a different price breakdown for services.
Between top-scoring candidates, Revize and CivicPlus, CivicPlus includes more tools within their overall
cost and was willing to bundle and discount services. Revize’s overall redesign cost was twice that of
CivicPlus and had a higher cost for additional tools needed or did not offer them.
It’s important to note that in April of 2024, Title II of the Americans with Disabilities Act (ADA) was updated
to include requirements for state and local governments to ensure web content is accessible to people with
disabilities. These organizations must meet Web Content Accessibility Guidelines (WCAG) 2.1 Level AA
by a deadline based on community size. The City of Oconomowoc has until April 26, 2027, to be compliant
with these new standards.
The website redesign’s timing creates an opportunity to include this updated ADA compliance within the
new site. The goal before the ruling has always been to make the city’s website more focused on accessible
design. The new ruling further prioritizes the City’s requirements to do so.
Additionally, CivicPlus offers two accessibility tools, AudioEye and Doc Access. AudioEye is a full-service
accessibility tool allowing users to change website content for a more accessible display based on their
needs and preferences. DocAccess tool will simplify ADA compliance by automatically converting all
current and future PDFs into a screen-reader friendly version. This tool will save staff labor hours to
manually convert documents.
FINANCIAL IMPACT
The proposal presented by CivicPlus is $26,207.18. This total includes the complete website update,
hosting, security and additional ADA products plus a discounted redesign in 60 months. The total is below
the amount budgeted for the website update project. The contract with CivicPlus would continue with a
$14,023.06 annual fee to maintain services and support.
RECOMMENDATION
Motion to recommend to the Common Council approval of CivicPlus for website redesign services and a
60-month contract to maintain the website and implement new ADA offerings. The contract also includes
a refresh of the website’s look in five years.
SUGGESTED MOTION
Motion to approve Resolution 26-R3348.

Resolution No. 26-R3348
Resolution Accepting the Proposal from CivicPlus for Website Services
Whereas, an update of the City’s website is needed for both content and ADA
requirements; and
Whereas, City Staff requested proposals for this work and received 18 of them; and
Whereas, utilizing a point system that looks at both the firm’s technical abilities, website
tools proposed and cost determined that CivicPlus was the low-cost responsible provider; and
