Municipal Code 12.12(9) requires that Taxicab Driver’s License applications be reviewed and approved by the Protection and Welfare Committee. Both applications have been reviewed by the Police Department and are recommended for approval. ADDITIONAL ANALYSIS N/A FINANCIAL IMPACT N/A RECOMMENDATION Recommended by Police Department for approval. SUGGESTED MOTION Motion to approve the Taxicab Driver’s licenses for Patricia Siebrecht. 2 1 MEMORANDUM CLERKS Date: February 12, 2026 To: Mayor Magnus, Common Council and Protection & Welfare From: Gina Kozlik, City Clerk Re: Consider/act on Approval of Full-Service Retail Sales Application - Steelhead Aleworks, LLC RELATES TO THE STRATEGIC PLAN Strategic Goal - N/A BACKGROUND Act 73 passed in May of 2024, changing Municipal licensing for a brewer that manufactures its own fermented malt beverages to state-issued Full-Service Retail Sales license. Application is made to the community in which it operates, requiring approval by the governing body before it is submitted to the state. This approval does not grant a license; it only states that the City approves the retail sales of the type(s) of alcohol the producer is requesting to sell. The license itself is granted and issued by the Wisconsin Division of Alcohol Beverages after approval at the local level. ADDITIONAL ANALYSIS The City previously approved the state issuance of a Full-Service Retail Sales license at 1225 Robruck Drive to Steelhead Aleworks, LLC, dba SteelTank Brewing Co. which expires January 31, 2027. Late this last summer, it was brought to our attention that the restaurant was no longer operational and appeared closed. Upon inquiry, the current agent for the state-issued license, Jason Radosevich, indicated renovations were underway. Most recently, weekend music events have been taking place at Rally Point (Unit C of the building), and the restaurant remains closed. WLFD Deputy Chief Adam May noted several Fire Code violations that were brought to our attention prior to an anticipated, large music event where there were safety concerns. Code compliance issues were ultimately resolved with the agent prior to that event, but a revised premise description has been requested and is attached with the state application for the activities occurring at the location (see attached map/drawings). The revised areas to be licensed include the TapRoom (Unit A), the Beer Hall and Green Room (Unit B), and the Rally Point Venue (Unit C). Co-owner and agent, Jason Radosevich, did also indicate that the business is up for sale. Steelhead Aleworks, LLC dba Steeltank Brewing Co. is requesting to sell beer, wine, and intoxicating liquor at their location, 1225 Robruck Drive, Units A, B, and C. FINANCIAL IMPACT N/A 3 2 COMMITTEE RECOMMENDATION Motion to recommend to the Common Council approval of the Full-Service Retail Sales Application to sell beer, wine and intoxicating liquor at 1225 Robruck Dr, Units A, B, and C, by Steelhead Aleworks, LLC, Jason Radosevich, Agent. SUGGESTED COMMON COUNCIL MOTION Common Council: Motion to approve the Full-Service Retail Sales Application to sell beer, wine and intoxicating liquor at 1225 Robruck Dr.(Units A, B, and C) by Steelhead Aleworks, LLC. 4 5 6 7 8 9
