Pictures provided from Frank concerned on the closeness to the piers and land. Possible suggestions would be relocating to either La Belle or a different location on Fowler either by Rockwell Park or near the Boardwalk area. Due to the slow no wake La Belle is not a great alternative The Badgerland group will look at the other options on Fowler to see if they will be great alternatives. MEMORANDUM PARKS, RECREATION & FORESTRY Date: February 9, 2026 To: Parks & Recreation Board From: Eric Boettcher, PRF Director Re: February Meeting Agenda Items Here is a brief intro of this month’s agenda items: • Rockwell Park Vegetation Plan Attached is the latest vegetation plan for Rockwell Park. The Rockwell Park project was completed in 2025 following more than five years of planning and development. Since its completion, the park has quickly become one of the City’s most popular park destinations. City staff are now proposing enhancements to the vegetation plan that would introduce additional shoreline plantings to further enhance the park’s aesthetics and improve shoreline stabilization. The plan also includes establishing an upgraded property line border along the south side of the park. These improvements are intended to create a cleaner, more visually appealing, and maintenance-friendly park environment. Staff will present the proposed vegetation plan to the Board for review and recommendation to proceed with implementation this spring. • Utility Bill Advertising Attached is an example of our new utility bill flyer. Our department is transitioning away from the annual brochure that has been used in the past. Due to rising costs, the brochure distribution has gradually been reduced from three times per year to once per year. A seasonal flyer will now be distributed three to four times annually through our utility billing process. This change, along with increased promotion of our newsletters and online presence, will allow our department to better plan for seasonal programming, provide more timely information to the public, and increase opportunities for program registrations. Staff will provide additional details regarding this transition for the 2026 department communications plan. The Park & Recreation Board will discuss and make a motion on what they would like to approve for the 2026 season. Rockwell Park Vegetation Plan- Parks & OWPP Two sections of Rockwell Park to serve as an example of a native shoreline to promote a proper vegetative riparian buffer between shoreland recreation and surface water. Integration of lush vegetation and riprap. Both sections (Section A & B ) are heavier slopes (>6%), receive full sun, and will experience mild foot traffic. All sedges, grasses, forbs, and shrub species are recommendations. If there are other species that want to be mixed/ replaced, feel free to do so. Site Prep Early spring on green up, application of Aqua-neat (or other Aquatic Glyphosate herbicide) Erosion Control Section A & B Broadcast Spreading of Annual Ryegrass then cover with a double net biodegradable straw blanket. Section A Vegetation Starting along the lakeshore rip-rap and working up slope: Two rows of plugs, 2’-3’ spacing mixing of Lake sedge and Long beak sedge. Further up the slope will be 2-3 more rows of plugs, 2’-3’ spacing consisting of a mixture of Prairie dropseed (50-60%), Marsh Milkweed (20-30%), White False Indigo (20-30%) Section B Vegetation Mix (50/50) of Red Oiser Dogwood & Yellow twig Dogwood (seedlings or bareroot) Straw Blankets North American Green-S150BN BioNet Biodegradable Erosion Control Blankets | North American Green WG_MPDS_S150BN_5.23.pdf Geo-Synthetic Industries- Double Net Straw (City has an acct) Erosion Control Blankets | GSI DOUBLE-NET-STRAW-8-X-112.5-SY-1.pdf Plugs Agrecol (city should make a wholesale acct) Johnson’s Nursery Wayside Nursery Prairie Nursery Carlin horticultural Other species options to consider Fescue Canada Wild Rye Grass (or other wild ryegrass) Switchgrass goldenrod Bromegrass Wild germanium Maintenance 1-2 years spot treatment Mowing and Herbicide Rockwell Presentation Notes • We replaced all the cut down arborvitaes with serviceberry (indicated on the drawing in YELLOW) • The only trees/shrubs that are getting added are the replacements for the cut down arborvitaes (6), the addition of 1 regal prince oak, and 3 Silky Dogwoods above the boathouse. • Landscape Boarder – The landscape bed running West to East along the property line, will have a 12’ wide edge/boarder. This boarder will run the length of the property for 170’ to 180’ then curve over to meet the sidewalk to the North. • Landscape Boarder North to South- This bed area will be on average 18’Wide x 203’ long. It will start are the top edge of the kayak launch and follow the curve along the lake front to the southern property edge. The entire area will be planted with shoreline stabilizing perennials suggested by Erik Joost. This bed will connect with the bed running East to west and transition into a different blend of perennials. • The areas colored in GREEN (along property edge and shoreline) are the perennial flower areas. All the areas between the trees and shrubs East to West will have perennials planted in them as well. Costs & Area • Total Area 5674 ft2 • Total Area to plant after you subtract tree and shrubs = 5438 ft2 • Total Flats = 188 Total amount of perennials = 5554 • Total Cost of Perennial plugs $12,671.80 • Total tree and shrub cost = $759.00 • Total Overall Plant Costs = $13,430.80 Additional Notes • Site Preparation Spring 2026 o Mark areas where irrigation lines and heads are to prevent damage o Area above boathouse and all the arborvitaes need to have stumps removed before we can plant in these areas o The boarders need to be marked and edged then raked into the bed areas o All the areas inside the boarder need to get sprayed with a nonselective herbicide to kill off any existing vegetation. This process needs to be done multiple times to insure all undesirable vegetation is dead. You must wait 2-3 weeks between application. o The areas by the shoreline need to be sprayed with an aquatic safe herbicide to protect the lake from contamination. (aqua-neat) o After areas have been properly sprayed and vegetation has died off, we need to add top soil to the bed areas and then till it in (where applicable) o Plant trees and shrubs first, then perennial plugs. The delivery dates for this will be staggered to ensure the proper planting order. Froemming Community Center Report November & December 2025 November and December were busy months at the Community Center, with a steady rotation of groups making use of the space. We hosted the Rogers-Herrington annual Fall Ball (see picture below), four baby showers, a bridal shower, a celebration of life, and a graduation party. There’s been a flurry of tours and inquiries as couples begin planning for the 2026 and 2027 seasons. In December, we hosted staff Christmas parties for the MLW Law Firm, G & V Machine Company and D & H Industries. They had a fabulous time celebrating with their employees and families. The MLW Law Firm even had the Love Monkeys perform! On the organizational side, we welcomed FEMA, which helped people who were affected by the August floods. The Fire Department and Senior Center chose to hold their leadership meetings here, taking advantage of the quiet space to stay focused and avoid distractions. Shop with a Cop was a huge success this year! Kwik Trip meetings, a Lifeline screening and a Versiti Blood drive kept our upper hall space busy. We hosted an FBI training session, and they made good use of our awesome, new sound system. It was a bustling schedule, but everything ran smoothly, and the flexibility of the facility was put to good use. Roger’s – Herrington Annual Fall Ball Nov 1 Love Monkeys Dec 5 Shop with a Cop December 13 Community Center Report January 2026 During this reporting period, the Oconomowoc Community Center stayed busy with a nice mix of community and private events. The space was used for two birthday parties, five baby showers, and a beautiful wedding (see photo), showing how often residents choose the Community Center to celebrate important moments with family and friends. Several wedding couples got engaged over the holidays and booked their 2026 wedding in the Upper Hall. The Community Center also hosted several meetings, including a Kwik Trip business meeting, a Senior Center Leadership Meeting, and a Wisconsin Climate Table seminar. In addition, members of the Oconomowoc Police and Fire Departments stopped in the building to talk with preschoolers about safety.
