Re: Presentation of the Western Sanitary Service Area Study
RELATES TO THE STRATEGIC PLAN
Strategic Goal- II. Improve and Maintain our Infrastructure/Facilities
BACKGROUND
In continuation of our proactive planning approach towards undeveloped lands within our Sanitary
Service Area, we contracted with Ruekert & Mielke in August of 2025. Goals were to provide an
engineering study showing proper configuration, location and sizing of sanitary sewers in the targeted
geographic areas. Additionally, it would provide both location and configuration of necessary lift stations
and force mains. Lastly, cost projections were to be provided for these study areas including any
alternatives investigated.
The City identified two areas for this work. The first, Area 1, is approximately 764 acres of land
surrounding Allen Road and Reddelien Road on the City’s western edge. The second, Area 2, is
approximately 415 acres located south of Valley Road (CTH B) and east of N. Golden Lake Road.
Anticipated development layout and therefore density projections were gathered through cooperation
with City staff using existing design principles and current City zoning.
In the report some highlights to note are:
▪ Area 1 highlights two alternatives for lift station locations. Alternative 1 appears to be the most
attractive as it allows all potential development to be serviced via gravity along with greater future
flexibility.
▪ Area 2 alternatives highlight the role that densities play in the infrastructure planning process and
ultimately cost. The underlying consideration in this “Area” is, what types of property will develop on
lands immediately north and east of the intersection of Valley Road and Concord Road. The elevation
needs here may determine inclusion into the lift station planning effort.
▪ Appendix C captures anticipated costs, some of which may be initially funded by the City should a
construction project be approved in the future. Items likely included in an initial effort would be the
construction of the lift station, force main and associated interceptor sewer lines.
Ruekert & Mielke staff will be providing exhibits and presenting their findings as part of this agenda item.
All questions and comments are encouraged as part of the discussion.

Re: Western Sanitary Service Study
Dear Mr. Reel:
This study analyzes conceptional plans and costs for providing sewer services to two future development
areas: the Reddelien Road Area, and the south of Valley Road Area. The Reddelien Road area is located
on the western side of the sanitary service area, on the western boundary of Waukesha County in both
the City and Town of Oconomowoc. This area is generally defined as the areas around Reddelien Road
and Allen Road. There are portions of both the Town of Oconomowoc and City of Oconomowoc that were
considered.
The South of Valley Road Area is the area south of Valley Road and East of Concord Road. There is an
additional area of study on the north side of Valley Road at its intersection with Concord Road. This area
would have some interaction with the Concord Lift Station, which was studied in December of 2024 in the
Southwest Service Area project. This new area was referenced within that study, but at an assumed
lower density. A portion of this area (specifically the parcel north of Valley Road) was previously assessed
to Concord Lift Station and was designated to flow by gravity to that station. The proposed lift station
within the South of Valley Road area would likely be tributary to the existing Concord Lift Station.
DESCRIPTION OF EXISTING CONDITIONS
Reddelien Road Area
As stated above, the Reddelien Area is loosely described as the area around the intersection of Allen
Road and Reddelien Road, extending to the north and west. A map of this area is seen in Figure 1 in
Appendix A. This area is largely undeveloped, with some existing low-density housing north of Allen
Road, and some higher density housing southeast of the study area. There is not adequate gravity
potential within the area for the new development, although existing gravity systems were considered for
servicing existing houses in the low-density areas near the road intersection. The area tributary to this
station would be entirely new development. With the City’s proposed layout the number of Residential
Equivalent Connections (RECs) in this area is 452.
South of Valley Road
The South of Valley Road Area can be broken into two areas, the portion north of Valley Road, and the
portion south of Valley Road. The northern portion is a smaller extension of the current developments in
the Arrowood area to the north and east. This is relatively high-density single-family homes and portions
of this northern portion of the study area can be serviced by the existing collection system. The system
has the capacity to service the area and has been assessed to convey sewage to the station through
gravity, but would need some grading rework to allow for proper cover over the flatter development area.
Alternatively, on-slab construction in the northern area could also alleviate these concerns.
In the southern portion, there is effectively no existing development, and would all be constructed from
new. The area also has a largely flat eastern portion, with a large hill making up the western half.

With the City’s proposed layout the number of RECs in this area is 296 between the two areas.
DESIGN CRITERIA
Parcel layouts were provided by the City based on their initial plans to meet desired density. These
layouts were projected onto contours from Waukesha county GIS and potential system layouts began.
The design criteria for the layout was primarily focused on achieving gravity collection with a minimum
velocity of 2 feet per second, to a single lift station within both study areas, while maintaining adequate
depth to prevent the need for hung plumbing. When the layout of the sewers was completed, residential
equivalency connections (RECs or households) were counted along the major sewer areas to verify that
adequate capacity was available in each pipe. For the Reddelien Road Area, an assumption was made
that the outfall designated by the City (Lincoln Street-Concord Road intersection) would have adequate
downstream capacity for the additional flows. For the purposes of this study, that was deemed to be
adequate, but further review of the collection system at that point would need to be studied when
developmental extents come into more focus.
For sewer capacity calculations within the study area, RECs were counted by projected lots and lot types.
Lots that were designated to have higher density development (in this case, duplexes) were considered to
be two RECs. The population density within these households is estimated at 2.5 residents per REC.
Flowrates were extrapolated from these projected populations on a per capita basis. A daily sewage
contribution of 125 gallons per day per capita (gcpd), an allowance of clear water infiltration of 85 gpcd
and a storm water inflow allowance of 85 gpcd were used. To estimate peak flows, a peaking factor of 5,
which is on the conservative end of a typical expected range, is used on the daily sewage contribution.
This returned a loading rate of 1988 gpd per REC that was simplified to 0.0031 cubic feet per second
(cfs) of flowrate per REC. This factor was used to project peak hour flow rates at various locations in the
study area. The flow rates were in turn used to project sanitary sewer and lift station sizes.
With pipe sizes verified for capacity, the design layout was additionally adjusted to minimize excessively
deep sewers (manholes exceeding 25 feet). This was one of the cutoffs for budgetary estimates.
Manholes under 15 feet were also counted separately, along with a distinction between sewers
constructed above and below 15-foot depths. In general, the conceptual collection system model was
balanced to ensure that sewers were sufficiently deep to prevent hung plumbing (approximately 10-feet)
but shallow enough where construction was more economical.
DESIGN ALTERNATIVES
Reddelien Road Area
For the Reddelien Service Area, there were two alternatives, both serviced by lift stations. In Alternative 1,
the lift station would be located in the westernmost area of the service area, just north of Allen Road. In
this alternative, the remaining system could be serviced by gravity alone. This station would have an
approximate 20-foot deep influent sewer with additional depth being required for station level controls and
working volume. This alternative is seen in Figure 1 in Appendix A.

In the second alternative (Alternative 2) the lift station is further north on Reddelien Road, midway
between Chaffee Road and Allen Road. This station would be able to service most of the service area
with gravity, but would be unable to service the western area where the first alternative station was
located. This area would be serviced in this alternative with grinder pumps and pressure mains to convey
to the nearest gravity sewer. The station in this case would also need to be deeper at a 27-foot depth to
outfall, to accommodate the southernmost area south of Allen Road. This alternative is seen in Figure 2 in
Appendix A.
The forcemain for both alternatives were similar in length, with Alternative 1 being 7,500 linear feet (LF) to
the presumed outfall and Alternative 2 being 7575 LF to the same location. When accounting for velocity
constraints of 2 ft./s minimums (to prevent settling) and 6 ft./s maximums (to prevent water hammer
during power loss), either an 8 or 10-inch diameter forcemain would be adequate for the proposed flows.
While an 8-inch forcemain had adequate velocities, it was also quickly approaching maximum allowable
velocity. At the design flowrate, the pipe velocity is already reaching 4.8 ft./s and reaches 6 ft./s prior to
1,000 gallons per minute (GPM) of capacity. With a slightly larger 10-inch forcemain, there is more
flexibility for potential density increase or tributary expansion. The 10-inch main would accommodate
closer to 1,450 GPM in lift station capacity. This increased capacity could lead to further expansions, with
the most straightforward being potential expansion to the south in the case of Alternate 1. This would aid
potential future development
South of Valley Road
For the South of Valley Road Area, there were two alternatives analyzed for cost comparison. In
Alternative 3 (Figure 3 in Appendix A), the area north of Valley Road is able to be conveyed by gravity to
the north, as originally intended. This would completely bypass the new lift station but still be tributary to
the Concord Road Lift Station. There are grading concerns that would complicate this configuration, as
one of the following would need to occur; slab on-grade structures would need to be constructed, hung
plumbing for sanitary services in houses, or fill would need to be brought in to provide adequate depth to
avoid hung plumbing. In this orientation the peak design capacity of the new station would be
approximately 300 GPM.
These modifications can also be avoided if the majority of the northern portion of the study area is
redirected to cross Valley Road and be tributary to the lift station, as is shown in Alternative 4 (Figure 4 in
Appendix A). In this secondary orientation the flows would increase from 300 GPM to 400 GPM. In the
southern portion, there is also an area on the far southern edge that would likely need to be partially
conveyed by grinder pumps and a low pressure main to the nearest gravity sewer. The proposed layout
fell in an area much lower than the rest of the study area and it is not in close proximity to other lower
areas that would warrant consideration for the lift station being located there. This grinder pump system
would need to be installed in either alternative.
One possible solution that could alter the grading in the area is a considerable hill in the western half of
the southern portion. The grade change here is extreme and would need to be dealt with prior to any
development. This could theoretically be spread in either the north of Valley Road area or in the low-lying
southern area to allow for other conveyance, but that was not considered.

Ultimately, flows were considered coming to the proposed lift station from both the northern and southern
portions of the study area.
The proposed lift station south of Valley Road would discharge through a 8-inch force main flowing in the
northerly direction and discharge to a gravity sewer just upstream of the Concord Rd. Lift Station. There
would be a requirement to expand the Concord Rd. Lift Station to its theoretical maximum flowrate in
order to accommodate the additional flow rate. The expansion is generally based on the 2021 memo, and
the 2024 Southwestern Service Area Study that is found in Appendix B. The 2024 report includes the
2021 memo. This is expanded on in the cost estimate.
SEWER ALTERNATIVE COSTS
For the Reddelien Road Area, alternatives were compared for the cost effectiveness of either solution.
Breakdowns of these costs are detailed in Appendix C for each area and alternative. Generally,
Alternatives 1 and 2 for Reddelien Road were comparable, in cost and in total pipe length. Effectively, the
layouts were the same but used slightly different configurations. Ultimately, the cost difference almost
entirely came from the need for grinder pumps at the individual lots. The more conservative (dense)
projection for cost and loadings was used in this case and it was determined that the 51 lots in the
Western development area would cost approximately $918,000 to install the grinder pump system alone.
In total the two alternatives’ costs are summarized in Table 1:
Table 1: Cost Comparison of Reddelien Road Area Costs
Alternative 1 (Gravity) Alternative 2 (Combination)
Capital Cost $9,474,300 $10,252,000
20-Year Operating Cost, Net
Present Value
$288,370 $283,002
Total Cost (Capital + O&M) $9,762,700 $10,535,000
REC Units 452 452
Cost per RECs (Capital Only) $20,960 $22,722
For the South of Valley Road area there was only one lift station configuration, but a variation in the
tributary area leading to that station. The total cost of the study area was very similar in either case, as
the cost of the new lift station did not decrease considerably even when the flowrates decreased 25% and
the depth of sewer did not become more shallow with the omission of the area north of Valley Road. For
cost comparison, these costs were broken down into four separate cost variations, as shown in Table 2.
These look to isolate the RECs and associated costs that are tributary to the new lift station from those
RECs that are not tributary to the lift station. The price and total REC number differences demonstrate the
shifting development cost depending on the number of RECs that bypass the new station. Please note

that these costs do not include the cost of the upgrade at Concord Lift Station, as those costs have been
imposed previously on the northern portion of this study area. This is detailed further below in the

With the system orientations being effectively the same, the O&M costs, as well as system total costs are
the same. These are detailed in Appendix C, however the total cost with 20-year net present values for
operational costs included is $6,906,000. This includes a 30% increase in the total capital costs for
contingencies, legal, administrative, and engineering costs associated with the project. This does also
include the costs for the Concord Road upgrades that would be necessary for this development.
Concord Road Lift Station Upgrade Costs
To accommodate the new flows from the South of Valley Road study area, the Concord Road station
would need to have its pumping capacity increased to the theoretical maximum which is governed by the
wet well and forcemain sizes. The capacity upgrades were identified in the 2021 memo, would be directly
attributable to new development. The upgrade costs for the station would likely be shared in some part
across the larger development area, as the areas identified in the 2024 Southwest Sanitary Service Area
Study contribute to the increased flowrate. In all, the costs attributed to development would be estimated
at $644,700. These costs do not include the lift station age-related items. If only the South of Valley Road
Area was considered for the Concord Road station, the cost to sewer these new areas would increase by
$2,200 per REC. This has been revised from the original total in the memo for inflation (approximately
22.8% increase from a non-age related cost of $525,000 in September 2021).
The upgrades needed for additional capacity over and an above pump impeller replacement are:

1. Pump replacement from 70 Hp units to 90 Hp units.
2. Wet well fillet modifications.
3. Temporary pumping during construction work.
4. New pump motor VFDs.
5. Electrical upgrades to accommodate the larger pump motors.
6. Air conditioning to be provided in the existing Generator Building to keep the VFDs from overheating.
7. Replacement of the wet well deck with access doors since the pumps will be larger.
8. Replacement of the standby generator (age-related upgrade).
9. Painting of the piping and valves (age-related).
10. Replacement of the plug and check valves (age-related).
11. Replacement of pump controls and programmable logic controllers (age-related).
There was some analysis completed on alternatives to lift station upgrades with bypassing the Concord
Road Lift Station and extending the force main. The combined cost of upgrading Concord Road Lift
Station and installing a forcemain from the South of Valley Road lift station to Concord Road station is
estimated at 2 million dollars. This is roughly the same cost as a new 8-inch force main of 9,000 linear
feet, without any consideration of other improvements (roadway, air relief manholes, increased lift station
requirements). It was assumed that there was not a suitable location to discharge to other than the
wastewater treatment plant, therefore only paths to the plant were considered. A reasonable route to the
plant from the new lift station was roughly 11,500 linear feet. Therefore, it is more expensive to construct
a new forcemain to the plant than it would be to construct a shorter forcemain and update the existing
Concord Road Lift Station.
These upgrades to Concord Road Lift Station would raise its firm capacity to 2,300 GPM, exceeding the
required capacity for the new developments in both this study and the 2024 study (1805 GPM). This
would allow for an additional 600 RECs to be tributary to the Concord Lift Station. Added flexibility for both
service capacity and financing would be an added benefit for the required upgrade.
A portion of both development areas would be anticipated to be funded by the City and have that cost
assessed back at a later date. For the South of Valley Road Area, the new lift station, the forcemain and
the air relief manhole are considered to be portions that the City would fund. This would total
approximately $2,473,300. For the Reddelien Road Area, the new lift station, forcemain, air relief
manholes, and larger 12-inch interceptor sewer would be considered to be portions that the City would
fund. This would total approximately $4,350,000 in either orientation. These costs are detailed in
Appendix C with the line items being highlighted in orange. When dividing these capital costs by the
anticipated RECs, the cost to service by REC is reduced by approximately $9000 in the Reddelien Area,
and $11,000 in the South of Valley Road Area. This would be subject to change with updating densities.
SUMMARY
There is an ability to service both study locations by gravity to new lift stations in each area. Within the
Reddelien Road Study Area there are two alternatives for a lift station location that should be selected
largely based on the anticipated development of the most western portion of the proposed development
area.
