Consider/act on Resolution 26-R3332 to Amend Audit Agreement Finance Director Hatton reviewed the details included in his memo, outlining the additional work and reports included that were previously done in-house. Hatton indicated there was a one-time step-up of $16,500 for those services and annual increases over the course of the 5-year agreement. Spiegelberg added that a community our size generally does not have the personnel to do these reports and she appreciated the benefit of the cost savings with staff changeover. Motion to adopt Resolution 26-R3332 to amend Audit Agreement made by Mulder and seconded by McConnell. Motion carried 8-0-0. Plan Commission a. Consider/act on Ordinance 26-O1114 Amending Section 17.108 (13) as it relates to the conditional use permit standards for Mini-Storage use - 1st Reading Rosek commented that he thought it was unfortunate the building would not be used as the business park building that it is, but with storage allowed in that area, this would be allowable and the building could be torn down so at least they retain the nice building. Schellpeper asked about the assessed value change and Gallo said there are many variables, but if it is maintained it should retain its value. McConnell asked if they would have review of any exterior changes, and Gallo said they would not be making exterior changes. Motion to adopt the ordinance and waive the second reading made by Ellis, seconded by McConnell. Motion carried 8-0-0. b. Consider/act on the Conditional Use Permit for Extra Space Storage to occupy the existing 40,835 SF building, located at 1190 Corporate Center Drive. Gallo said he agreed it is a nice building, and this is an allowable use. He also said it is a new trend to use existing buildings and repurpose them. The Plan Commission did feel that it is in the best interest to the city. Rosek liked the building and the creation of use for it. He asked if RVs would be stored outside and the applicant clarified that the language came from the business park, and they have no intention of any outdoor storage. Motion to approve the Conditional Use Permit for extra Space Storage to occupy the existing 40,835 SF building, located at 1190 Corporate Center Dr. made by Rosek and seconded by Ellis. Motion carried 8-0-0. 4 3 Common Council - January 20, 2026 c. Consider/act on the Preliminary Plat for Prairie Creek Ridge Addition #11, located at the SW corner of the intersection of Brown Street and CTH K. Gallo explained the details of the preliminary plat and explained that there are additional details in the Developer's Agreement that is also on for tonight. Gallo said there would be no cost to the city to extend the road for connectivity, that is the public benefit. He reviewed the lot sizes and said that the Plan Commission recommendation was for approval. Ellis asked if Fire and Police had any concerns about NE corner access. Gallo said they always look for two access points. Pfister said they both reviewed it and are comfortable with it and recognized it would be hard to add another. Mulder commented that this is where the apartment building was that they did not approve, and he was glad they did that since it is a great location by the school with the park. Schellpeper had no concerns but would like to get more information on road and police service impact on new developments coming forward along with property tax yield. Motion to approve the Preliminary Plat for Prairie Creek Ridge Addition #11, located at the SW corner of the intersection of Brown St and CTH K made by Spiegelberg and seconded by Ellis. Motion carried 8-0-0. New Business a. Consider/act on approving Developer's Agreement for Prairie Creek Ridge phase 11 City Administrator Frye thanked Mike Bickler, St. Matthews and the congregation, and Hans Zielow for their work on this to extend Schumacher, adding that that is an agreement between them and not something in the Developer’s Agreement. Herzog discussed the Developer’s Agreement and added that they spent a lot of time working together to get it up to City's standards. Herzog said it is the largest single-family subdivision in the city, and provided noteworthy statistics on amount of land, number of homes and value added and there was no TIF money. He said it is one of the top five growing subdivisions in the State of Wisconsin and they topped the building permit numbers last year. Schellpeper asked about the agreement and if it would be a private road. Frye clarified it will not be private and it will be dedicated to the City. Bickler thanked everyone that has been involved with it, and said it was the largest thing they have done and they are proud they did it without any TIF. He said that there are two streets that are named after Mayors, Whalen and Schumacher, and he would like the city to consider naming it Mayors’ Park and they would add their names to a plaque in the pavilion as a fitting tribute. Aultman Kloth added that they are not just developers, but also members of the community and that shows. Motion to approve the Developer's Agreement for Prairie Creek Ridge Phase 11 made by Aultman Kloth and seconded by Ellis. Motion carried 8-0-0. Staff Reports Reports and Comments from the Aldermen Spiegelberg reminded everyone about the upcoming Chili Fest, thanking the Chamber of Commerce for their work on it. She also said they will be releasing 50 more tickets on the day of the event. Reports and Comments from the Mayor The Mayor had no additional comments. ADDITIONAL ANALYSIS Two Public Informational Meetings were conducted to provide the local neighborhoods with information on the extension project and gathered pre-existing traffic and pedestrian challenges along Lake Bluff Drive. With the proposed traffic being redistributed in this area to Lake Bluff Drive, City Staff reviewed multiple improvements to the current street. These proposed improvements include pavement markings for edge line, additional crosswalks, and other traffic safety measures. Based on a resident’s suggestion we are investigating moving the table top pedestrian crossing east to the Victoria Lane intersection. Information illustrating these improvements was posted on the City’s Project page and is attached. We plan to install them during the summer of 2026. 36 V:\City Projects\Lake Bluff Drive\2023-2025\Council\Background Memo for Lake Bluff Dr Extension Construction.docx FINANCIAL IMPACT The low base bid from Musson Bros is below the Engineer’s estimate and within the project budget. DATED: February 3, 2026 CITY OF OCONOMOWOC By: __________________________ Robert P. Magnus, Mayor ATTEST: ___________________________ Gina Kozlik, Clerk 39 1 MEMORANDUM PUBLIC WORKS Date: February 3, 2026 To: Mayor, Common Council and Public Services Committee From: Jason Herzog - Director of Public Works Re: Cleaning Services for Municipal Buildings BACKGROUND The City of Oconomowoc has utilized Kleanline LLC, Cleaning and Janitorial Service, for many years to provide cleaning services across all municipal buildings. Throughout this time, Kleanline has consistently delivered reliable, high-quality service and has maintained a positive working relationship with the City. Kleanline has not increased their rates since 2021. Their pricing has remained very competitive compared to current market conditions. Several years ago, the City issued a request for bids for municipal cleaning services. At that time, Kleanline was unaware of the bidding process and therefore did not submit a proposal. The bids that were received from other vendors were substantially higher than Kleanline’s existing rates. Given Kleanline’s strong performance history, quality of service, and significantly lower cost, the City elected to continue its relationship with Kleanline despite their non- participation in the bid process. Since that time, Kleanline has continued to provide dependable service at favorable rates, demonstrating ongoing value to the City. PROPOSED AGREEMENT The Public Works Department is proposing a five-year cleaning services agreement with Kleanline LLC covering the period of January 1, 2026 – January 1, 2031. The agreement would automatically renew annually unless either party provides no less than thirty (30) days’ notice of termination. Kleanline LLC currently provides cleaning services to all municipal buildings at a monthly cost of $3,560, totaling $42,720 annually. If necessary, the agreement allows for a modest annual increase up to three percent (3%) to account for rising operational costs. This structure provides continuity of service while allowing flexibility for both parties. The funding is budgeted for out of each department. Given Kleanline’s proven track record, consistent quality of work, strong relationship with City departments, and historically low rates that have not increased in recent years, the Public Works Department recommends proceeding with the proposed five-year agreement. 40 2 This approach ensures uninterrupted, high-quality cleaning services for City facilities at a cost that remains well below market alternatives, while also providing stability and predictability for future budgeting. COMMITTEE RECOMMENDATION Motion to recommend to the Common Council approval of Kleanline, LLC for janitorial services. SUGGESTED COMMON COUNCIL MOTION Motion to approve Resolution 26-R3337. 41 RESOLUTION NO. 26-R3337 RESOLUTION AWARDING FIVE-YEAR AGREEMENT FOR CLEANING AND JANITORIAL SERVICE WHEREAS, cleaning and janitorial services are required for all municipal buildings; and Whereas, Kleanline LLC currently provides cleaning services to all municipal buildings at a monthly cost of $3,560, totaling $42,720 annually and have offered to continue doing this with a possible annual increase of up to three percent (3%) to account for rising operational costs; and WHEREAS, the agreement with Kleanline LLC would automatically renew annually unless either party provides no less than thirty days’ notice of termination; and WHEREAS, Department of Public Works representatives recommend acceptance of a five-year cleaning agreement with Kleanline LLC, Cleaning and Janitorial Service. NOW THEREFORE, BE IT HEREBY RESOLVED the five-year cleaning agreement with Kleanline LLC is hereby accepted, and appropriate City officials are authorized to enter into a contract with them for said work.
