Improve and Maintain our Infrastructure/Facilities BACKGROUND The City currently operates under a directive requiring separate engineering consultants for design service contracts and the related construction management contracts. Relative to the pending upgrades at the Wastewater Utility, I would like to explore options to this directive. Typical Wastewater Utility projects in the state follow a competitive bidding process at the onset as part of the engineering design contract. If a project begins thereafter the construction management contract is negotiated separately. However, it is most often awarded to the same consultant performing the design portion of the project. Exceptions do exist and I share this for information and awareness. The reason for this is due to the amount of background and understanding that is developed with the consultant during the design phase. They become intimately aware of the project nuisances involving facility and staff needs. They have sat through hours or days of data review, process information sharing and equipment evaluations. All this is required to arrive at a thoughtful, thorough and accurate plan set for construction. Not every project is alike, but the design effort with a large project is typically not measured in weeks or months, but years. Additionally, many aspects of a project, especially ones involving renovations, can become quite specialized and technical. Some of the items that become more challenging with separate consultants are: - Efficiency and timeliness of response to field modifications or change orders - Lack or misunderstanding of the design intent - Cohesiveness regarding communication with regulatory agencies We are required to invite competitive bidding into our bidding process, and we will continue to pursue increased efficiencies and project success using alternative and creative bidding strategies. As we strongly consider project “success” we would like to allow engineering consultants to bid on both design and construction management contracts at the Wastewater Utility. We will continue the good process of scoring / ranking of contracts and Common Council will retain ultimate authority for project awards. 3 2 FINANCIAL IMPACT N/A RECOMMENDATION Staff are seeking the ability to allow engineering consultants to bid on both the engineering and construction management phases of the Facilities Upgrade project. SUGGESTED MOTION N/A 4 MEMORANDUM DEPARTMENT - WASTEWATER Date: February 3, 2026 To: Mayor, Common Council and Utility Committee From: Tim Reel, Wastewater Operations Manager Re: Consider/act on Resolution 26-R3335, Western Sanitary Sewer Hydraulic Analysis RELATES TO THE STRATEGIC PLAN Strategic Goal- II. Improve and Maintain our Infrastructure/Facilities BACKGROUND To allow for ongoing progress of the Western Sanitary Sewer planning process, City staff has obtained a cost proposal from Ruekert & Mielke to complete a hydraulic analysis from this project’s boundary to the Wastewater Treatment Facility. This portion of the planning effort was not included in the original project scope to allow us to have a better grasp on anticipated construction costs before doing so. Scope of Service Highlights include: - Review of 2000 Sanitary Sewer Hydraulic Study - Assess hydraulic capacity of existing piping beginning at MH678 to the Wastewater Utility - Integrate with finding from the Western Sanitary Sewer Study - Collaboration with sub-contractor and interpretation of flow monitoring data - Provide a report detailing findings and projected capacity As part of this effort City staff will be engaging a third party to provide flow monitoring services. Based on engineering recommendations, work will include the need for three area velocity meters over a period of one month. FINANCIAL IMPACT The cost for completion of the hydraulic analysis is based on a time and materials basis for a not to exceed cost of $17,000.00 which includes all labor, miscellaneous and reimbursable costs including travel time and mileage. This contractual cost will include a 10% contingency for a total project cost of $18,700.00. Additional funds in the amount of $5,500.00 will be necessary for flow monitoring services. This work will be secured with a separate party. RECOMMENDATION Motion to recommend to the Common Councils acceptance of the proposal from Ruekert & Mielke for amount of $17,000.00, to include a 10% contingency, for a total contract cost of $18,700.00. Additional costs of $5,500.00 for flow monitoring will be incurred through a separate party. Total project shall not exceed $24,200.00. Costs to be allocated and charged to Account Number: 601-518-3850-210. SUGGESTED MOTION Motion to approve Resolution 26-R3335. 5 RESOLUTION NO. 26-R3335 Resolution Awarding Western Sanitary Sewer Hydraulic Analysis WHEREAS, developers have made inquiries for sanitary sewer services for undeveloped land within the City limits; and WHEREAS, the Western Sanitary Sewer Study has been completed and was presented to the Committee of the Whole on February 3, 2026; and WHEREAS, best management practice should include evaluation of hydraulic capacity from the proposed project limits to the Wastewater Treatment Facility; and WHEREAS, a proposal from Ruekert & Mielke for hydraulic analysis and subsequent report of their findings with recommendations to include costs, if necessary, was received; and WHEREAS, Wastewater representatives request Common Council approve the Professional Services proposal from Ruekert & Mielke for a Not-to-Exceed sum of $17,000.00. NOW THEREFORE, BE IT HEREBY RESOLVED, the proposal from Ruekert & Mielke, for a Not-to-Exceed sum of $17,000.00, is hereby accepted, and is appropriate for authorized City officials to enter into a contract for said work. BE IT FURTHER RESOLVED, this is a Not-To-Exceed Contract price proposal with a 10% Contingency of $1,700.00 for a total contract cost of $18,700.00 BE IT FURTHER RESOLVED, Additional funds will be incurred by a separate party for flow monitoring services in the amount of $5,500.00 for a total project cost not-to- exceed $24,200.00. BE IT FURTHER RESOLVED, that expenditures for this work will be charged to General Ledger Account 601-518-3850-210.
